Context:

The post will support the implementation of actions of the EU-IOM Joint Initiative on Migrant Protection and Reintegration as well as coordinate the implementation of the Regional Migration Response Plan (RMRP) in Somalia.

Launched in December 2016 with funding from the EU Emergency Trust Fund for Africa (EUTF), the Joint Initiative is the first comprehensive programme to save lives, protect and assist migrants along key migration routes in Africa. It enables migrants who decide to return to their countries of origin to do so in a safe and dignified way, and to help them restart their lives in their countries of origin. This is done through an integrated approach to reintegration that supports both migrants and their communities. The Joint Initiative covers and closely cooperates

with 26 African countries in the Horn of Africa, the Sahel and Lake Chad, and North Africa.

In the Horn of Africa, the Joint Initiative (JI) commenced in March 2017 with an overall objective to contribute to facilitating orderly, safe, regular and rights-based migration through the facilitation of dignified voluntary return and the implementation of development-focused and sustainable reintegration policies and processes.

With the Regional Coordination Unit based at IOM’s Regional Office for the East and Horn of Africa in Nairobi, Kenya, JI-HOA is implemented in key Khartoum Process countries of Djibouti, Ethiopia, Somalia and Sudan.

The RMRP for the Horn of Africa and Yemen adapts the four priorities of the Gulf of Aden strategy to address the specific needs of migrants in vulnerable situations in the Horn of Africa (HoA) to/from Yemen and Kingdom of Saudi Arabia (KSA). However, this excludes refugees, asylum seekers, and internally displaced persons. Target countries include Ethiopia, Djibouti, Somalia, and Yemen.

 

The RMRP seeks to provide a coordinated regional response by providing immediate assistance addressing the humanitarian and protection needs of these migrants. It also promotes medium to long-term interventions that seek to address the root causes of irregular migration by promoting migration research, data collection, and analyses that inform durable and development-oriented approaches to return, sustainable reintegration, and community stabilization. The RMRP also seeks to build the capacities of governments to strengthen their response to, and meet the needs of, migrants in vulnerable situations.

Under the overall supervision of the Deputy Chief of Mission IOM Somalia and direct supervision of the Programme Manager (MPA), the successful candidate will implement the JI and RMRP programme activities in Somalia. The candidate will also work closely with the Regional Coordination Unit in Nairobi and Migrant Protection and Assistance Regional Thematic Specialist as well as RMRP and Joint Initiatives Horn of Africa (JI-HoA) focal points in the region.

Core Functions / Responsibilities:

Coordinate the implementation of the Migration Resource Allocation Committee (MIRAC) programme and the Regional Migration Response Plan in Somalia, and support sub offices in harmonisation with the EU-IOM Joint Initiative programme from Mogadishu. Assist the Programme Manager through data management, procurement, operations, partnerships, visibility and other processes, facilitating budgetary, administrative, and technical implementation in compliance with IOM policies and standards, as well as donor requirements.

Contribute to the development of work plans, implementation strategies, and expenditure plans to facilitate the timely implementation and achievement of project activities and results.

Ensure appropriate coordination and information sharing with IOM Country office, IOM Reginal office Nairobi and IOM Headquarters.

Draft donor and other reports as may be required for MPA activities in Somalia and on the MIRAC programme and follow up on timely submission, in line with donor requirements and IOM procedures and standards. Draft regular briefings, summaries, press releases and other relevant information materials, as required and in coordination with other IOM units.

In conjunction with Hargeisa, Mogadishu and Bosaso MPA team members, provide technical support to the Somalia authorities to facilitate the alignment of Joint Initiative activities to international best practices, and to assist the coordination committees in Somalia in articulating their mandate, developing ToRs and providing leadership for JI within national authorities.

In close coordination with the Resource Management Unit, monitor procurement processes to facilitate the timely completion of activities and alignment to IOM standards and procedures.

Work closely with the Programme Manager, and other IOM staff in regional offices and headquarters, to facilitate the reflection of the MPA programme in regional/global projects, strategies and reports.

Coordinate MPA functions in Migrant Resource Centres (MRCs), including contracting and payments, data management, visibility and assistance. Contribute to the streamlining of Somalia MPA systems and approaches within the Somaliland, Bossaso and Mogadishu offices in relation to the development and maintenance of systems for tracking, organization, etc.

Assist the country’s communications focal point to document success stories such as capturing case studies for donor reports, website and newsletters.

Undertake frequent duty travel as required to all field sites in Somalia.

Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

Master’s degree in Development, Management, Political or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

University degree in the above fields with four years of relevant professional experience.

Experience

Experience in project implementation and management, preferably in the field of migration, direct assistance, or community stabilization;

Proven experience in migrant assistance, Assisted Voluntary Return and Reintegration (AVRR), community stabilization and/or psychosocial support.

Skills

Sound analytical skills and demonstrated managerial and organizational ability;

Expert knowledge of MS office and advanced statistical skills including knowledge of database management, statistical and project management software is a strong advantage;

Demonstrated ability to meet deadlines and to write clearly and accurately;

Knowledge and understanding of the migration issues, return and reintegration in the region is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
