The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somalia Shock Responsive Safety Net for Human Capital Project (SNHCP) and intends to apply part of the proceed for Third Party Quality Assurance.
The consulting services (“the Services”) is for enhancing reliability of the data and ensure quality of the collected data, an independent third-party firm will conduct quality assurance and monitoring of the data collection processes.
The 3rd Party Quality Assurance (QA) for the data collection processes under the Unified Social Registry (USR) Management Information System (MIS) for Social Protection in the Federal Republic of Somalia. The scope of this work builds on the activities of the successful design, establishment and population of the USR as one way of ensuring a well-functioning, integrated and comprehensive social protection system in Somalia envisioned in the Somalia Social Protection Policy, 2019.
A greater proportion of the 3rd Party QA firm’s work will involve recollecting the data from a random sample of households registered earlier on by the USR field data collection teams. This data, which will be recollected using the same standard tool that was used in the registration, the CRF, will then be compared for variations in selected variables. Data collection by the 3rd Party QA firm needs to be timely and accurate and therefore should be started within a maximum two weeks after the completion of data collection exercise in an area. To the largest extent possible, the firm should ensure that data collected reflects an accurate status of the sampled households. The recollected data will then be compared for variations along selected variables for accuracy to assess quality and enable appropriate decisions to be taken. In an area, data variance of more than 10% would trigger a repeat data collection by the third-party data collection firm(s).

The e-mail address is provided below. The Ministry of Labour and Social Affairs (MOLSA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

Core business of the firm and at least 5 or more years’ experience in designing and implementing large-scale quality assurance (both qualitative and quantitative), linked to social registries or large national databases, ideally in fragile and complex settings.

Experience of conducting similar assignments (at least 5 years specific experience in mobilizing quality enumerators, supervisors and other (relevant) personnel across all enumeration areas and implement data collection using mobile platforms and transmit data to the USR MIS server. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.

Experience of relevant services in an environment similar to that of Somalia; and

The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
