Background |
The Ministry of Interior, federal and reconciliation (MOIFAR)of Galmudug is responsible for the local government’s portfolio, including district council formation, establishing systems for local governance structures and strengthening their capacity with a view to facilitating local development and decentralized service delivery aimed at strengthening capacity for strategic local development planning, fiscal planning, financial management, and effective monitoring as well as decentralized delivery of social servicesThe MoIFAR develops policies, tools and approaches to implement the Provisional Constitution of Somalia, which states that ‘service delivery is delivered at the level of government that is most effective’. In this regard, the MoIFAR supports service delivery at local level through political, fiscal and administrative decentralization in the Somali context. The Wadajir National Framework for Local Governance, which was adopted in November 2015 and is an integral part of the National Development Plan (NDP), outlines a series of measures focusing on the third-tier of the government structure: the district level. Local Government (encompassing local administrations and district councils) is the third and lowest tier of elected/representative government in Somalia and is crucial to building confidence in government structures because of its close proximity to citizens – and likelihood of it being the first encounter for people with government. District Councils provide basic services to the general public in coordination with the states and federal MoIFAR.
District Councils face a range of challenges related to development planning including a lack of strategic planning mechanism that results in low district capacity to adapt its programmes and service delivery to the changing needs of stakeholders, lack of adequate baseline data and effective data management skills and systemstoinformplanningprocesses. The MOI, District Administrations and UN Joint Programme on Local Governance and Decentralized Service Delivery in Somalia (JPLG) realized the need to provide effective and equitable high quality education services at local government level through the principle of decentralization as articulated in the constitutions at FGS and FMS levels. |
In this context, MOI intends to hire a short term consultant to cover all local government relevant education services work based on the district development framework that integrates the district and sub-districts plans into a consolidated district plan which is later aligned with the state and federal plans.The SDM education consultant will ensure coordination and cooperation for effective implementation of Service delivery module of the education sector to enhance children’s access to quality primary education with skills, capacities and confidence needed for future employability and placement opportunity to reduce poverty and improve local governance, human rights, and good governance principles of transparency, accountability and participation.
The provisional constitution of Somalia, Wadajir Framework, the State level constitution and the Local Government Laws, lays the foundations for decentralization of basic services to districts (local governments) and provides the framework and the mandate for local governments to implement the basic service functions. The JPLG program which is in its third phase (2018-2023) aims to support decentralization by strengthening systems and mobilizing the delivery capabilities of local administrations across the country. One of the key areas Under the Joint Programme of Local Governance (JPLG), is the support for decentralization of service delivery at district level in the sectors of Education, Health and Water. Since 2014. The Service Delivery Model/Mechanism initiated by JPLG is a co-funding grant mechanism to support the implementation of the devolved functions and or agreed basic service functions The UN Joint Program on Local Governance and Decentralized Service Delivery in Somalia (JPLG) which is a five-year joint program comprising of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF with the overall goal of “creating an enabling environment for improved service delivery and greater stability, through improved legal, policy and system frameworks – building the knowledge of those working in and with local governments” will support the District Council of Adado in recruiting the District Capacity Building Consultant who will to be based in the Ministry office based in Dusamareb Galmudug and will be supervised by the Director General. The position is for a limited period of Six Months with possible extension. |
Objectives of the assignment |
The SDM Education Consultant will provide technical support to the local governance, ministry of interior of Galmudug, partners, and donors in the effective and efficient establishment and implementation of education service decentralization module with Adaado district administration to contribute improvement of availability and accessibility of high-quality basic education in terms of resources and responsibility. One of the key objectives of the assignment is to support MOI and the concerned line Ministry (MOE), to support the initiation, adaptation and implementation of the “Service Delivery Model/mechanism (SDM)” based on the learning from the other states. |
Duties and Responsibilities: |
With the supervision of the Director General of the Ministry, the SDM consultant will be expected to carry out the following:· Support DG MOI to set up a technical working group (TWG) on decentralization (starting with the concerned line ministries implementing) and coordinate regular quarterly meetings
· Contribute and participate in key meetings and discussion on decentralization and local governance and advocate on the importance of decentralized service delivery based on the learning from the SDM · Conduct a capacity assessment of the district development with focus on social affairs department, administration and finance in delivering education services · Conduct costing analysis on how much local and central governments pay to the primary education in the districts selected for the pilot. · Support Bilateral discussion with the ministry and the mayors on which functions to be devolved to districts considering the report from the capacity assessment. · Provide district Social Affairs staff with the necessary on the job training to strengthen their capacities to ensure their implementation of Service delivery module (SDM) education sector · Design ToR for Social affairs department, admin and finance staff as required through inclusive processes · Facilitate and mentor SAD Department in the process of quality implementation by the district through development of relevant procedures, monitoring of compliance with these procedures, and seeking correctional action where needed. · Establish education service delivery taskforce and support coordination meetings · Encourage and Secure Financial contributions arrangement with the ministry and the local councils separately and each body to allocate funds upfront based on the costing analysis. · Assisting in Micro planning and Budgeting workshop in itemizing committed funds (at least UNICEF/JPLG funds should be itemized). · Facilitate MOU on Education SDM to be signed between the ministry of education and the respective mayors for a period of one year. ·Assisting in Monitoring and oversight on progress and reporting. · Support SAD staff to manage and maintain a transparent, efficient and sustainable manner the district projects and ensured projects are locally owned. · Support department staff to monitor and report on the implementation of the annual development plan and budget and overall progress towards DDF and NDP priorities. · Support capacity building on civic education to contribute to peace, good governance and citizen’s participation · Coordinate with all relevant stakeholders at Federal, State and District levels as well as international stakeholders. · Work closely with Line Ministries and other Consultants/Advisors advocate and Lobby to ensure and increase government contribution at LG and MOF LG level. · Produce and share monthly, quarterly reports and annual comprehensive report with relevant partners and UNICEF/JPLG on key achievements, challenges and recommendations in particular the learning implementing the SDM. |
Monitoring and Reporting | |||
The consultant will provide monthly progress reports to the Director General and JPLG summarizing work done not later than 5 days after the end of the month. The reports are to be endorsed by the JPLG and approved by the DG. These will form the basis for payment and end of contract performance evaluation. | |||
Qualifications and Experience | |||
Education: | University Degree in Education, Social Science, Economics, applied Statistics, Decentralization and Local Governance, and other related Fields. | ||
Experience and skills: | At least 6 years’ experience of relevant training and/or capacity building planning and policy analysis, promotion of decentralization and local governance and development at least 4 years of which must have been attained in Somalia.
A solid understanding of district planning and investment A solid understanding of Somalia’s education system Management experience is an asset. Proven Experience in facilitation, coordination, implementation of decentralization deliverables and monitoring education decentralization progress, reviewing decentralization performance results. Experience in representing government in multi-stakeholder forums Self-motivated and self-driven and ability to work with a minimum of guidance. Ability to push processes forward, to be persuasive and at the same time collaborative, supportive and diplomatic. Ability to be calm and well humored while under pressure |

Deliverables The Consultant shall provide the following as deliverables of the project: – · Final report on overall progress, achievements and results of the consultancy. The report should outline the results, bottlenecks and achievements and should provide clear and specific recommendations for future programming. · Produce and share quarterly comprehensive report with relevant partners and UNICEF/JPLG on key achievements, challenges and recommendations in particular the learning implementing the SDM. · Monthly narrative reports including technical monitoring missions undertaken, on the job trainings and mentoring activities undertaken and/or completed, obstacles met/challenges, corrective measures undertaken, recommendations of further measures required and lessons learned. · Clarifying the legal framework, functions, roles and responsibilities of district, state and central governments for delivering basic services to the people. · Capacity building for Social Affairs (SAD) Department Officials of SWSS Districts · Strengthen and Improve Local Government Capacity to deliver sustainable services and providing equitable services and also promoting local economic development. · Strengthening collaboration and coordination between district, state and central governments, and the private sector in the delivery of services; · Strengthening districts’ technical, management and oversight capacities to support the delivery of local services · Strengthening community oversight and demand for accountability in district‐led service delivery. · Enhanced social accountability mechanism to improve governance and service delivery mechanisms.
