Introduction
Diakonie Katastrophenhilfe is an International Non-Governmental Organisation that provides humanitarian aid worldwide supporting communities affected by natural disasters, war and displacement. Diakonie Katastrophenhilfe has been working in Somalia since 1992 and has an office in Mogadishu, supporting the delivery of humanitarian aid to internally displaced women, men, girls and boys through partnership with local organisations. These organisations provide assistance in the sectors of Shelter, Food security, Livelihoods and Markets, Education, Water, Sanitation and Hygiene.
With the financial support of the German Foreign Office, Diakonie Katastrophenhilfe and its consortium partners Welthungerhilfe, Caritas Germany and Malteser International are implementing the ToGETHER programme (Towards Greater Effectiveness and Timeliness in Humanitarian Emergency Response) which supports localised humanitarian action in eight countries, including Somalia. The programme’s overall ambition is to contribute to the reduction of effects of disasters on local communities. To achieve this, the three-year programme aims at strengthening local humanitarian preparedness and response capacities and promoting local leadership in humanitarian action. Programme activities include capacity development and exchange, joint learning and advocacy for better access to humanitarian coordination and funding.
For this purpose, the programme in Somalia has identified five local or national humanitarian partners (LHPs) that will strengthen and exchange on their institutional and operational preparedness and response capacities in order to reinforce effective, timely and principled humanitarian action. For this process, a capacity self-assessment will be conducted and capacity strengthening plans will be developed for each LHP.
Purpose and Objective of the Consultancy
The primary objective of the consultancy is
to assist the five LHPs in Somalia select a capacity self-assessment tool;
facilitate the institutional and operational capacity self-assessment process with the LHPs and Diakonie Katastrophenhilfe;
Facilitate the elaboration of capacity strengthening plans for the above organisations based on the results of the capacity-self assessments.
The successful consultancy will ensure efficient, quality, and timely delivery of the respective assessment reports inclusive of capacity development plans for all assessed LHPs.
Specific objectives
I. Joint development of a capacity self-assessment tool
Review of relevant documentation about the programme (programme summary and log frame, state of localisation report)
Review of relevant capacity self-assessment tools (SHAPE Framework, NEAR Localisation Performance Measurement Framework, ToGETHER capacity assessment tool for Ethiopia) and standards (CHS, Sphere, etc.)
Design and facilitation of a series of activities presenting the existing standards and tools to LHPs and allowing them to select/design their preferred tool
Write up capacity self-assessment tool and methodology based on LHPs’ preferences (including review of the tool by LHPs before finalisation)
II. Facilitation of capacity self-assessment of LHPs and Diakonie Katastrophenhilfe
Accompany and support the six organisations in conducting the self-assessment
Produce assessment report
Facilitate peer review session on the final findings
III. Facilitation of the elaboration of six capacity strengthening plans
Parallel to the capacity self-assessments, develop a template and methodology for a capacity strengthening plan (including feedback from the LHPs and Diakonie Katastrophenhilfe)
Bring LHPs and Diakonie Katastrophenhilfe together and facilitate the distillation of their capacity self-assessment results into capacity strengthening plans
Facilitate a peer review session to finalise the plans

Capacity strengthening plan workshop
Six capacity strengthening plans
5. Time Frame
The tasks under this consultancy should be completed within a maximum of three months from the date of commencement of the consultancy contract.
6. Qualifications for submission of Expression of Interest
Firms/individuals with qualifications and at least five years of experience in humanitarian capacity strengthening
Firms/individuals with diverse skills, experience and capabilities of participatory partner engagement in fragile contexts. Masters’ degree of the consultants in a relevant field
Ability to integrate different knowledge, experiences, methodologies, and approaches from a diverse range of stakeholders, organisations, and technical teams through adapting facilitation techniques
Capacity to prepare logical, coherent, and consistent technically sound reports with a high
Knowledge of and working experience with localisation approaches is an asset
Excellent writing, editorial and organisational skills
Close attention to detail in all tasks, integrity and professional discretion.
7. Application requirements
Interested applicants should submit the following documentation:
Technical and detailed proposal (both narrative and financial) demonstrating clear understanding and interpretation of the ToR towards addressing the scope of work.
Cover letter stating your motivation to undertake the assignment.
Up-to-date CVs of the team reflecting relevant experiences and qualifications.
At least three key reference contacts for most recent relevant work undertaken, preferably in capacity strengthening, organisational development and localisation.
Copy of company registration documents.
If a company, brief company profile and description of team composition clearly indicating the lead consultant and other staff to be involved in the assignment and their rates.
Contents of technical and financial proposal
Comprehension of the ToR;
Description of approach to this assignment;
Description of methodology, especially in terms of how the consultant (team) plans to meet the objectives and outputs;
A detailed work plan and timeline;
A detailed budget in USD (including VAT if applicable) matching the work plan. The budget should clearly indicate and itemise the professional fees and the disbursement costs.
