CONTEXT
To mobilize resources for the implementation of Oxfam’s in Somalia Country Strategy and increase the impact on Oxfam on the lives of men and women facing poverty and injustice. To develop and maintain excellent relations with institutional and non-institutional donors and ensure the quality of Oxfam’s project in Somalia.
OBJECTIVE OF THE POSITION
We are seeking an outstanding professional who has the ability to bring together Oxfam staff, partner organisations and other key stakeholders in order to mobilize resources to fund the country programme. The Funding Coordinator (FC) will work under the supervision of the Country Funding Coordinator (CFC) to establish, implement and maintain the country funding strategy to increase Oxfam’s income. The FC will contribute towards the development and implementation of resource mobilization strategies to establish strategic partnerships with institutional donors, partners and other key stakeholders to identify and develop new funding opportunities for the Country Programme. The FC will support the relevant teams by planning, coordination, securing and management of restricted and restricted funds, leading on proposal development that reflect Oxfam Somalia’s priorities and its particular value added; developing and maintaining good relationships with donors in Somalia and Oxfam affiliates; ensuring strong contract management and overall donor compliance including efficient delivery of reporting requirements.
KEY RESPONSIBILITIES
Strategy / Planning / Representation
- Support the CFC in the delivery of the Somalia country funding strategy in line with the Oxfam Country Strategy (OCS).
- Identify, assess, prioritise and approach donors, funding sources or other affiliates following agreed guidelines and processes and represent Oxfam as required with donors.
- Support in the CFC in research and donor intelligence to identify new funding prospects and analyse donor trends to feed into proactive engagement with donors and meet targets set out in the country funding strategy
- Establish and maintain up-to-date country funding strategies and plans taking into consideration the country specific funding landscape in Somalia including donor mappings and donor engagement plans
- Coordinate donor visits and coordinate responses to any reasonable requests from funding affiliates and governing bodies.
- Develop materials showcasing Oxfam’s work in Somalia that feeds into track record building.
- Coordination and information sharing/management, ensure that funding files, are complete and kept up to date.
- Collaborate with the CFC in facilitating the agreed upon Oxfam Bid/No-bid process in line with Oxfam’s institutional funding guidelines and relevant tools
Proposal Development
- Lead or support the coordination and development and submission of high-quality concept notes and proposals to successfully secure institutional donor funds; this includes coordinating with Oxfam’s local partners to develop concept notes/proposals for joint submission, or submission on behalf of partners.
- Work effectively and coordinate with colleagues in other functions, partner organisations, and effectively link with the Oxfam confederation funding architecture in affiliates, OI secretariat and HECA regional platform to develop joint funding proposals.
Contract management / Managing (un)restricted funding
- Ensure oversight and support over grants quality and compliance of ongoing restricted contracts/projects by offering consistent and timely technical advice to Oxfam staff and partners on the requirements of different donors,
- Ensure the timely submission and high quality of donor reports, seeking the advice and input from affiliate HQ (donor leads) where relevant
- Support the CFC in providing strategic and technical leadership in the design, development, planning, budgeting, and implementation and monitoring of the OCS related to institutional donor compliance/requirements
- Ensure sign-off on donor proposals, reports and contracts in line with Oxfam procedures and guidelines.
- Support the development of program and project implementation plans, to ensure effective and timely implementation of the projects and program
- Ensure programme and project quality by organizing drawing lessons for programme implementation, organize knowledge management and programme learning, fostering exchange and introducing innovation
WHO ARE WE LOOKING FOR?
- Solid track record of experience of planning for, securing and managing funds from institutional donors, such as the EC, DFID, ECHO, SIDA, DFAT, GAC, GFFO, OFDA and UN; experience of doing so in the Somali INGO context desirable.
- Experience in developing/writing high quality winning proposals and reports.
- Ability to represent Oxfam to donors and other external institutions.
- Sound understanding of Program Cycle Management
- High level of numeracy, budgeting, financial reporting and IT skills.
- Highly developed influencing skills; strong verbal and written communications skills.
- Ability to work effectively with others in diverse team situations to achieve fundraising targets.
- Ability to manage time effectively and adapt priorities to respond to changing demands and tight deadlines.
- Proficiency in written and oral English.
- Existing understanding of Oxfam’s fundraising and contract management system and procedures (desirable).
- Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and those of marginalised people in all aspects of Oxfam’s work in Somalia.

OBJECTIVE OF THE POSITION
In charge of running the logistic department for the country office Somalia /Somaliland office. He/she will provide proactive and efficiently logistical support to the Oxfam program teams to ensure the timely and effective delivery of our programs. This entails managing the procurement of all goods and services, required by the program in addition, the role will be expected to provide support and training to Oxfam’s partners.
KEY RESPONSIBILITIES
Main tasks-General:
- Responsible for Supply functions (procurement, stocks, transport)
- Responsible for the management of Assets & Equipment as per Oxfam procedures
- Responsible for fleet management and travel arrangement
- Coordinate with staff, suppliers, and other concerns on issues related to Supply Chain & Assets
- Support Partners (assessment/ capacity building)
- To supervise and support all logistic personnel working for Oxfam Somalia/Somaliland.
- To assist the Programme Manager with logistics advice during the drawing up of new project proposals and report monthly on all logistics activities.
- Maintain familiarity with donor compliance issues, ensuring all projects are compliant with donor and Oxfam procedures/ requirements and that appropriate documentation of projects for transparency and future donor inspection/ audit is in place.
- Lead any new office and guest house set-up at the field level to meet the minimum Oxfam standards in compliance with security/ safety and facility (infrastructure, construction, assessment of the local market is explored and carried out)
- Lead on Market assessments and establish Logistical needs of new emergencies/responses
- Ensure contingency stocks are in place in the field bases (food, water, fuel, basic medical supplies) in case of need for hibernation, and in all vehicles, in case of need for evacuation.
KEY RESPONSIBILITIES:
Procurement
- Ensure all procurements are done in a transparent, competitive, and professional manner in line with Oxfam procedures and donor requirements.
- Manage and lead purchasing decisions, tender, advice, and support to the program department and teams. Ensure that delivery delays are minimized, in case of delays make sure that it’s communicated to the requester.
- lead in the tenders for procurement of high-value material with the support of the BSM
- Develop and manage supplier relationships, working to develop framework agreements where appropriate to achieve the most favorable terms for Oxfam
- Ensure that Supplier payments are timely processed
- Conduct regular performance assessments and reviews of suppliers to ensure they are working within Oxfam’s acceptable standards and objectives and delivering the service expected, taking corrective action as necessary
- Coordinate with other departments on procurement issues
- Coordinate with the Finance department on payment
- Responsible for Preparation, execution, and follow-up of procurement contracts/agreements (Supply, framework agreement, vehicle rental, security, etc.)
- Manage In-Kind Donation as per Oxfam’s procedure
- Provide timely information to the Business Support Manager Humanitarian Programme Manager and program department, on local and international procurement by maintaining a requisition tracking system
- Ensure the management of Stock and Warehouse according to the procedures outlined in Supply and Logistics Manual
- Participate and ensure the selection of warehouse according to standards (Access, Space, safety & security)
- Reception of material from suppliers by ensuring the compliance with Purchase Order (Quantity / Quality)
- Issue GRN for each transaction related to the reception of material
- In case of any issue with quality/quantity report to the supplier
- Make sure the issuance of material to the relevant department after receiving the Stock Request is validated by an authorized person (s)
- Keep bin cards/stock cards updated all the time
- Conduct Physical stock count after every 3 months
- Raise alert in case of low stock for critical supplies, when the stock level reaches to minimum
- Maintain good arrangement and hygiene in the warehouse
- Keep the dangerous goods (chemical, flammable) separately in the warehouse
- Responsible for ensuring that personnel working in the warehouse are protected from any threat/hazard
- Manage transportation of material into project sites
- Ensure the availability of delivery documents for material transported (Waybill etc.)
- Manage, and monitor all stocks in the country and establish a disposal plan by the donor’s requirement and with country management team consultation.
Assets and Equipment Management
- Ensure that Assets & Equipment lists are updated all the time
- Conduct physical check of Assets and equipment after every 3 months
- Ensure that all assets and equipment are tagged
- Ensure the tracking of the assets/equipment from one location to another or one user to another
- Ensure the use/maintenance of assets/equipment according to standards
- Manage, and monitor all stocks in the country and establish a disposal plan by the donor’s requirement and with the country management team’s consultation
- Oversee the regulation of the use of vehicles and communications equipment.
Fleet Management
- Overall responsible for the management of Vehicles and Generators as per standards defined in Oxfam’s Fleet Procedures
- Oversee planning of vehicle allocation to optimally serve the needs of the program. Make sure that vehicle registrations/insurance/fitness certificates are updated all the time
- Ensure the timely repair and maintenance of vehicles/motorbikes/generators
- Keep track of repair and maintenance (cost, spare parts, jobs) – only for Oxfam’s vehicles
- To ensure the monitoring of the fuel consumption and maintenance of Oxfam vehicles and the skills of the drivers. Make sure the storage of fuel on premises is according to standard (safety, control)
- Coordinate/Communicate with qualified rental car companies on issues related to car rental
- Assess the condition of the rented vehicle at the start of the contract and later regularly until under service with Oxfam
- Ensure the timely payment of all fleet-related payments (rental, fuel) and avoid delays
- Participate in the procurement process for the selection of workshops and spare parts suppliers – only for Oxfam’s vehicles
- Coordinate/communicate with qualified vehicle workshops on issues related to repair and maintenance of vehicles – only for Oxfam’s vehicles
- Coordinate with the insurance company to claim the insurance – only for Oxfam’s vehicles
- Ensure the good archiving of fleet documents (administrative documents, log books, fuel records, etc.)
- Conduct / arrange the driving tests for Oxfam’s staff who wish to drive the cars – only for Oxfam’s vehicles
Administrative Support
- Supervise the arrangement of hotels for Oxfam staff-related persons
- Supervise the arrangement of air tickets for Oxfam staff or related persons
- Coordinate with regional / Oxford shared services for travel arrangements (hotel/tickets etc.)
People Management
- Line manages two Logistics Officers in Hargeisa and a Field Logistician in Burao sub-office, ensuring appropriate logistical Oxfam systems/ procedures are in place, maintained, and adhered to so that all support functions are carried out effectively and efficiently in the emergency program setting. To provide support and training to the logistic teams, and capacity-build logistics staff with on-the-job training and mentoring to enable them to deliver with limited supervision.
- Responsible for creating monthly planning by considering the organization’s priorities
- Support line-managed staff to produce annual objectives in line with organizational and program priorities and provide regular feedback on staff’s performance in their role
- With the support of the country HR team pro-actively address any employee concerns promptly

EXPERIENCE, KNOWLEDGE & COMPETENCIES
Educational, Experience, and Technical Competencies
ESSENTIAL
- Bachelor’s Degree or equivalent in Supply Chain, Logistics Management, Business Administration, Accounting, Finance, or any other relevant discipline of study.
- Professional accreditation certification in Logistics/Supply Chain Management especially CHL, CHSCM, CIPS, and CILT.
- Minimum of 6 years of “hands-on” working experience in logistics/procurement systems, warehouse, and fleet management with an international NGO including at least 3 year at the supervisory level
- Good understanding of working with donor requirements (EU/ECHO, BMZ, DRA, SIDA, etc.).
- Excellent organizational, problem-solving, communication skills (oral and written), report writing skills, and negotiation skills.
- Well-developed conceptual, critical, and analytical thinking with the ability to convey complex information in a straightforward, interesting way, and influence this to a wider audience.
- Ability to take the initiative and work independently as well as work as a team player – supporting other departments. The ability to remain calm whilst dealing with conflicting priorities/work under pressure is essential.

JOB 3: PHE Assistant – Ainabo (Caynaba), Somalia

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering
JOB PURPOSE: To coordinate and facilitate the delivery of the Oxfam Somali programme at the field level
DIMENSIONS:
The PHE assistant will be responsible for:
- Support technical assessment and design preparation for water supply in villages selected for desalination project.
- Supervising the overall water supply construction activities including hydraulic calculation and quality assurance.
- Constantly visit the desalination sites and monitor the operation and maintenance of desalination units, including desalination performance, by collecting necessary parameters – recovery, CIP frequency, water quality, operation hours, service level … etc.
- Ensuring timely implementation of planned water and sanitation activities in desalination sites and other areas as necessary.
- Monitoring, supervising, and ensuring the quality of all construction-related activities implemented in areas selected for desalination unit installation.
- Communicating largely to internal staff as well as external contacts/target audiences to support work at the ground level.
- Collecting situation updates and challenges the beneficiaries face and ensuring all issues/updates are duly communicated/reported to PROJECT LEAD and Area Manager.
KEY RESPONSIBILITIES
- Take a lead in the preparation of BoQs for expansion, repairs, and rehabilitation of water supply systems in villages selected for desalination units. Work with locally selected private companies in the implementation of a water distribution network as agreed in the PPP contract.
- Ensure that all construction work, such as elevated tanks, pipeline extensions, household connection and kiosks constructions meet Oxfam standards and assist in ensuring that contractors and community members work to the required timescale and qualities.
- Ensure preparation of a work plan and agreed with contractors. Where a work plan does not exist, be proactive in creating a work plan before undertaking activities.
- Collect and record basic desalination performance data, sometimes directly from operators and programme beneficiaries, using forms provided by the PROJECT LEAD.
- Work with operators of the desalination unit to conduct daily quality and quantity checks and record all work in the appropriate forms provided by the PHP Technical TL.
- Ensure that health and safety monitoring is incorporated into the desalination project implementation.
- Maintain a good relationship with the community, local government, and other NGOs working in Sool, Sanaag, and Togdheer.
- Advise the project lead on progress, constraints and any other issues that may impact the implementation of the desalination unit.
- Ensure all work is carried out in a way that is sensitive to community needs and gender issues. In particular, to promote the full and equal participation of women in all aspects of the work.
- Work closely with the Oxfam WASH team and engage in any work as requested.
WHO ARE WE LOOKING FOR?
- First degree in Civil Engineering/Hydraulic or any other technically related field with a minimum experience of two years in water supply systems preferable water treatment with RO technology. Familiar with technologies and applications to develop designs and BoQs of water supply schemes using computer aided design.

- Knowledge and experience in using AutoCAD, and other design software
- Ability to work in remote areas with limited support.
