Education Activities Closeout Event Facilitation Support

Background:

Social Impact is implementing the USAID/Somalia’s Evaluation, Learning, and Monitoring Initiative (ELMI) activity which provides support for monitoring, evaluation, and program related support services to USAID/Somalia (the Mission). The current USAID strategy for Somalia aims to build a durable foundation for a more stable, democratic, and prosperous Somalia in three primary technical areas: (1) democracy, stabilization, and governance; (2) social services; and (3) economic growth. USAID/Somalia is implementing approximately $60 million annually in activities across these three technical areas.

USAID’s Adolescent Girls Education in Somalia (AGES) and Bar Ama Baro (BAB) activities will be holding a closeout event to celebrate the achievements of program participants, reflect on milestones achieved, and reflect on programmatic and operational lessons learned. The event will take place on July 16-17 and will convene stakeholders including the government of Somalia, USAID, Department of State, development partners, implementing partners, UN agencies, program participants, and community members in Mogadishu. The two-day event includes one day focused on close out and celebrating the achievements realized under AGES and BAB, and a second day focused on learning from the AGES and BAB Activities.   

 

Purpose and Objectives of the assignment

The purpose of the assignment is to support the Lead Consultant to prepare for the close out event and facilitate a learning day event for AGES and BAB on July 16-17 in Mogadishu.

Specific Tasks:

The consultant will undertake the following specific tasks:

1. Coordinate between the three implementing partners (IPs) and MoECHE to ensure harmonization and balanced representation across the milestones that are identified. 
2. In coordination with the Lead Facilitator, support the development of a visual timeline to be highlighted in a “timeline walkthrough” during the closeout event.
3. Plan and facilitate a “learning day” event to reflect on BAB and AGES activities centered around three themes: (i) systems strengthening, (ii) transition pathways (to formal education/vocational training/livelihoods), and (iii) school safety and safeguarding (themes to be confirmed through consultations with USAID, IPs and MoECHE). 
4. Document reflections from government and IP stakeholders during the learning day event to inform future activity objectives. 

Deliverables:

The consultant will produce the following deliverables and submit them to the ELMI COP:

·       Identification of key activity milestones to inform development of a visual timeline of milestones. 

·       Final agenda and/or program for the close out event and learning day centered on three themes: systems strengthening, transition pathways, and school safety and safeguarding. 

·       Report of close out and learning event outlining emerging lessons and actions for future education activities.

Period of Performance:

The anticipated period of performance is on or about June 25 to July 31, 2024.

Travel to Mogadishu for the learning event is required.

Qualifications

·       University degree in humanities, social sciences, or related field.

·       Demonstrated experience in planning large learning events.

·       Demonstrated experience in facilitation of learning events for large groups (e.g. 200 participants). 

·       Fluency in Somali and English languages.

·       Strong communication, organization, and coordination skills (including ability to work across multiple implementing partners).

·       Knowledge and experience of Somalia context and USAID education portfolio will be an added advantage.

Level of Effort:

The level of effort for this assignment is approximately 8 days as follows:

Only actual days worked should be billed.

Reporting: The Consultant will report to ELMI Chief of Party or his/her designated official.
