Job Description

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION

The overall objective of the Alight’s Horn of Africa program is to prevent death and alleviate human suffering among affected internally displaced persons (IDPs) in settlements and host communities where we work. Alight is implementing WASH, Health, Nutrition Protection, and Education activities in South Central Somalia and Health, Nutrition, protection and WASH programme in Sool region of Somaliland responding to the plight of droughts and conflict –affected communities in the country. Alight is taking a multi-sectoral approach in responding to the severe drought conditions through a range of activities including Health, Relief Commodities and WASH.

The Horn of Africa Program of the Alight has fully-fledged offices in Mogadishu, Kismayo, Dhobley, Afmadow, Hargeisa and Laas Canood in Somaliland, Addis Ababa, Jigjiga and Mekele in Ethiopia besides a liaison office in Nairobi, Kenya. Alight is working closely with national and regional authorities and with a number of Horn of Africa-based international and national organizations to galvanize coordinated lifesaving humanitarian assistance to the people in need.

PRIMARY PURPOSE OF THE POSITION

The purpose of the WASH program Officer position is to ensure that Water, Sanitation, and Hygiene project, programs, and awareness are implemented effectively, professionally, and in accordance with the culture and practices of the local population. He or she is required to provide the on-site supervision to Alight Horn of Africa planned activities. manage and monitor rehabilitations and construction of the appropriate water and sanitation facilities, including development of architectural / engineering designs and BoQs. Manage the planned activities in coordination with the government and local partners. Implement work plans in coordination with other the Program, Operations units and other project areas. In consultation with the WASH Coordinator Manage WASH budget program at at field level. Conduct assessments for program strategy/design and participate in the development of program proposals. Attend regional and National cluster coordination meetings.

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES

Advising the WASH team in water, sanitation and hygiene promotion programming, in broad coordination with other sectors.

Ensuring quality and integrity of implementation, including adherence to technical guidelines, administrative systems, and established deadlines

Contributing to contingency planning for possible WASH emergency response if required

Contributing to the preparation of internal and external reports for the NGO and donors, including expenditure plans and situation reports.

Design and supervision of rehabilitation/construction of the water supply and sanitation facilities.

Collaboration, planning and coordination with government officials towards meeting the water and sanitation needs for host community, returnees and IDPs based on the design of the program proposal.

Implementation of projects in accordance with the ALIGHT WASH Program Development and Implementation Guidelines.

Work with Ministry of WATER staff and private partners to establish operation and maintenance regime to ensure sustainability.

Together with WASH -COORDINATOR and Ministry Officials, design and undertake training to Water User Committees taking into account existing Government training modules.

Ensure optimal utilization of resources, cost effectiveness and accountability on site.

Compilation and submission of comprehensive and accurate reports (weekly, monthly, quarterly) within the set deadlines.

Consistent budget monitoring and WASH program spending forecasts for finance unit

Identifying and addressing staff capacity building opportunities

Attends cluster coordination meetings at both National and field level and submit summaries of discussions to the program management.

Technical oversight

Ensure quality construction of all water and sanitation assets, ensuring good maintenance and sustainable processes are put in place.

Carry out active supervision of works as per the specifications of the design and BoQs.

Closely monitor progress of works in line with the approved bidders work plans and methodology statements.

Carryout actual onsite measurement of works to be used for payment purposes.

Contribute to any redesign of works and review of BoQs where necessary.

Provision of daily, weekly and monthly progress reports for the assigned projects

Identify gaps in the infrastructure in the project sites and recommend appropriate corrective actions and follow up on their functionality.

Assist the WASH team in surveys, assessments, designs and supervise constructions of boreholes, shallow wells, water yard facilities and other areas where required.

Review and validate as-built drawings/BOQs for all planned constructions and

rehabilitations.

Take lead in timely preparation and submission of project progress reports.

Participate in project beneficiary characterization and mapping.

Timely submission of monthly reports on achievements as per work plan submitted through the ALIGHT country office activities plan.

Supervise the implementation of the entire infrastructure and prepare completion certificates

Any other necessary Engineering services within the project as may be deemed necessary during the specified period for the execution of the tasks therein.

Program staff management

Day to day supervision of technical staff under him/her including mentoring, coaching and appraisals.

Ensure punctuality and strict adherence to ALIGHT laid down work ethics.

Initial and in-service trainings of water, sanitation and hygiene promotion workers.

Supervision of technical staff and contractors to ensure compliance to the contractual agreements and design specifications

Mid-term and end of year staff appraisal

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

Experience in engineering with minimum 3 years with a bachelor’s degree in civil engineering or Water engineering required.

On hand experience in WASH projects implementation.

On hand experience in construction supervisions.

A competent trainer with good experience of developing and implementing training plans.

Excellent report writing and fluency in English languages and Somali language a plus.

Should have a consultative and participatory approach to work with the adaptability of working with different clans, communities, social groups and partner organizations/institutions.

Proficient in use of computers, able to use – Microsoft Word, Excel and Epi-Info and relevant data processing software packages. Should be conversant with use of internet and email systems.

Proficient in the use of Autocad

Experience in the design and installation of Solar water pumping systems on shallows and boreholes are an added advantage.

Excellent coordination and communication skills

Should have good documentation and dissemination / presentation skills

Should be able to live, work and travel in an insecure environment, following strict security guidelines at all times.

Proven capacity to work in a quickly moving, unstable situation and work against targeted outputs with tight time frames and deadlines
