Creative Associates International, Inc. is requesting a quotation for goods/services identified herein. All quotations are due by the dates and times stated above. Any quotation received after the required time and date specified for receipt shall be considered late and non-responsive. Late quotations will not be evaluated.

Creative encourages Offerors to indicate their interest in this procurement by submitting a quotation according to the instructions contained within this RFQ. Creative will make an award to the responsible Offerors submitting an offer which provides the best value to the project.
To be considered, Offerors should submit a complete quotation no later than the Offer deadline date and time on the front page. Offerors should ensure that the quotation is well-written in English, easy to read, follows the instructions provided, and contains only requested information.
Questions:
Any questions should be submitted in writing and emailed to Bids@Creativedc.com no later than the above date. No questions will be entertained if they are received by means other than the specified email address, and any communications to alternate e-mail addresses may result in the disqualification of the bidder. The RFQ number listed above should be stated in the Subject line.

ATTACHMENT A: RFQ DETAILS
- REQUIREMENTS:
- Cover Page: Complete applicable sections on first page of this RFQ.
- Past Performance: Offerors are required to submit the information listed in Attachment B for three examples of similar work completed by the Offeror from the last three years.
- Tax Identification: Provide the Offeror’s Tax Identification number in accordance with host government regulations.
- Source Code:
- Offerors are required to indicate the source of all products in their proposals. In accordance with the US Code of Federal Regulations (CFR), 22 CFR 228; all goods and services supplied must meet the below checked USAID Geographic Code:

- Per 22 CFR 228, the following definition applies: “Source” means the country from which a commodity is shipped to the cooperating country or the cooperating country itself if the commodity is located therein at the time of purchase. However, where a commodity is shipped from a free port or bonded warehouse in the form in which received therein, “source” means the country from which the commodity was shipped to the free port or bonded warehouse.
- Restricted countries: Under no circumstances may items or items with components from any countries restricted by the US Office of Foreign Asset Control (OFAC). - Price Validity: The Offeror must state in their quotation the validity period of their quotation. The minimum offer acceptance period for this RFQ is 90 days after closing date of the RFQ. If an Offeror has provided a validity period of less than 90 days, the quotation may be eliminated.
- Shipping: Offerors must provide detailed shipping and delivery information in their Offer based on the destination shown on Cover Page. The specific delivery address will be provided with the Purchase Order award documents.
- SPECIFICATION or STATEMENT OF WORK
Creative is seeking to engage with a professional company to provide Mobile money transfer services to 900 schoolteachers in to eleven (11) districts identified below.
- Background
Creative Associates International is a dynamic and fast-growing professional services firm that specializes in international development in the areas of education, democratic transitions, and stabilization in post-conflict environments. Based in Washington, DC, the firm has a field presence in 30 plus countries worldwide with a strong and diverse portfolio that includes global contracts with the U.S. Agency for International Development (USAID), the U.S. Department of State (DOS), among others. The firm has earned a solid reputation among its clients and missions worldwide and is well-regarded by competitors and partners alike.
In Somalia, Creative Associate is implementing a USAID funded education project “Bar Ama Baro-Teach or Learn” in South West, Jubbaland, Hirshabelle and Banadir region. The project is implemented by three local NGOs and one International NGO with Creative Associate, the lead implementer, in close coordination with Federal Ministry of Education and the Ministries of Education of federal member states.
Creative Associates International has planned to conduct a household level beneficiary assessment survey in eleven project target districts to search out number of children who are out of school. However, the firm invites a deducted local consultant firm who is capable to do the survey.
- Purpose of the Service
The purpose of this survey is to collect the data for the identification of out-of-school children and youth in selected villages/communities.
- Scope of Work
The survey work will focus on around 126 villages/communities in 11 districts across 5 regions in southern states of Somalia. The data will be collected from the households in these villages. BAB has designed the survey questionnaire containing the intended profiling data of out-of-school children and youth through their households. Table-1 shows the number of villages in each district to be surveyed.

Tasks and Responsibilities
The consulting firm will solely be responsible for:
- data collection, data entry and cleaning, data analysis and drafting the analytical reports with guidance and supervision by BAB MERL Director;
- obtaining necessary permits or clearance for the survey from the local authorities;
- establishing detailed field procedures plan;
- recruit field enumerators with past data collection experience, in consultation with BAB MERL team;
- taking the liability of the assessment equipment (tablets) provided by BAB and be responsible for any damage or loss.
- returning BAB equipment in fully working conditions to BAB on completion of the survey.
- managing and overseeing the data collection process to ensure data quality;
- providing weekly updates on the survey by every Wednesday;
- ensuring safe transportation of field staff for all field activities as well as their safety and security in the field;
- safety and security of the enumerators;
- managing the field staff team to collect the data based on the specific requirements described in these terms of reference;
- ensuring implementation of data collection plan and quality control protocols;
- ensuring that only head of households are interviewed, and guidelines provided by BAB are strictly followed;
- ensuring that all enumerators perform consistency checks of the questionnaire to ensure that questionnaire is fully consistent and complete before they leave the respondents;
- ensuring the data quality per USAID data quality standards, data security and security of data collection equipment;
- repeating the survey in the village(s) where BAB identifies issues with the data quality and deems essential to repeat data collection. In such case, the cost of repeat data collection will be the responsibility of the consulting firm.
The Creative Associates International’s role in the assessment is to:
- support training the field enumerators and supervisors
- support in providing the data collection equipment
- prepare the survey questionnaires and digitalize the tool
- prepare the training guide of the assessment
- provide general guidance and oversight during the assessment
- provide 100 tablets for the data collection with digitalized data collection tool (questionnaire).
- Place of Performance
Required survey will cover parts of Southern Somalia including Hirshabelle, Southwest and Banadir regions. All bidders are required to submit a list of the geographic outreach and coverage areas they can cover. Details of districts where the data collection will take place, is given Table-1 above.
- Reporting Requirements
Regular weekly progress reports must be submitted by the contractor on the status of survey. In addition to regular submission of proof of data collection completion in the relevant districts will also furnished. The contractor will also intimate of any change or update in the data collection plan well in time.
- Performance Monitoring
The performance of the contactor will be reviewed based on:
- Meeting the timeliness requirements of the data collection.
- Promptness in resolving any issues, troubleshooting or intimation of troubles with uploading the data on cloud server.
- Quality of the data collected.
- Period Of Performance
The period of performance will be June 19, 2021 to July 30, 2021 with possibility of extension, if needed.
- EVALUATION CRITERIA
- Creative will determine the best value offer by evaluating and comparing other factors in addition to price as shown in table below. Only quotations that meet the requirements above will be considered for evaluation. Please note that if there are significant deficiencies regarding responsiveness to the requirements of this RFQ, an offer may be deemed “non-responsive” and disqualified from consideration. Creative reserves the right to waive immaterial deficiencies at its discretion. Therefore, the quotation should contain the best value from both a technical and price perspective. Creative will select the Offeror whose quotation represents the best overall value to Creative in terms of the selection criteria specified below. Offerors who do not follow the instructions in this RFQ may be disqualified from consideration.
