Job Title: Livestock Sector Specialist

Location: Somalia

Project: Adaptive Agriculture and Rangeland Rehabilitation (A2R2) Project

Reports to: Project Manager

Employment Type: Full-time

Duration of employment: Up to one year; following successful completion of six-month probationary period; with renewable contract if performance is satisfactory

About the Project:

The Adaptive Agriculture and Rangeland Rehabilitation (A2R2) Project aims to enhance agricultural productivity and rehabilitate rangelands in Somalia. The project focuses on climate-adaptive agricultural practices and sustainable land management to improve the livelihoods of local communities and ensure food security.

Job Summary:

The Livestock Sector Specialist will lead efforts to develop and implement livestock development strategies that align with the project’s objectives. This role involves working closely with local communities, government agencies, and project partners to promote sustainable agricultural practices and rural development initiatives.

Key Responsibilities:

  1. Strategy Development and Implementation:
  2. Develop and implement strategies to promote adaptive agriculture and sustainable rangeland management.
  3. Provide technical guidance on best practices for livestock management, and soil conservation.
  4. Capacity Building:
  5. Design and deliver training programs for farmers, pastoralists, and extension workers on innovative agricultural techniques and practices.
  6. Support local institutions and community-based organizations in building their capacity to implement and sustain agricultural initiatives.
  7. Research and Innovation:
  8. Conduct assessments and research to identify opportunities for improving livestock productivity and resilience.
  9. Promote the adoption of new technologies and practices that enhance livestock adaptation and resilience in the face of climate change.
  10. Stakeholder Engagement:
  11. Engage with government agencies, NGOs, and other stakeholders to coordinate efforts and align A2R2 project activities with national agricultural policies and government development agenda.
  12. Assisting state level Ministries in the preparation of farmer needs-based annual work and expenditure plans for the component and their dissemination.
  13. Providing adequate orientation to field-based Livestock Technicians on project activity implementation, supervision and monitoring modalities.
  14. In close coordination with A2R2 project goals, ensuring smooth implementation of the livestock breeding programs, including timely and correct data collection, processing and dissemination.
  15. Ensuring that the livestock-breeder farmers make appropriate sales targets including assisting farmer groups to develop and implement the buck management system.
  16. Assisting DLSO in the selection of field-level staff for Farmer Field Schools (FFS) and other training facilitation and providing backstopping support to the groups and facilitators for smooth implementation of FFS activities.
  17. In line with the monitoring and evaluation framework, monitor FFS activities and their facilitators, providing this information to the DLSO and the Project Livestock and M& E Specialist.
  18. Identify candidates for training in small-scale dairy business development and agro-vet business promotion and organize training courses for these purposes, in close coordination with the Project Livestock Specialist and the appropriate training institution.
  19. Ensure appropriate establishment of forage demonstrations on the intensification of terrace risers and bunds for increased livestock feed supply and their protection from grazing.
  20. Ensure adequate and timely supply of forage seeds/samplings for both demonstration and dissemination.
  21. Supervise the activities of the field-based technicians and other assistants and ensure their adequate performance against targets.
  22. Participate in annual or other periodic meetings with beneficiaries and other project stakeholders in the district and project areas.
  23. Submit a work plan and monthly progress report as per the format developed by the project.
  24. Undertake any other duties as assigned by the Project Manager to the Livestock Specialist.

Qualifications and Experience:

  • Bachelor’s degree in Animal Science/Veterinary Medicine, Agriculture, Rural Development, Environmental Science, or a related field. A Master’s degree is preferred.
  • At least 10 years of experience in agricultural development, rural development, or related fields, preferably within a development project context.
  • Proven expertise in sustainable agriculture, climate-smart agriculture, circular economy and rural development.
  • Experience in capacity building and training, with excellent facilitation skills.
  • Strong understanding of the agricultural and rural development challenges in Somalia.
  • Demonstrated ability to work collaboratively with diverse stakeholders, including government agencies, NGOs, and local communities.
  • Strong analytical and problem-solving skills, with the ability to design and implement effective agricultural strategies.
  • Excellent communication and interpersonal skills, with proficiency in English. Knowledge of Somali is an asset.
  • Willingness to travel to project sites and work in challenging environments.
  • Ability to work independently and as part of a team
