Background
Project Title: Security Operations Officer/ Humanitarian Access

B.      Project Description 

  1. Per the Secretary General memo and the Memo signed by four United Nations Under-Secretary Generals, the United Nations Department of Safety and Security (UNDSS) Somalia has been informed to integrate UNDSS, the United Nations Mission Somalia (UNSOM) and the United Nations Support Office in Somalia (UNSOS) Security into the UNDSS Integrated Security Structure. Part of this integration is creation of a Security Operations Centre (SOC).  These duties are being handled by the Security Information and Operations Centre (SIOC).  An expert is required in order to make this transition.
  2. The consultant is to train security officers, integrate UNDSS/UNSOM/UNSOS Security Operations Centre personnel, create Standard Operating Procedures (SOPs), Response Plans and enhance Communications.
  3. The relevance is that the Somalia mission is the one of the last missions that is not integrated in security. The creation of the SOC is essential in order to provide the support required across Somalia.
  4. The stakeholders are then entire UN Country Team, all UN Staff members; International and National and including all UNSOS/UNSOM staff members in the entire country.
  5. The bulk of the work will be in the MIA, UNSOS compound in Mogadishu.
Duties and Responsibilities
Scope of Work – The contractor is expected to review the current SOC arrangements by taking stock of the current organization and briefing the Principal Security Adviser (PSA).  After the brief, the contractor will create a SOC work plan as determined in section D of this document. Once approved by the PSA, the contractor will implement the plan, write SOPs and train SOC personnel. In addition, emergency response plans are to be prepared for different scenarios addressed in the work plan. The contractor should be prepared in assisting Humanitarian Agencies when required and at the direction of the PSA.

 

In Summary, the Contractor is to:

1. Rreview the current SIOC

2. Create a SOC work plan

3. Train SOC personnel

4. Write SOPs for the SOC

5. Prepare response Plans

6. Assist Humanitarian agencies when required for access.

The Contractor will work from the SIOC/SOC where the SOC personnel will be located.

 

In order to assist the Contractor, the Contractor will be provided the Security documents such as the Security Risk Management Policy (SRM), Security Plan and current SOPs.

Competencies
Institutional Arrangement

  1. The Consultant is directly responsible to the UNDSS Principal Security Adviser.
  2. The Consultant will provide a monthly report after the first 30 days and then a Bi-Monthly from there on.  A recommended format will be discussed with the consultant. These reports will be discussed in the offices of the PSA/DPSA.
  3. The Consultant will liaise, interact and meet with all security personnel, Local government counterparts and the leadership of the UN Security Management system in Somalia.
  4. The consultant will provide all recommendations to the PSA/DPSA who in return will brief the Security Cell and SMT for final approval of policy issues.
  5. The consultant will be supported by security staffing of the SOC, office space and access administrative materials.
Required Skills and Experience
Qualifications of the Successful Individual Contractor

1. Work Experience:

  1. The Contractor must have at least 5 years of direct security and emergency/response management experience in both conflict and post-conflict environments.
  2. Minimum of 10 years of prior Military or Police experience is mandatory.
  3. The Contractor must have worked in an Operations Centre, SIOC or SOC in the past.
  4. The Contractor must have at least 5 years of direct experience as a joint Operations Centre Officer (military, UN or Police)
  5. He should have at least 15 years of relevant and progressive responsible, senior-level experience in the field and headquarters operations.
  6. The Contractor must have at least 5 years’ experience producing threat assessments for senior officials.
  7. The contractor should have at least 5 years of work experience with International government officials/diplomatic missions.
  8. Experience with humanitarian agencies to plan and evaluate complex humanitarian emergency assistance programmes is mandatory.

2. Academic Qualifications:

The Contractor must have an advanced university degree in Military. Political Science, International relations. Foreign Affairs or equivalent, or the UN Command and Staff College.

3.  Required Competencies

  1. The Contractor should have knowledge of a range of humanitarian assistance, emergency relief and related human rights issues.
  2. The Contractor should have excellent supervisory, teambuilding and negotiation skills.
  3. Fluency in written and spoken English.
