Terms of Reference (TOR) of Capacity Strengthening Service Provision 

Background

South Central Somalia PLHIV Network (SCSPN) is a non-political, non-governmental, non-profitable network of People Living with HIV/AIDS and organizations working for the development of people living with HIV/AIDS in south central Somalia

It was officially established in Benadir region at SAHAFI 2 Hotel, on 19th October 2009 in order to combat this epidemic with the common effort, its principle objective is to empower PLHIV & their families. SCSPN Network programs serve to help implement PLHIV rights, to generate increased commitment and support for the realization of their rights to live with dignity 

SCSPN plans to achieve its goal and objectives through the facilitation of a free flow of information and advocacy for greater involvement and acceptance of PLHIV at all levels of society.

SCSPN endeavours to see PLHIVs in Somalia live without stigma and discrimination where they will actively participate in all sectors of the society.

Mission

SCSPN exists to improve the dignity and quality of life for people living with HIV and AIDS through the creation of a supportive environment, reduce stigma and advocate hope .

The overall Aim of SCSPN is to promote effective networking among people living with HIV in south Central Somalia and support groups of PLHIVV and their collaborators

Introduction of the Assignment

Capacity Strengthening Program (SCP) is an in-depth 6-month program of support to South Central Somalia PLHIV Network (SCSPN) as a partner organization to strengthen their capacity to determine, influence and deliver humanitarian capacity building the organization’s key personnel to possess good performance in the bigger picture. Reference to this initiative, SCSPN organization is strengthening its capacity to improve organizational programs performance in relation to purpose, context, resource and viability. It is a self-managed process of organizational change by which the management, BOD, members and other primary stakeholders learn to assess strength, diagnose key organizational weakness, recognize priority issues and devise, apply and assess actions to these issues.

The capacity strengthening program requires new skills and changes in individual and organizational behaviors in terms of systems, procedures, cultures, strategies and decision making. Meanwhile, SCSPN has developed capacity strengthening work plan of its own to reflect on its needs and priority with the support of UNICEF Somalia to improve knowledge and skills of the organization for quality service delivery for its targeted populations through consultancy approach with special focus on people living with HIV, people with disability (PWDs), and older people inclusivity.

1.⁠ ⁠Objective

  •  Trainings for the finance staff to become more familiar with  the accounting system, financials risk, mitigating mechanisms, and compliance to reduce risk emregce during programtic  intervention for effective performance and accountability.
  • Developing/reviewing the financial policy and procedures, procurement policy and procedures, M&E policy and procedure, Safeguarding Policy, Cost Allocation Policy, Whistleblowing policy, Corruption Policy, Risk Management Policy, Capitalization Policy & Travel & Expenses Policy – Per Diem
  • Train Staff and SMT to attend sessions on procurement process, documentations, policy and procedures 
  • Update the missing parts of the HR policy and manual (for example inclusion of sexual exploitation & abuse (PSEA), PWDs, duty of care, performance review etc), Accontability to the Affected Populations (AAP), Post Distribution  Aid Divertion (PDAD) and Mainority/ marginalized inclusion
  • Develop a comprehensive Strategic plan that will be used as guidance for the management of the organization and key stakeholders to increase organizational efficiency and effectiveness in view of achieving the vision

2.⁠ ⁠Methodology

Finance

  • Workshops and Seminars: Regular workshops to cover key financial principles, accounting standards, and financial management practices.
  • On-the-Job Training: Pair less experienced employees with senior financial analysts for mentorship and practical learning.
  • Simulation Exercises: Financial simulations to practice financial decision-making and risk assessment in a controlled environment.

Procurement

  • Supplier/Vendor/Contractor Management Training: Specific training sessions on vendor negotiation, contract management, and strategic sourcing.
  • E-Procurement Systems: Training on the use of e-procurement tools and platforms for efficient procurement processes.
  • Compliance Workshops: Regular workshops on regulatory compliance, ethical procurement practices, and anti-corruption measures.

Human Resources

  • Talent Management Programs: Training on performance appraisal systems, talent acquisition strategies, and employee development plans.
  • Staff Recruitment Training: Workshops on staff recruitments process from the very beginning to the end of hiring point with inductions.
  • Soft Skills Training: Sessions on leadership, communication, and conflict resolution to enhance interpersonal skills within the HR team.
  • Policy and Procedure Training: Comprehensive training related to HR policies, labor laws (Somalia labor law of no. 65 of 1972), and best practices in employee relations.
  • The Strategic plan and BThe Strategic plan and BOD governing manual will be developed using a combination of contextual analysis and process of developing the plan should be participatory and prioritizing input.

  1. Eligibility Scoring Criteria:
  • Knowledge on the work of NGO (30%)
  • Previous work conducting capacity strengthening for local partners (20%)
  • Other recommendations (15%)
  • Knowledge on Somali context (15%)
  • Technical and Financial proposal (20%)

4.⁠ ⁠Deliverables

  • ⁠Review and develop of HR, financial, procurement and, M&E, safeguarding (sexual exploitation and abuse), cost allocation, whistleblowing, corruption, risk management, capitalization policies and procedures, and travel expense – per diem policy as per the tentative work plan developed prior.
  • Staff trainings – series trainings of the policies and procedures in line with the strategic plan of the organization – as per the tentative work plan developed prior.

  • Final Strategic Plan
  • BOD Governing Policy/Manual

5.⁠ ⁠Supervision

  • The consultant will work under the supervision of the Executive Director under the overall supervisor of the Board of Director. The consultant will be responsible for the development of a comprehensive Strategic plan.

6.⁠ ⁠Timeframe

  • The duration of the contract is 6 months beginning from July to December 2024 as per the work plan 
  1. Required Qualifications, competencies and Skills 

The applicant should possess the following:

  • Firms/individuals with qualifications and at least seven years of experience in humanitarian capacity strengthening with the development of strategic plan and trainings as well.
  • Firms/individuals with diverse skills, experience and capabilities of participatory partner engagement in fragile contexts. Masters’ degree of the consultants in a relevant field. 
  • Ability to integrate different knowledge, experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical teams through adapting facilitation techniques. 
  • Capacity to prepare logical, coherent, and consistent technically sound reports with a high excellent writing, editorial and organisational skills. 
  • Close attention to detail in all tasks, integrity and professional discretion. 
  • Experience in the local Somali language will be an added advantage. 
  • Training of capacity building in a field related to Governance and Management, Strategic Management, Finacial Management or Organizational Development, with a preference for a familiarity of policies and procedures. 
  • Prior consultative engagements of a similar nature and experience in project management as demonstrated in previous assignments
  • Excellent and proven analytical skills
  • Excellent and proven English writing skills
  • Strong interpersonal skills – including but not limited to – the ability to work under pressure with restrictive timelines and to establish and maintain effective working
  • Ability to take initiative and to work independently – as well as – part of a team
  1. Scope of work

SCSPN is seeking a consulting firm with experience and expertise to deliver organizational capacity strengthening consultancy service:

  • Review the organizational documents to design quality strategic plan for the organization.
  • Liaison with SCSPN Executive Director for information gathering regarding the relevant documentation.
  • Conduct workshops to collect views from the organizational staff members relevant to your assignment
  1. Duration of assignment

The successful consultant would be engaged by SCSPN for a period of six months. Following a review of services rendered and an ongoing need for such services, SCSPN may consider extending the contract for an additional task if any.

  • Recommendation letters from three clients/organizations the firm has carried out such relevant and/or related service provisions. 
  • Registration certificate of the consulting firm.
