The International Republican Institute (IRI) is a nonprofit, nonpartisan, organization dedicated to advancing freedom and democracy worldwide. Since 1983, IRI has worked to develop democratic institutions and ideals, carrying out a variety of international programs to promote freedom, self-government and the rule of law worldwide. IRI provides technical assistance in the areas of political party strengthening, developing civic institutions and open elections, promoting democratic governance and advancing the rule of law.

IRI is an international non-profit organization, maintaining an office in Hargeisa, Somaliland. As part of its current programming, IRI is working with newly elected members of parliament (MPs) to prepare them to engage with civil society and their constituents. IRI seeks an individual or organization to contract to conduct a training of MPs as part of their induction to parliament.

IRI is seeking applications from experienced organizations or individuals to work within IRI-Somaliland’s programming which seeks to strengthen the ability of newly elected parliamentarians to understand their roles and responsibilities, set their agenda, and learn how to interact productively with civil society. In order to fill this role, IRI is seeking an organization or individual that will carry out the following scope of work:

• Carry out an induction training program for Somaliland’s Members of Parliament (MPs) that will cover the following:
o Makes clear to MPs what their roles and responsibilities as parliamentarians are, and introduces them to ways to meet these commitments (such as approaches to oversee the executive, strategies to represent constituents, techniques to build consensus on issues, etc)
o Equips MPs with knowledge of parliamentary procedure and legislative practices (such as how to draft legislation, how to table bills, strategies for debating bills)
o As part of this training, provide guidance on developing, writing, and adhering to a strategic plan for the upcoming legislative period
o Updates MPs with recent legislative reforms in Somaliland (to include any recent rule changes that are relevant to the House of Representatives)

o Explains the services that are available to MPs to effectively carry out their duties (such as parliamentary research staff, civil society organizations with access to data on citizen priorities, and legislative aids)
o The deliverable for this training will consist of the submission of:
o All training materials for the training (curriculum, assessments, slide decks, handouts, etc)
o All logistical materials for the training (agendas, sign-in/attendance sheets)
o At least two (2) photographs (or screenshots, if the training is virtual) of the training
• Prepare a report of at least two (2) pages on the training to illustrate the proceedings, specifically to cover lessons learned, recommendations for future programming, and an assessment of MPs abilities during and after the training.
