Dimensions: Save the Children has been working in Somalia for more than 60 years. The Country Office has over 600 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bossaso, Garowe, Galkayo and Gardo in Puntland; Beletweyne, Adaado, Abudwak, Baidoa, Kismayo, Dhobley and Mogadishu in southern states). Our Country Office coordination and administration base is in Nairobi, Kenya. In 2017, as a result of significant scale up for the countrywide drought response, our annual spend FY2017 was US$117 million and we reached more than 2 million people through our humanitarian and longer-term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance. The Country Office manages 61 active awards totalling US$165 million from a range of governmental/institutional donors, including DFID, ECHO, EU, FFP, OFDA, and DANIDA being some of our largest.

ROLE PURPOSE: The primary purpose of the Program Assistant is to directly work with communities to implement FSL interventions in the target locations. In addition to this, the Program Assistants will be assigned additional duties and responsibilities to be undertaken at the office level. The Program Assistant will undertake community engagements, mobilization, project set up, delivery of project activities ensuring full adherence to quality benchmarks and other FSL set out protocols, project monitoring, data collection and management and capacity building of community groups.

TEAM/PROGRAMME: Food Security and Livelihoods Programme LOCATION: Abudwak
GRADE5 TYPE OF CONTRACT: National; 6 months
CHILD SAFEGUARDING: Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

SCOPE OF ROLE:

Reports to: FSL Program Officer

Dimensions: Save the Children works in Somalia with a current staff complement of approximately 350 staff.

KEY AREAS OF ACCOUNTABILITY:

Community mobilization and project set up

  • Program assistants will be the key frontline staff of Save the Children in the field with direct interaction with the communities.
  • Conduct program awareness through community meetings at the beginning of the project
  • Work with the MEAL to set up project complaint response mechanism
  • In collaboration with the program officer, conduct project awareness activities with local authorities and community leaders.
  • Organize community public meetings and facilitate selection of project Village Relief Committee (VRC)
  • In collaboration with the program officer, work with communities to develop beneficiary selection criteria and facilitate the committees to identify project beneficiaries in the targeted communities.
  • Ensure the quality benchmarks for project mobilization and sensitization are met
  • Conduct beneficiaries’ verification processes for all project activities

Project implementation

  • Ensure timely implementation of planned interventions, as per the work plan, budgetary standards and quality benchmarks for the FSL sector
  • Ensure the full implementation of the cash transfer protocol

Data collection and management

  • Collect project data on registration, assessments, baselines, post distribution monitoring surveys etc
  • Assist program officer in data entry as per request
  • Ensuring the quality of data provided during the data collection at the field level.
  • Undertake any other data related duties as assigned by the line manager.

Project monitoring and reporting

  • Monitor the day to day project activities in the field, as specified in the project plan
  • Provide the program officer with assessment reports.
  • Provide Weekly Progress Update Report as requested by the FSL program officer
  • In collaboration with the program officer, participate in collection of case studies to demonstrate project impact.
  • Monitor and Supervise Cash disbursement and record in the complaints from the community.

Capacity building

  • Deliver any project trainings at the community level using agreed training protocols
  • Conduct regular meetings to capacity build, mentor, assist and supervise beneficiaries on case management basis, ensuring constant communication with all the beneficiaries.
  • Develop trust, tolerance and co-operation among beneficiary community members and local leaders.
  • Encourage and stimulate full participation by all community members; with special attention to those who are often forgotten, including, the disabled women and children, in community decision making.
  • Assist the community members in developing their own capacity and strength.
  • Any other duties as directed by the FSL Program Officer.

SKILLS AND QUALIFICATIONS NEEDED

•       Bachelor degree of (agriculture, veterinary or any other relevant degree with at least 1-year relevant Work experience or diploma/degree level qualification with 2-year relevant work experience.

•                Experience working in community mobilization, data entry, data collection, project monitoring and reporting.

•                Ability to read and write in English as well as Somali language.

•                Computer skills, with focus on word processing and excel.

•                Strong morals including, honesty, transparency, generosity, altruism and respect.

•                Experience in working in harsh environment would be an added advantage.

•                Strong interpersonal skills and ability to establish and maintain effective working relations in a team.

•                Able to work independently and with limited supervision.
