Background
Banadir regional administration & Municipality of Mogadishu is the governing authority of Banadir region and Mogadishu. The administration is leaded by the Governor of Banadir and Mayor of Mogadishu supported by four deputies in Administration & Finance, Social service delivery, Public Works, Security & Politics and Secretary-General. Benadir regional administration has seventeen sub administrative divisions in all 17 districts where each district is administrated by district commissioners, deputies and district secretaries.

BRA/MoM is responsible for delivering social services including public health care, education, water, waste disposal and environmental protection. The administration is mandated to collect revenues, take taxes, fees and fines as part of revenue generation to finance public projects and human resources for the administration. BRA is exclusively responsible to build public roads, drainage and maintain those road infrustructure facilities.

As part of Somali’s national Decenterlization policy, BRA has recently taken over the responsibility of delivering social service delivery-Education and Health- in Banadir region through official memorandum of understand signed with the relevant federal ministries. The issue of capacity gap in these two sectors has been a challenge for Mogadishu hindering to deliver equitable service delivery for all.

In this context, BRA intends to hire a short term consultant to advice and help BRA/MoM’s relevant health and education services work based on BRA’s Regional integrated Developmetn Plan that integrates the regional and districts plans into a consolidated document which is in line with the 9th National Developmetn Plan.

The SDM consultant will ensure coordination and cooperation for effective implementation of Service delivery module of the health and education sectors to enhance children’s access to quality primary education to Mother’s and Child care, ensure capacities and confidence needed for future employability and placement opportunity to reduce poverty and improve local governance, human rights, and good governance principles of transparency, accountability and participation.

The UN Joint Programme on Local Governance and Decentralized Service Delivery in Somalia (JPLG) which is a five-year joint programme comprising of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF with the overall goal of “creating an enabling environment for improved service delivery and greater stability, through improved legal, policy and system frameworks – building the knowledge of those working in and with local governments” will support Mogadishu Municipality in recruiting the SDM consultant who will be based in Mogadishu and will be supervised by the Mayor of Mogadishu and technically will closely work with BRA’s health and education directorate and BRA JPLG office.

Objectives of the assignment
The SDM Consultant will provide technical support to Banadir Regional Administration in the effective and efficient establishment and implementation of Health and education service decentralization modules in Mogadishu to contribute improvement of availability and accessibility of high quality basic health and education in terms of resources and responsibility. The consultant will support Technical Working groups by coordinating Decenterlized service delivery in Mogadishu. The consultant will also support in establishment of Banadir Civic Engagement/Education Committee and ensuring their capacity to participate in all civic engagement platforms.

Duties and Responsibilities:
With the supervision of the Mayor’s office, the SDM consultant will be expected to carry out the following:

     Conduct a capacity assessment of Banadir regional administration with focus on social affairs department (Health and Education), administration and finance in delivering education services

     Conduct costing analysis on how much BRA pays to the primary Health care and education in Banadir

     Support and coordinate discussions with the 17 districts and partners on which functions to be devolved to districts considering the report from the capacity assessment.

     Provide BRA Social Affairs staff with the necessary on the job training to strengthen their capacities to ensure their implementation of Service delivery module (SDM) at local level

     Facilitate and mentor SAD Departments of BRA in the process of quality implementation through development of relevant procedures, monitoring of compliance with these procedures, and seeking correctional action where needed

    Establish and advise SDM Technical Working Groups on Education and Health and support the partner coordination meetings in Banadir

     Encourage and Secure Financial contributions arrangement with BRA to allocate funds upfront based on the costing analysis to ensure SDM co-financing in Banadir

     Assisting in Micro planning and Budgeting workshop in itemizing committed funds (at least UNICEF/JPLG funds should be itemized)

     Develop and facilitate cooperation framework on SDM between the health and education directorate with the 17 district administrations.     Assisting BRA in Monitoring and oversight on progress made and reporting.

     Support SAD departments to manage and maintain SDM projects in transparent, efficient and sustainable manner and ensure projects are locally owned.

     Support SAD department staff to monitor and report on the implementation of their annual sector plan and budget and overall progress towards BRA regional development plan and NDP priorities.

     Establish BRA Civic Education/engagement Committee and support their capacity building on civic education and engagement to contribute to peace, good governance and citizen’s participation

     Coordinate with all relevant stakeholders at Federal, State and District levels as well as International stakeholders

Monitoring and Reporting
The consultant will provide monthly progress reports to the Mayor’s office and BRA JPLG office summarizing work done not later than 5 days after the end of the month. The reports are to be endorsed by the JPLG and approved by BRA JPLG Coordinator. These will form the basis for payment and end of contract performance evaluation.

Qualifications and Experience
Education: University Degree in Education, Social Science, Economics, applied Statistics, Decentralization and Local Governance, and other related Fields
Experience and skills:      At least 6 years’ experience of relevant training and/or capacity building planning and policy analysis, promotion of decentralization and local governance and development at least 4 years’ of which must have been attained in Somalia.     A solid understanding of district planning and investment   A solid understanding of Somalia’s Health and education systems

     Management experience is an asset.

     Proven Experience in facilitation, coordination, implementation of decentralization          deliverables    and                               monitoring       education decentralization progress, reviewing decentralization performance results.

     Experience in representing government in multi-stakeholder forums

     Self-motivated and self-driven and ability to work with a minimum of guidance.

     Ability to push processes forward, to be persuasive and at the same time collaborative, supportive and diplomatic.

     Ability to be calm and well humored while under pressure

Language Requirements: Fluency in written and spoken Somali and English required.
