Vacancy Announcement – Senior Donor Accountant
Concern Worldwide is an international non-governmental humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries.

Job Title: Senior Donor Accountant
Reports to: Country Financial Controller (CFC)
Liaises with:Internally – Country Management Team, Programme Coordinators/Grant Owners/Managers, Finance, Admin & HR and Logistics teams.
Externally – Partners’ staff and management, Consortium leads, Donors.
Direct Reports: None
Job Location: Mogadishu office with regular travel to Hargeisa and Baidoa
Contract Details: 1 year & renewable
Job Purpose: As a Senior Accountant focusing on donor grants management, the jobholder will be responsible for ensuring that donor budgets and reports are prepared, reviewed and submitted timely. S/he will work closely with the grant owners/budget holders to ensure donor reports are accurate and in line with the approved budgets. S/he will play a key role in ensuring compliance with relevant donor rules and regulations. S/he will support in Donor grant management by ensuring that adherence to donor budgeting and reporting requirements. The jobholder will provide support during budget preparation
and subsequent budget revisions.
Main duties & Responsibilities:
Donor Grant Management & Financial Reporting
- Assist the CFC with the management of donor funds and timely production of donor reports, quarterly and annual financial reports for
- Maintain donor-reporting schedule for all grants to ensure timely
- Support grant owners/budget holders during preparation of donor and organizational budgets; ensuring compliance with donor rules and regulations and ensuring that proposal budget and reports are submitted in the correct format.
- Prepare monthly donor expenditure report using the appropriate financial reporting template by taking into account donor requirements for CFC final review
- Obtain explanations on variances between budget and actual spending, income etc. for grants assigned to you by the CFC
- Follow up on income receivable from Donors or Consortium leads for the grants assigned to
- Ensure that budget holders review donor transaction lists on monthly basis
- Undertake periodic joint review of donor reports with budget holders based on agreed upon arrangements where any Under/Over utilization will be justified and corrective measures in consultation with the CFC are taken
- Ensure donor financial reports feedbacks are properly and timely addressed
- Carry-out monthly expenditure tracking for staff & support costs relating to grants assigned to you
- Fx rate tracking and management for grants assigned
- Attend to questions from the grant owners/budget holders on grants assigned to you
- Hold monthly finance buddy meeting with the relevant programme teams for the grants assigned to you
- Support the CFC with costs mapping for staff and support cost for grants assigned to you
- With the approval of the CFC, undertake periodic field visits and ensure finance and non-finance staff are training on Concern and donors financial management procedures Where Concern
Somalia is a lead agency in a consortium, consolidate consortium/ reports and budgets on the donor reporting template
- Ensure relevant reports and budgets are reviewed by Regional Accountant before submission to the Donor
- Ensure key donor compliance checklists are available to the relevant staff
- Participate in donor expenditure verifications and monitoring
- Undertake mapping of donor budgets against Concern’s Chart of Account
- Represent finance in new proposal/budget development process, donor funded workshops and meetings
- Ensure all relevant donor guidelines, policies, circulars and procedures are readily available, streamlined, complied with during both planning, implementation and close out of Ensuring that relevant staff are informed of donor requirements and are supported adequately to ensure compliance
- Develop and maintain complete donor files consisting donor contract agreements, reports (narrative and financial), correspondences both in hard and soft copies
- Ensure continuous communication with budget holders, Finance staff and Partner staff is maintained at every level of grant management.
- Ensure sign off from appropriate senior Programme representatives is obtained on all donor reports
Organization Budget Revisions
- Update and share with budget holders the ‘Donor funding available’ template with accurate information and on timely manner during budget revisions
- Assist the budget holders to complete the budget templates taking into account that correct budget codes and code categories are
Other Duties
- Assist in the facilitation and smooth undertaking of Concern’s programme/projects and Organisational Audit
- Cover for the other Finance Staff who may be away on sick leave, annual leave or resign their
- Undertake any other appropriate tasks that may be requested from time to time by your line

- Ensure the Core Humanitarian Standards (CHS) are understood by finance staff

- Ensure the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties
- Ensure strict guardianship and security of financial data and documents at all times, including secure storage, accurate & complete filing and limiting access to the finance office to authorised personnel only
Person specification:
Skills and Experience Required:
Essential:
- Qualified Accountants (ACCA/CPA or equivalent)
- A degree in Commerce, Finance, Accounting or related field
- At least five (5) years’ experience in financial and grants management in an INGO with at least three (3) years’ experience in a senior
- Knowledge of International donors’ (e.g. FCDO, ECHO, EU, Irish Aid, USAID/OFDA, UNICEF etc) rules and standard tools for budgeting, spending and
- Familiar with government policies and regulations on taxation, etc.
- Proven financial management skills – excellent project management, accounting and expenditure verification attention to detail
- Experience on Accounting systems of INGOs
- Experience in developing staff capacity both on technical and management aspects
- Must be fully fluent in English
Desirable:
- Knowledge of development issues and
- Academic background of or strong practical experience in macro-economic and/or fiscal
- Ability to work under pressure to meet tight deadlines
- Experience working in partnership with local, national and international organisations
- Good team worker
- Good Communication and negotiation skills
- A good understanding of computer applications e. Microsoft word, communications systems and basic trouble shooting skills.
- Advance knowledge and experience of using Excel is MUST
- Cross cultural awareness and sensitivity
- Empathy with Concern’s goals and a commitment to capacity building, protection and participation
- Good communication and training / capacity building skills
- Proven organization, planning and management skills
- Ability to work on own initiative and lead diverse teams
