UNDP Somalia is comprised of 5 main Programme Portfolios aligned to the UNSF and CPD Strategic Priorities: Inclusive Politics, Rule of Law and Security; Insitutions and Services; Resilience; and Inclusive Economic Growth. In additionHIV & AIDS, and Gender are two cross cutting programs. To ensure effective and efficient delivery of development programmes in Somalia, UNDP established Area Office in Garowe. Under the supervision of the Head of Area Office and second reporting line to the Head of the recently established Programme Oversight and Quality Assurance Unit (POQA), the Programme Specialist will form a part of the core Area Office programme team which comprises a HoAO, a Communication officer, an Operation team led by Operations Specialist and a Local Security Assistant, providing support for effective delivery of UNDP programme in the assigned AO (Garowe).
The Programme Specialist will support the AO Programme portfolio to ensure the efficiency, effectiveness and timely delivery of projects and initiatives.
The portfolio currently include significant and growing joint programmes in the areas of youth employment, Rule of Law, capacity development of public institutions, legal aid to IDPs, climate change resilience and sustainable charcoal production, local governance, support to parliament and cross cutting issues as gender and HIV. It is envisaged that further joint programmes will be developed in the areas of early recovery and affordable and clean energy. The Programme Specialist will support the HoAO in key aspects of projects formulation and oversight as well as in ensuring projects’ compliance with corporate rules and regulations, including the Harmonized Approach to Cash Transfer (HACT)
