Technology Infrastructure Advisor for National Identification and Registration Authority (NIRA) (Individual Consultant), Mogadishu, Somalia

  1. Background: The National Identification and Registration Authority (NIRA) is a Government Agency in Somalia, first established in 2020, with the aim of creating and maintaining the national identification system. NIRA is, inter alia, responsible for registering citizens and residents and for providing them with secure and verifiable credentials, including a unique identification number and a national identity card. It also serves as a trusted provider of identity verification and authentication services, promoting the use of the foundational identification system. With the establishment of NIRA Somalia, the government is committed to providing a reliable and efficient identification system that will enable individuals to access services and participate in the development of the country.

The Federal Government of Somalia is implementing the World Bank-financed Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Project (SCALED-UP) and intends to use part of the proceeds to hire a Technology Infrastructure Advisor (Individual Consultant) for the National Identification and Registration Authority.

  1. Responsibilities: The consultant will provide technical leadership, guidance and direction on IT infrastructure implementation processes to ensure NIRA’s technology infrastructure are robust, sustainable and adaptable to ever-evolving technologies; Analyze, design, and facilitate implementation of work processes and job responsibilities associated with using Enterprise Resource Planning (ERP) systems and performing automated functions; Develop a technology infrastructure plan aligned with the institution’s goals and future requirements in collaboration with Infrastructure & Network Services team; Evaluate new technologies and the potential business impact and facilitates adoption of leading technologies; Foster collaborative relationships with the suppliers, practitioners, and industry organizations; Support NIRA in the evaluation of vendor proposals and advise on contract negotiation to ensure cost-effective solutions; Align and partner with project management teams and solutions architect to identify potential roadblocks and develops plans to overcome them; Assist with the development, publication, and rollout of information security, policies, procedures, standards, and guidelines across the authority.   2. Duration: The proposed duration for the assignment is Twelve Months (12) calendar months from starts date.
  3. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
    • Bachelor’s degree in computer science, Information Technology, or a related field. Master’s degree in information technology is preferred.
    • Minimum of 10 years of working experience in the designing, implementing, and managing of Information Technology projects.
    • Experience in ICT management roles in government institutions is preferable.
    • Extensive industry knowledge and experience in the implementation and use of information technology and information management systems and processes.
    • Knowledge and understanding of the use of available technologies to determine and develop solutions.
    • Excellent problem-solving skills and the ability to handle technical challenges.
    • Ability to work with vendors and managed services providers in the identity management business environment.
    • Ability to research, analyze, and evaluate current industry technology direction and standards and make recommendations at a management level.
    • Ability to convey information technology concepts and business impact to senior officials as well as address more detailed training requirements of users and technical staff.
    • Ability to provide vision, anticipate problems, and offer problem resolution technologically.
    • Ability to establish and maintain effective relationships, under varied conditions, with government officials, private industry leaders, professional personnel, and a variety of people at all management levels.
    • Ability to maintain records, prepare reports, and conduct correspondence related to the work.
    • Familiarity with Somalia’s technology landscape and data protection regulations is required.
    • Excellent analytical, problem-solving, communication, and interpersonal skills.
    • Proficiency in Somali, Arabic and English, both spoken and written.
  4. The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services.
