Job Title: Temporary Laboratory Technician in charge (1 Position)
Location: Baidoa
Job Summary:
The Laboratory-in-Charge is responsible for all day-to-day operations of the laboratory Department, providing leadership, supervision and technical skills to operations of the Laboratory Services both main lab and satellite labs. The Laboratory-in-Charge manages and organizes all technical and operational activities of the Laboratory to ensure accurate diagnosis for treatment of patients while developing and maintaining effective channels of communication between the Laboratory, other clinical departments, Consulting Doctors, consultant Pathologists and all users of the Laboratory Services. In addition, they ensure all the equipment, machines are in a good working condition at any given time as well as defining and facilitating the implementation of high quality standards and cost reduction for both main lab and satellites.
Direct Supervisor: Medical Director
Key Area of responsibility:
- Supervises and trains staff in the performance of laboratory functions both administrative and technical operating procedures. Evaluates staff proficiency and their performances.
- Provide effective and efficient administration of the medical laboratory service, including budget planning and control with responsible financial management, in accordance with institutional assignment of such responsibilities in collaboration with the Head of Clinical Services.
- Advise and approves the purchase of lab reagents, chemical and instrumentation required to maintain quality health care.
- Lead the quality assurance function, maintaining the highest standards on a day to day basis, ensuring ISO/compliance is achieved.
- Participates in planning services for other divisions within as well as satellites labs
- Monitors and evaluates the quality assurance related activities within SOS CV SOMALIA.
- Prepare and submit on time daily, weekly and monthly laboratory reports as required
- Provides recommended actions for review by the Head of Clinical Services
- Implements and executes decided courses of action as directed by the laboratory pathologist /designee in order to enhance quality of service rendered.
- Reviews all Serious Incidence Reports received within SOS CV SOMALIA Laboratories and provides review of complaints and actions recommended.
- Ensures that incidences are incorporated in monthly lab quality meetings and discuss prevention of future reoccurrences.
- Verifies competency of technologists and technicians
- Implements and executes decided courses of action as directed by the Head of Clinical Services.
- Represents interests of the Laboratory at intra-departmental and extra-departmental levels
- Demonstrate and ensure lab phases are fully understood, practiced by all lab staff. I.e. pre analytical, analytical and post analytical phase
- Trains or oversee training of other lab staff.
- Investigates, with the QAO, unusual occurrences and various problems noted by laboratory personnel or more commonly by health care providers in the clinics and on the wards. Determines if the problem is significant and if it can be resolved internally or requires collaboration with other services. If necessary, an internal or multi-disciplinary team is formed to analyze and remedy the problem.
- Acts as rater of all supervisors. Through this process ensures that each technologist and technician meets all mandates within his/her section, which are required for accreditation compliance.
- Ensures that all labs (main and satellites) comply with National Licensing Board requirements for the registration and annual renewal licenses
- Reviews Quality Control, Maintenance, and Equipment records for all TKH sections of the laboratory, as well as satellites labs as per the requirements.
- Plan, set goals, develop and allocate resources appropriate to the medical environment in collaboration with the Head of Clinical Services.
- Appoint branch or satellite’s laboratory In-charges in collaboration with the laboratory management team.
- Lab staff Rota management
- Ensure good staff morale and motivation
Qualification & Experience
- Candidate must possess a Bachelor’s degree in Laboratory sciences / Higher National Diploma in Medical Laboratory Services
- At least 5 years’ experience preferably in a busy hospital
- Experience in laboratory SOPs
- Implementing laboratory quality control
- Registration with the Somalia Medical Laboratory Technicians and Technologists Board (SMLTTB)

- Excellent command in Somali/English languages
- Computer skills (Ms word, excel, internet, computer based lab results ordering and reporting)
