Overall Purpose: Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care the WASH Manager has a vital role to play in improving access to safe water, sanitation and hygiene practices for the target population. He/she effectively manages the assigned activities related to the WASH project(s) in line with the objectives, budget and timeframe laid down in the proposal(s). The role also includes enhancing beneficiary participation, managing and training local staff and contributing towards development of new WASH projects / proposals.

Project Overview:                                        

Medair has been implementing integrated health, nutrition and WASH projects in Somalia since 2008. The current involve WASH infrastructure rehabilitation, water supply, sanitation and hygiene promotion as well as WASH emergency responses in urban and rural Somalia 

Major Duties and Responsibilities

Technical WASH Management

  • Adhere to prescribed quality standards for construction of all water and sanitation structures, ensuring appropriate maintenance and sustainable processes are established
  • Carry out and ensure assigned regular monitoring and evaluation assessments are conducted both against project objectives and to ensure the quality of the programme, with reports being made to the relevant field managers
  • Support the continual improvement of the processes and the technical implementation of the WASH programme
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project
  • Assess existing water, sanitation, and hygiene promotion activities in the assigned area(s) and recommend actions to be taken
  • Assist in development of new proposals, linked to the country strategy, in conjunction with the relevant field manager and sector advisor
  • Prepare Bill of Quantities (BoQs) including materials, costing and work specifications

  • Contribute towards preparation of technical designs by collecting relevant reports, maps, drawings, geologic data, in collaboration with WASH PM and Advisor.
  • Prepare regular reports on WASH activities and progress to WASH PM

 

Staff Management

  • Select and supervise casual labour (including hiring, co-ordinating workload and payment) to achieve specific, time-bound tasks when needed in coordination with WASH PM
  • Promote the duty of care and security of the staff of the designated project(s) by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices
  • Carry out WASH related trainings of other project staff such as Infection Prevention Control (IPC) measures, waste management etc.

Communication and Coordination

  • Develop and maintain regular, honest, transparent and supportive communication structures with Medair managers and advisors to ensure thorough understanding of project progress (challenges and achievements).
  • In coordination with WASH PM and Advisor, participate and contribute with other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, WASH cluster, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships
  • Participate in WASH coordination meetings and other working groups or meetings as required, representing Medair and feeding back to the WASH PM on relevant issues

Logistics

  • Ensure the careful use, regular servicing and appropriate replacement of all WASH equipment, within budgetary constraints, for the assigned project(s)
  • Coordinate with WASH PM in logistics planning for the project, ensuring the timely arrival of materials, safe storage of assets/materials and clear up-to-date record keeping.
  • Follow procurement procedures and logistics procedures for all project purchases

Quality Management

  • Implement relevant policies and standards relating to WASH service delivery including national, and international (e.g. Sphere and HAP) standards, donor guidelines and other good practice. Ensure WASH projects are implemented in line with donor proposals and agreed standards. Notify WASH PM and Advisor of any challenges in achieving agreed standards.
  • Monitor and ensure contractors adhere to the quality guidelines as outlined in the BoQs and/or contract specifications.

Vocational qualification

Higher Qualification in a technical field, preferably in water and sanitation

1)MSc/BSc Environmental Engineering or Management or Civil Engineering or Hydrology / Geology

2) MSc/BSc in Public Health

Work experience

2-3 year post-qualification professional experience in a relevant field

Experience working in a WASH programme in a developing country, preferably in a humanitarian context

Languages

Good English and Somali (spoken and written)

Ability to speak, or willingness to learn, local language

IT

Computer literate with good working knowledge of Microsoft Excel, Word and Outlook

Good knowledge of CAD applications, AutoCAD, Autodesk and basic knowledge of Structural analysis softwares

Work Conditions:

Currently Medair operates in Mogadishu and Kismayo bases. Working hours are 8:00 until 4:30 pm, Sunday till Thursday.

Security is of utmost importance and routine team briefings give information and advice both nationals and internationals to the evolving security status.
