CALL FOR APPLICATIONS: YOUNG GRADUATE INTERNSHIP PLACEMENT

  1. BACKGROUND

The Federal Ministry of Justice and Constitutional Affairs (MoJCA) mandate is to facilitate the creation of enabling conditions that would ensure effective implementation of the constitutional review process. Its role therefore includes promoting and facilitating political and public consultations on the review process with the Joint Parliamentary Oversight Committee of the Somali Federal Parliament, the Independent Constitutional Review and Implementation Commission, Federal Member States, political, social, and cultural groups, and the Somali people in general to create an open, transparent and inclusive constitutional review process.

The Constitutional Review and Implementation Support Project, endorsed in February 2024, supported the Ministry of Justice and Constitutional Affairs, OC, and ICRIC to formulate and implement the joint work plan upon which the constitution review process will start. The CRP project will support the activities required to take place to ensure an inclusive consultative process is in place to endorse and adopt the final draft of the constitution. During the project, the Ministry of Justice and Constitutional Affairs will hold extensive consultations with key role players and stakeholders that provide the current phase of constitutional review with the required legitimacy.

The Project is designed to provide responsive support to the constitution-making bodies, particularly to the activities of MoJCA; and support for public civic education and consultation, particularly envisaging the inclusion of women, youth, minorities, and other marginalized people. The projects envisaged in the strategic plan of the ministry, especially with regard to consultative processes and civic education, are considered important entry points for respective project activities.

The objective of the program is to provide quality work experience to the newly Somali university graduates in the areas of Administration, Finance, law, public administration, management, and among others. This will contribute to the creation of a skilled workforce impeded in the ministry, thus helping the ministry to deliver its mandate.

  1. PURPOSE OF THE YOUNG GRADUATE INTERNSHIP

The Young Graduate Internship is aimed at providing Somali graduates with quality temporary work experience that will make them stronger candidates for job openings in the private and public sectors through a three-month placement. It is common knowledge that most unemployed youths are graduates who have no working experience and are most times not successful in their job applications because employers prefer experienced hands. Under MoJCA internships will be placed in departments and sections on a three-month internship.

The ministry is seeking five (5) Young Graduate Interns for the upcoming constitutional review process events and activities. The internship program will be three months. The opening application date is 18th May  2024 and the closing application date on 25th May 2024.

  1. REQUIRED SKILLS AND COMPETENCIES
  • Must be a university graduate
  • Proficiency in Somali and English is required.
  • Computer literate in standard software applications.
  • Demonstrated keen interest in the work of the Government; and
  • Demonstrated the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which includes a willingness to try and understand and be tolerant of differing opinions and views.

  1. LOCATION AND WORKING CONDITIONS:

Graduates will work primarily in Mogadishu with possible travels across Somalia.

  1. DURATION OF WORK:

The Internship program will be for three (3) months from the period 1st June 2024 to 31st  August  2024.

  1. WHAT ARE THE AREAS OF THE INTERNSHIP:

Under the supervision of the Department Director and Permanent Secretary, interns will assist the Ministry of Justice and Constitutional Affairs (MoJCA) implementation of the project activities in the following areas:

  • Administration and Finance.
  • Planning and Coordination.
  • Institutional Development.
  • ICT (information and communications technology – or technologies)
  • Public Outreach and Civic Education.
  • Media and Public Relations.
  • Translations Services – Somali to English and English to Somali.
  • Legal Affairs;
  • Report Writing.
  • Project Management.
  • Human resources.
  • Event Planning and Management.
  1. Duties and Responsibilities:

 The Interns are expected to support the MoJCA Department of Constitution in the day-to-day functions:

    • Supporting in organizing workshops/consultative forums.
    • Provide day-to-day support to the director of the department in the ministry.
    • Assist the ministry in the implementation of the activities.
    • Conducting research and any required assessments.
    • Support in the preparation of various documentation and reports.
    • Assist in the collecting and dissemination of information.
    • Support in the organization of public consultations, Outreach missions, and field trips.
  1. ELIGIBILITY CRITERIA:

 The selection criteria for the young graduate interns are as follows:

    • Must be a citizen of Somalia (with a valid ID);
    • Must be committed for three months.
    • Must not be more than 30 years of age.
    • Must be a graduate of a university in the related field;
