This is done by amongst others supporting these communities to actively participate in and influence socio-economic and political processes that benefit them. NAPAD believes that peaceful coexistence among communities is a critical prerequisite for any sustainable development.

Position: Program Officer, Monitoring and Evaluation/Communication

Location  Mogadishu, with frequent travel to the field Somalia and Mandera County

Reporting: Director of programs/ Fundraising and donor compliance manager

Work closely with: Program Team and Admin/Finance.

Gender: Preferably Female

Contract Duration: 1 Year (with possibility of extension subject to availability of fund to sustain the position)

POSITION DESCRIPTION

Introduction

Nomadic Assistance for Peace and Development (NAPAD) Non-Governmental development organization that operates on a non-profit basis with principles and philosophy aimed at effectively reaching its vision, mission and core values. NAPAD works with local communities and their organizations to ensure that vulnerable and poverty stricken people in the Horn of Africa, particularly the pastoral and agro-pastoral communities, can enjoy peace, quality living conditions and sustainable development.

The main drive of the organization is to promote and improve the livelihood systems, quality of life and status of vulnerable and poverty stricken people in the Horn of Africa, through facilitation of sustainable community peace, humanitarian and development initiatives.

NAPAD is currently seeking a dynamic, experienced and self-motivated professional to fill the position of program officer in charge of Monitoring Evaluation and Communication

OVERALL RESPONSIBILITIES:

The Program Officer, Monitoring, Evaluation and Communication is responsible for leading the development and implementation of a plan to monitor progress, evaluate effectiveness, and disseminate results of the project activities and innovations. The M&E/C program officer has primary responsibility for identifying M&E needs; designing and maintaining data collection systems; and for ensuring that all necessary information from both routine reporting, as well as from ad hoc data collection efforts and special studies, is collected, analysed and used in guiding internal project planning and in informing external partners about project activities and accomplishments. The M&E/C Program Officer conducts all appropriate analyses, including the use of complementary data sets and secondary analysis, and fully documents activities and accomplishments in the form of reports, publications, and presentations.

 

The M&E/C program officer will be coordinating the planning, development and implementation of Communication, visibility strategies and annual, operational plans. S/he will improve and maintain the organization’s communication systems including website social media platforms, branding and visibility while creating attractive case studies that is engaging and relevant to the target audience.

SPECIFIC RESPONSIBILITIES

Monitoring & Evaluation

Manage NAPAD program communications and reporting activities, including preparation of reports, success stories, press releases, and other internal and external program communications

Support the drafting of monthly, quarterly and other narrative programmatic reports, in accordance with donor guidelines and formats

Manage an M&E system that will generate timely information and feedback to project stakeholders.

Review monthly, quarterly and other narrative progress reports.

Develop guidelines and standard templates for effective and efficient reporting

Conduct field visits for data validation, especially in the context of assessing project performance

Review and ensure timely data entry into database and retrieval for analysis and compilation for quarterly and annual reporting and dissemination to Donors and other stakeholders

Monitor achievement of project indicators and targets and evaluate progress against those targets.

Prepare the Monitoring and Evaluation plan

Define indicators and set measurable targets

Develop result based guidelines and comply with different donors

Define the most appropriate methodology per activity (or deliverables) of the project

Define the ToR of different evaluations and assessments

Provide feedback to new proposal based on lessons learned

Update/create M&E tools as required

Plan the process that will allow to monitor and supervise the project implementation and achievement

Prepare, review and present the M&E reports for the partner and other stakeholders when needed

Take on the data collection and organization as well as all field activities related to M&E

Support the project focal point for M&E (if any) to ensure results

Capture lessons learned and best practices, documentation and dissemination of information

Communications

In collaboration with the Fundraising and donor compliance manager, develop and review the organization’s visibility and communications materials to ensure key messages, values and case studies on project result are effectively conveyed.

Improve and manage the organization’s website and social media platforms and presence, creating regular content that is engaging, accurate and relevant to the target audience.

Co-ordinate the development of innovative new visibility and information resources that clearly communicate the mission and objectives of the organization, including leaflets, posters, brochures, videos and presentations.

Coordinate the design and develop the content for all donor communications such as direct mail to maximize opportunities for donor engagement.

Support the development of social media strategy with planned feeds into our social media.

Represent the organization at external events and build networks to further the aims of the organization.

Support initiatives for management and development of NAPAD’s country specific and overall regional communications strategy

Responsible for liaising with senior executive, programmes and NAPAD partners to issue press releases, success stories, and other internal and external documents on NAPAD

Support programmes and MEL colleagues in the field and at head office in gathering, tracking and reporting data

Participate in coordination meetings as requested

Travel to field locations as needed to support program teams and develop communications materials on projects important events.

Support in setting-up and maintaining NAPAD knowledge management system

Other Duties

Represent NAPAD at stakeholders meeting including government and other agencies.

Undertake other appropriate tasks and duties including administrative duties that may be required by the Fundraising and donor compliance manager and other senior members of staff.

Knowledge, Skills and Abilities:

Previous experience with donor reporting and communications preferred

Working knowledge in the field of livelihoods, food security, education, WASH and governance programming preferred

Prior experience in journalism or communications preferred

Ability to write clear, concise, and articulate program reports and communications materials with minimal oversight and editing

Excellent communication skills

Spoken and written fluency in English

Ability to travel to program sites for program work

QUALIFICATIONS

A Bachelor’s degree in relevant discipline and 4-5 years of experience. Added advantage for those with Master’s degree. (A degree in Journalism, International Relations, Communications and Social Work are preferred)

Diploma in social sciences with over 7 years of experience in monitoring and evaluation related experience of food security and wash programs/project.

Experience in use of data collection and analysis to inform decision-making, planning, resource allocation, and other strategic initiatives.

Knowledge of statistical computation and data analysis software.

Knowledge of Somali language is an added advantage.

Excellent team player.

Ability to manage divergent ideas and resolve conflicts.
