- Background
The Baxnaano project is seeking a highly motivated, qualified, and dynamic Security Specialist with proven experience to support the PIU in the implementation of the COUNTRYWIDE SECURITY RISK ASSESSMENT AND MANAGEMENT FRAMEWORK (SRAMF), as part of the overall Baxnaano Project and its environmental and social safeguards requirements.
The Security Specialist will report to the BAXNAANO Project Operations and collaborate closely with the Security Risk Management Company and the Environmental and Social safeguards and communications team in the PIU, as well as with all State based liaison officers, State-level Ministries, Departments and all related Agencies, UN agencies and other Implementing partners. The Risk Management Company will ensure a close working relationship with the PIU’s Security Officer and will report to that individual for all project security-related issues. Responsibilities of the Security Officer include:

The overall responsibilities of Security Specialist are (i) Ensure the development, review and implementation of site- or activity specific security risk assessments and Secuirty Management Plans (SMPs) in line with the requirements of the SMP,the Project SEP, and Project Operations Manual, (ii ) Ensure routine communication of security risk information to the PIU, State based Liaison officer, contractors, UNOPS, and the World Bank, (iii) With the Security Risk Management Company support, ensure the adequacy of Implementation Partner SMPs, in line with international best practice and in accordance with ISO 31000, Risk Management – Principles and Guidelines, (iv) Ensure the internal reporting for all relevant security incidents within the Project, logging these in a traceable manner for security audit purposes, (V) carry out other activities detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.molsa.gov.so
- Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
- Relevant Bachelor’s degree in Security Studies or higher education
- Minimum of 5 years of relevant working experience in the security sector, security risk management, or similar fields
- Candidates to have international experience, either having worked abroad or for a multinational entity in Somalia in a security/risk management capacity
- Demonstrated experience in analyzing and reporting security risks and developing security planning for large-scale field operations
- Experience in providing security risk management training and individual development programs
- Duration: The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.

- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
