Background

The EAC funded ‘Waxbar Curtaada II- (Educate your children) project aims to address obstacles to educational access for out of school children affected by instability, displacement, social exclusion and poverty in Somalia. The project targets to enroll 57,600 out of school children from across five federal member states – Galmudug, Hirshabelle, Jubaland and South West. In line with the donor requirements, the project has 50% co-funding from two projects – LNGB-AGES and ESPIG funded by UK AID and Global Partnership for Education (GPE) respectively. It’s a consortium comprising of CARE (Lead), WARDI and GREDO to deliver the project results. Waxbar Carurtaada II Project will strengthen local governance structures and community support around school safety and inclusive and gender-sensitive education, increasing enrollment rates among marginalized groups, including girls and the extremely poor. Through ABE, the project will provide viable options for learners unable to access education or to attend regularly because of seasonal and out-migration, domestic demands, and income-generating activities. The project will work closely with Federal member states MOEs across the five regional states and other education stakeholders to achieve its objective.

Job Summary

CARE International in Somalia is seeking to recruit a Program Manager for the above mentioned project. The Program Managr will provide overall strategic leadership and direction for the EAC funded -Waxbar Carurtaada II under CARE Somalia’s Urban Youth Program. He/she will be based in Mogadishu and will report to the Programme Coordinator – Urban Youth Program. He/she will work closely with the Federal Ministry of Education, Culture and Higher Education(MOECHE) and Ministries of education in the five Federal states – Jubaland, Galmudug, Hirshabelle, South West and Puntland and local partners (WARDI and GREDO NGOs) to ensure the delivery of the EAC funded activities across the country. He/she will be responsible for budget management, reporting and supervision of the project team. He/she will work closely with the Manager of DFID funded LNGB project and GPE funded ESPIG in south central Somalia to collate information and manage the overall reporting and achieve the co-funding requirement of the Grant.

Responsibilities and Tasks

R1: Project Delivery (20%)

The Program Manager EAC funded-Waxbar Caruurtaada II program will provide strategic leadership and direction for the initiative under the Urban Youth Program. He/she will work very closely with the Federal member states MOEs and the Initiative manager of the DFID funded LNGB, the Program Manager – GPE funded ESPIG and liaising with other key project stakeholders to deliver the project: –

• At the inception, develop working arrangements with local partners and, MOECHE and Federal Member states MOEs. This includes the defining of roles and responsibilities of implementing partners and the ministries of education at both levels;
• Manage the project team in the different locations; ensure that all activities progress as per plan and that all stakeholders and communities are fully involved in the implementation of the project;
• Oversee community mobilization to enrol out- of- school children ensuring to meet the annual program targets across the five regions (Galmudug, Hirshabelle, South West, Jubaland and Puntland).
• Collaborate with LNGB, GPE and GEEPS managers and ensure sharing of information and reporting so as to meet the co-funding requirements of the EAC program.
• Oversee all the infrastructure work in collaboration with the Program Engineer and other team members ensuring conflict sensitivity;
• Recruit consultants for baselines, mid-term and final evaluation ensuring quality work in collaboration with the team as well as oversee all school assessments and the selection of schools in collaboration with the MOECHE and Federal Member states MOEs.
• Work closely with the MEAL Manager -EAC as well as the CARE SOMALIA Head of MEAL to develop the M & E framework and track progress against indicators;
• Ensure that involvement of and capacity building of government is mainstreamed throughout the program.

R2: Consortium Management and Coordination (15%)

The project will be implemented through sub-grant to the two national partners -WARDI and GREDO as well as direct implementation by CARE International in Somalia to ensure project objectives are met. As a result, the incumbent is expected to cultivate and maintain excellent and productive relations with the local partners as well as ministries of education both at federal and member state levels and other key stakeholders especially beneficiaries, local authorities and the humanitarian community. Tasks include:

• Take an active role and provide strategic guidance to Program Management Committee and be the convener of meetings.
• Oversee the preparation of sub-grants in collaboration with the CARE Somalia partnership team, and ensure partners implement the activities in line with best practice, the project proposal and the work plan.
• Represent the project in all meetings related to the delivery of education services in Banadir/Mogadishu, Jubaland, Galmudug, Hirshabelle and South west state and other local authorities.
• Engage in coordination processes amongst education partners and other key stakeholders for greater impact within the programmes.
• Ensure adequate coordination with other CARE education projects and other education sector programming through the ESC.

R3: Contract Management (15%)

The Program Manager will be responsible for contract management and compliance with donor and CARE rules and regulations. He/She will work closely with all the partners to:

• Ensure compliance with the grant rules as well as familiarity and compliance with and overall implementation of the program.
• Manage grants and ensure compliance with CARE & donor regulations, formats and requirements and policies, working in close coordination with CARE USA Education team as well as other relevant CARE Somalia departments.
• Ensure progress against grant proposals/work plans while ensuring timely identification and mitigation of any potential delays
• Ensure quality and timely submission of reports in line with donor requirements
• Ensure adequate financial management in liaison with the CARE Somalia finance requirements
• In collaboration with the Urban Youth Program Coordinator and the Finance department, facilitate timely audits and evaluations as required.
• Ensure all procurement and program implementation is conducted in line with EAC’s contractual requirements.
• Maintain an updated Risk Register of the project.
• Ensure a sustained focus on child protection and child safeguarding in this project in line with CARE Somalia’s Child Protection and Child Safeguarding Policies by establishing a set of procedures relating to child protection and safeguarding which are tailored to the project and mechanisms to monitor its adherence.

R4: Staff Management (15%)

• The position will head a program team comprising of MEAL Manager, Senior Project Officers and Project Officers based in different regions of the country. He/She is expected to oversee and support the team involved in the delivery of the project in the five regional states of Somalia including staff of local project partners -WARDI and GREDO.
• Apply performance management systems to inform consistent strong performance within the team.

• Identify capacity gaps and recommend opportunities to build the capacity of direct reports and other program staff for quality implementation in line with CI principles and CARE policies.
• Collaborate with CARE Somalia Urban Youth Program Coordinator for staff training/capacity building of staff and partners on areas of key focus (gender, child safeguarding, M&E, advocacy, DNH)

R5: Coordinate monitoring, evaluation and reporting (15%)

• Develop tools for capturing enrolments of out of school children as well as tracking of attendance and retention.
• Implement and regularly review the monitoring and evaluation plan of the partners.
• In collaboration with the MEAL Manager, coordinate the organization of external baseline, midterm and final evaluation studies.
• Ensure high quality monitoring and data collection is in place for the program, taking into consideration the proposal and the prescribed donor contract.
• Organize joint quarterly monitoring visits to project program sites together with the MOEs and relevant partner staff at all levels to monitor progress and offer guidance/support as required.
• Receive and review monthly activity progress reports and present summarized briefs to the management committee.

R6: Coordinate support from CARE USA Education team (15%)

• Coordinate a robust research based M and E for the project, Advocacy, Communication and learning sharing in collaboration with CARE USA education team.
• Coordinate Donor relationships with CARE Somalia- Urban Youth Program Coordinator, DCD-P and the CARE USA team.
• Consolidate the project inception report, interim technical reports and final technical reports and submit to CARE USA education team for review and submission to the donor.
• Facilitate together with CARE USA Technical Advisor -Research and the MEAL Manager the various project evaluation activities and sharing of learning

R7: Other duties as assigned (5%)

Qualifications

• A Master level or equivalent in Social science, (Education, adolescent programming, Gender or development studies),
• Desired
• Post Graduate Degree Desirable
• Minimum of ten years managerial experience, including demonstrated experience in leading large scale projects with complex designs, and in coordinating with other organizations, including consortium coordination and day to day management in conflict or post conflict settings .
• Experience working in Somalia or in the horn of Africa
• Experience in coordinating with Ministries of Education and local governance levels.
• In-depth understanding of sound programming principles, including adaptive management techniques
• Solid education sector experience or strong experience in managing adolescent-focused programming, in senior level positions.
• Experience in managing large scale budgets preferably EU, DFID or USAID
• Demonstrated experience in bringing out social change by addressing social cultural barriers affecting girls’ education in challenging contexts.
• Sound understanding of gender dynamics and social norms in religious and patriarchal dominated settings
• Strong ability to effectively manage and motivate multi-disciplinary teams;
• Ability to work under pressure to respond to tight deadlines

• Result-oriented
