  1. The Federal Government of Somalia (FGS) and Federal Member States (FMS) through the Ministry of Finance, is implementing the Somalia Recurrent Cost Reform Finance (RCRF) Project funded by the World Bank. The project is supporting the Federal Government of Somalia and the Federal Member States to strengthen resource management systems, inter-governmental fiscal framework and service delivery systems in health and education.
  2. The RCRF Project (Phase I) became effective in 2014 and focused on FGS, Galmudug and Puntland States. Phase II of the Project expanded to two additional States of Somalia from 2015 onwards and RCRF Project III is continuing the activities and has scaled up across the rest of Somalia.

The Project components are: (i) Recurrent cost financing to reform resource management systems; (ii) Strengthen inter-governmental fiscal relations; (iii) Transfers for core government functions and foundational education and health service delivery mechanisms in eligible FMSs; and (iv) Citizen engagement and feedback for improved service delivery.

  1. The Citizen Engagement and Feedback component is to improve transparency and citizen engagement in the use of funds. It will support stronger budget transparency and promote citizen participation in service delivery at community level as well as support the designing and use of tools to advance transparency and generate citizen feedback. The activities under the component are intended to develop two-way interactions between citizens and the government in order to improve transparency and give citizens a stake in decision making to improve development outcomes.
  2. The Ministry of Finance intends to apply part of the proceeds of the grant to undertake citizen engagement and feedback services on budget transparency at the FGS across different phases of the budget cycle.
  3. The objective of the assignment is to review budget related documentation and data, prepare independent analysis, and publish it on a quarterly basis as a policy brief to create some level of accountability with the public
  4. The consulting service (“Services”) is required specifically to: (i) Conduct research and develop a policy brief on the FGS budget process on a quarterly; and (ii) Disseminate budget policy brief using websites, social media and workshops.
  5. The Consultant will undertake the full scope of activities listed in the terms of reference (TOR). The detailed TOR can be found at the following website: mof.gov.so or it can be provided upon submission of application in person or by e-mail. The e-mail address is provided below.

Skills and Qualifications

The Consultant’s Services will be required for a period of twelve (12) calendar months.

  1. The Ministry of Finance now invites eligible consulting firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria are as follows:
  2. Core business of think tank (minimum of five years’ experience in social and economic research and development.
  3. Specific experience should include: preparing and publishing reports on economics or budgetary issues (at least 3 reports and 1 policy brief in the last year (March 2021- May 2022) published on their website in English or Somali); developing and running various platforms for disseminating information and holding discussions such as forums, town halls, podcasts, etc. that are publicly available on their website; Access to and proven ability to engage with journalists, politicians, and the general populace through online platforms, interviews, forums, conferences; and knowledge and understanding of local enabling environment and context in Somalia
  4. Experience in similar countries and preferably in sub-Saharan Africa.
  5. The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications, relevant experience and number of key staff – staff with fluency in Somali will be an asset. Do not provide CV of staff.)
  6. Attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s

Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-Consulting and Consulting Services dated July 2016 and current revised edition (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and eligibility.

  1. A Consultant will be selected in accordance with the Consultant Qualification Selection method (CQS) set out in the “Procurement Regulations.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The nature of association, whether it is a joint venture or a sub consultancy, should clearly be stated. In case of joint venture, the firm leading the joint venture should be mentioned.
