Brief introduction

The GIZ TVET project is commissioned by the European Union (EU) and the Federal Ministry of Economic Development and Cooperation (BMZ). Objective of the project is as follows: The supply of Somali skilled labour is in a better position to satisfy the demand of the labour market in selected regions in Somalia.

To reach these targets currently following outputs need to be reached:

The conceptual, organizational and material requirements of selected TVET centers to implement labour market-oriented basic and higher qualification programmes are improved.

The quality of basic- and higher-qualification training programmes for selected occupational profiles is improved.

Substantive preconditions for an institutionalized labour-market oriented TVET exist.

The project is implemented with a multilevel approach on national level, regional level and local level in Jubaland, Puntland, Benadir region and Somaliland.

The German Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH RMO Somalia project supports the safe and effective implementation of GIZ projects across Somalia through

state-of-the-art security risk management system in order to minimize the risks faced by GIZ staff members and projects.

TVET /RMO are seeking to recruit a Finance officer with the details below.

Responsibilities

The Finance Officer is responsible for

Ensuring overall smooth and correct functioning of the administration processes and financial accounting systems in the office in line with GIZ standard procedures and in support of the technical staff.

Providing general administrative support to colleagues

Ensuring that financial administration functions well in accordance with GIZ standard procedures

Effective coordination with colleagues in the office

Support in preparation for internal control.

Management of petty cash and sound bookkeeping in accordance with GIZ procedure

Tasks

Core scope of tasks

Accounting

Manage a sound bookkeeping system of several projects

Manage payments and prepare the monthly closure for the accounting done in Nairobi Control the monthly project journal

Verify correctness of vouchers, including supporting documents.

Administration

Create a proper filing management system for all projects

Prepare travel claims of staff for approval by the superior

Maintain an inventory system for all projects.

Maintain an accurate planning of foreseen expenditures

Conduct regular fuel consumption checks as well as fleet management checks

Management of the daily expenditures as well as running office costs in liaison with the project managers.

Coordination

Deputize other finance officers within the administration pool Garowe

Cooperate closely with the Senior Finance Manager Kismayo

Cooperate closely with the project managers of the respective projects

Participate in different administration coordination rounds

Required qualifications, competences and experience

Formal Education

Bachelor of Business Administration/ Commerce or similar field

Tertiary qualifications in Accounting and Computer packages.

Further Knowledge

Excellent command of MS-Office;

Fluency in written and spoken English.

The position is open to Somali Nationals only

Other Qualifications

Knowledge of GIZ instruments and procedures is an asset;

At least 3 years professional experience in a similar position

Working Arrangements and Reporting

The finance officer will be based in Garowe and work under the direct supervision of the senior finance manager.
