II. Background Information


The Ministry of Education, Culture & Higher Education of the Federal Government is responsible Establishing quality education system for all Somali citizens that o.ers equal opportunities and promotes respect for human rights and observes Islamic principles as articulated in the provisional Constitution of the Federal Government of Somalia (2012) and the National Education Policy (revised in 2023). The Overall goal of the education sector is to ensure that all girls and boys have access to quality early childhood, basic and primary, secondary, technical and vocational, higher education, and complete with relevant and e.ective learning outcomes. The strategic goals of the sector are governed by the National Development Plan (2020-2024), the Education Sector Strategic Plan (2022-2026), the Somali Partnership Compact (2023-2026).


As part the primary role of MoECHE to expand access to equitable, inclusive and quality education, it is leading the implementation of the Global Partnership for Education (GPE) grants, funding the System Transformation Grant (STG), the Girls’ Education Accelerator (GEA) and System Capacity Grant, in collaboration with the Federal Member States Ministries of Education in Jubaland, Southwest, Galmudug, Hirshabelle, Puntland States and Banaadir regional administration, CARE and SCI as grant agents.


The objective of the GPE funded programs is: (a) improving equitable access to education; (b) improving the quality of education outcomes for all Somali children; and (c) strengthening the education system capacity for better service delivery. The GPE program aims to address the needs of large numbers of out-of-school children in Somalia, with a focus on children from vulnerable communities such as IDPs, pastoralists/nomads, urban poor, and children with disabilities, and with a particular emphasis on girls.

III. Position Summary


The federal Ministry of education, culture and higher education of the Federal Government of Somalia is seeking to recruit a highly qualified and experienced Teacher Development Advisor. He/she will be embedded in the MoECHE O.ice in Mogadishu with frequent visits to the FMS Ministries of Education. The Teacher development Advisor will support the Ministry in the design, harmonization and implementation teacher development programs including in-service and pre-service programs and continuous teacher development programs.


IV. Key responsibilities


  • Support the Ministry in ensuring an integrated strategy to support teacher quality improvement across all subsectors.


  • Undertake a situation analysis of teacher training in FGS, teacher training curriculums and clearly mapping stakeholders in teacher training


  • Support the dissemination and implementation of Teacher Policy and National Teacher initiative.


  • Support and provide advice and instructions to all the teacher training activities in the GPE-funded programs and ensure the complementarity of the teacher training activities in other projects.


  • Support the government-paid teachers recruitment process, training and deployment.


  • Establish minimum standards for teacher professional development and inclusive education interventions across the education projects in Somalia.


  • Build the capacity of MOECHE and FMS Ministries of Education in the quality delivery of teacher professional development and inclusive education components.


  • Support the review of teachers training modules developed under the other education programs. This will lead to updating and revising materials.


  • Provide support to harmonization of teacher coaching and mentoring tools at school level to improve teachers’ foundational skills and improve their instructional approaches in classrooms.


  • Support in the implementation of teacher education and inclusive education components providing coaching to ensure a focus on relevant activities and achieving desired outcomes.


  • Develop a capacity building strategy and plan for teacher training institutions at FGS and FMS


  • Design, develop, and support activities related to teacher education development i.e trainings mentoring/coaching for teachers in areas such as e.ective pedagogical techniques; experiential/hands-on learning methods including practicums; content knowledge advancement; academic quality standards; educational material development.


  • Ensure that teachers’ development and inclusive trainings program activities are of high quality, e.ective, and customized to the needs and realities of primary teachers in Somalia.


  • Provide advisory service in holistic improvement of the teaching profession, teachers’ registration and licensing.


  • Ensure that teacher training programs and trainings have cross-cutting topics that promote inclusive education,


  • Support Teacher development department to develop work plans, lead implementation of teacher development activities,


  • Carry out any additional tasks assigned by the Ministry.


V. Authority


The Teachers Development Advisor will report to the Director of Teachers Development Department.


VI. Key Qualifications


  • Advanced degree in Education, Education Administration, Curriculum Development, Organizational Development, or a related field


  • A minimum of eight (8) years of experience in integrated teacher development and training


  • A deep understanding of the teacher development, and primary education landscape in East Africa, including with local governments, higher education institutions, schools, and nongovernmental organizations (NGOs) providing teacher professional development services



  • Experience in implementing education in emergencies settings, including pastoralist education, conflict/crisis a.ected context


  • E.ective verbal and written communication, multi-tasking, organizational, and prioritization skills


  • Demonstrable attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.


  • Excellent interpersonal and cross-cultural communications skills


  • Ability to work independently and as a virtual team member.


  • Experience working in similar contexts (post conflict/fragile) and familiarity with assessment of social/gender norms in similar contexts.
