ABA ROLI seeks a part time Somalia Legal Consultant

The Expanding Access to Justice Program (EAJ) is a five-year associate award (2018–2023), funded by the United States Agency for International Development (USAID) via the Freedom House-led Human Rights Support Mechanism (HRSM) and implemented in partnership between Pact and the American Bar Association Rule of Law Initiative (ROLI), that aims to improve access to justice and mechanisms to address grievances in Somalia. The Program is centered around three key objectives: a) Support and improve inclusive community engagement in justice solutions; b) strengthen justice services; and c) improve navigation of justice services by aggrieved parties.

ABA ROLI seeks a Somali Legal and Justice consultant to support EAJ programming. Specifically, the consultant will assist with the drafting and translation of legal documents related to support for legal aid organizations, development of legal clinical education programs in Somali law schools and translations of legal and justice documentation into Somali.

Period of Consultancy

The consultant will be based in Mogadishu and is expected to work from June 1 – August 31 2021.

Duties and Responsibilities

Under the direct supervision of the Deputy Chief of Party/Senior Legal Advisor, the Somalia Legal Consultant will collaborate with other EAJ colleagues based in Mogadishu, Baidoa, Hargeisa, and Nairobi. The Somalia Legal Consultant will be:

Responsible for English/Somali translations of outputs

Responsible for legal drafting support for justice promotor volunteers or legal aid organizations affiliated with the EAJ program

Provide any other related support as required by Deputy Chief of Party.

Preferred Skills and Experience

A degree in law, with a minimum of 5 years relevant work experience in provision of criminal, civil, judicial or other relevant legal service areas

Experience in applying and working with Somali legal standards relating to Somali justice issues

Strong computer literacy

Excellent oral and written communication skills and excellent Somali and English language proficiency required

Prior experience supporting legal clinical education programs a plus

Experience working with prosecutors and/or judges a plus
