BACKGROUND

NEXUS is a platform for change in response to the contemporary challenges to Somalia and Somaliland. The main goal of NEXUS Consortium is to transform humanitarian, development and peace ecosystem. The consortium, led by eight pioneering Somali NGOs, aspires to advance a locally driven agenda for change by building partnerships between communities, civil society and the public and private sectors as well as through the implementation of integrated and sustainable interventions across the triple NEXUS of humanitarian, peace and development.

The NEXUS platform in Somalia/Somaliland was formed in 2019 and it is comprised of eight core members: Centre for Peace and Democracy (CPD), Gargaar Relief and Development Organization (GREDO), Horn of Africa Voluntary Youth Committee (HAVOYOCO), KAALO Aid and Development, Save Somali Women and Children (SSWC), Social-Life and Agriculture Development Organization (SADO), Taakulo Somaliland Community (TASCO) and Wajir South Development Association (WASDA).

NEXUS core members possess wide-ranging technical capacities and represent communities across all Federal Member States of Somalia and Somaliland. NEXUS has two international partners who are committed to the localization agenda – Oxfam and Save the Children – and who will support NEXUS during its first three years.

By breaking the silos of humanitarian aid, development, and peacebuilding and by creating much- needed spaces for local organizations to lead the way in seeking, scaling and integrating solutions across these sectors, NEXUS proposes local leadership as more than a means of realizing localization commitments – but as a revolutionary reform to the international systems at play in Somalia.

The NEXUS Institutional Development Unit (IDU) is one of NEXUS’ 5 pillars and is a mechanism for organizational strengthening that leverages the collective experience and expertise of NEXUS partners to enhance the capacity of Somali civil society to deliver responsive, integrated and community-owned interventions.

Based on the capacity assessment conducted by the NEXUS Platform and its partners identified capacity and policy gaps in many thematic areas. It is through this background that NEXUS is looking for consulting firms to provide consultancy services to develop/review Safety and Security Guidelines for its eight (8) Member Organizations and conduct training sessions for Nexus Member Organizations staff.

2. THE PURPOSE OF THE ASSIGNMENT

The purpose of this assignment is to assist the eight (8) Nexus member organizations in developing/reviewing Safety and Security Guideline for the safety and security of staff. The suggested headings for the security procedures include but not limited to: Introduction, Policies and Responsibilities, Safety and Security Assessment, Safety and Security Procedures, Personal Safety and Security, Incident Response, Evacuation, Stress and Trauma Management. The consultant has the discretion to add more relevant and practical headings for the procedures based on outcome of the assessment and realities on the ground.

3. SPECIFIC OBJECTIVES

• Assessment of the organizations’ safety and security situation, needs and gaps that exist.
• Review/develop Safety and Security Guidelines for each organization.
• Conduct a two-day training for each organization.

1. SCOPE OF THE ASSIGNMENT

The Terms of Reference focuses on developing security guideline for the eight (8) Nexus Member Organizations. The Security procedures/guideline will assist the Organizations to have standard operating procedures (SoPs) for the safety and security of their staff. Providing practical resources “Safety and Security Guideline” will assist them in having oversight of the safety and security issues affecting most of programmatic operations. This will benefit the organizations’ staff, beneficiaries, and other stakeholders.

The Consultancy Firm is expected to conduct participatory sessions with key/relevant personnel and administer Key Informant Interviews to ascertain the status of the organization around safety and security and review/develop their policies. The firm is also expected to undertake training of selected personnel of the eight (8) organizations. The staff of each organization will be trained for two days on safety and security. The training manual will be prepared by the consultant and shared with SCI/NEXUS for review and approval before the training commences.

The successful firm will be expected to travel to Kismayu, Baidoa, Garowe, Hargeisa, Adado, Mogadishu and other areas identified for the assignment. All the logistical related support during these operations including relevant taxes will be borne by the consulting firm.

1. PROPOSED METHODOLOGY

The consultant is expected to conduct participatory sessions with key staff of the eight (8) organizations and administer Key Informant Interviews to ascertain the status of the organization around safety and security and review/develop their policies. In the same breath, the consultant is expected to review the existing security standard operating procedures, policies or guidelines and develop policies for organizations that do not have. The consultant is also expected to conduct training on safety and security for the target organizations. The firm should prepare training materials (including the manual and training programme) and share with NEXUS/SCI for review and approval before the training commences. It is also expected that the consultant employs varied methods of training such as group discussions, plenary discussions, lecture, power-point presentation, role play, drama, simulations, and case studies among others.

6. KEY DELIVERABLES

The consultant should submit following key deliverables,

1. Review/Development of security Guidelines (SoPs)

• Inception report: Outlining details of activities with proposed methodology and workplan.
• Final version of Safety and Security Guideline including annexes for each organization.
• The final report in English entailing consultant findings, lesson learned, recommendations and follow up action plan.

1. Safety and Security Training

• Facilitate two-day workshop for each organization (partners in the same location will jointly join the training)
• Develop and submit training programme
• Develop and submit a training manual.
• Provide training materials for participants.
• Printing visibility materials: a banner (branding to be discussed with NEXUS before approval).
• Conduct pre and post training evaluation for participants.
• Submit a detailed training report with photographs and daily sign in sheets.

7. MANAGEMENT AND SUPERVISION OF CONSULTANCY

The consultant will report to SCI/NEXUS, with day-to-day supervision by the NEXUS Institutional Development Unit Manager and the Save the Children Partnership advisor.

8. ACADEMIC QUALIFICATIONS AND EXPERIENCE

The consultant to be engaged should have:

• At least Bachelor’s Degree in law enforcement, security management, social sciences or other related fields. Master’s Degree in any of the mentioned disciplines will be an added advantage.
• Substantial experience in development/review of policies and guidelines.
• Experience in conducting safety and security training for NGOs.
• High level of professionalism and an ability to work independently under tight deadline.
• Strong interpersonal and communication skills.
• The consultant must have strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written report.
• Demonstrated capacity to deliver in the timeline outlined.
• Fluency in written and spoken English. Knowledge in Somali language is an added advantage.
• Desired: Experience working in fragile and humanitarian contexts such as Somalia’
• Experience working with consortia (of local/national humanitarian or development organizations).

 

9. ETHICAL CONDUCT

The consultant is expected to uphold all ethical considerations throughout this exercise including adhering to Save the Children policies and procedures especially the child safeguarding policy.

10. DURATION OF SERVICE.

The assignment is expected to be completed upon mutual agreement, within 50 days from September 1 to October 20, 2021, starting from the date both Save the Children and the selected consultant signed the contract fully.

11. EVALUATION OF THE TECHNICAL PROPOSAL

The technical proposal shall be evaluated based on its responsiveness to the TOR. The following criteria shall apply:

APPLICATION REQUIREMENTS:

The following attributes are requirements for the selection of the consultant:

• Proven experience in reviews and development of security standard operating procedures or guidelines. Please attach copies of previous contracts
• Submit a Technical Proposal that clearly explains the proposed methodology/ approach, and timeframe to conduct the training.
• Submit a detailed budget for the various activities of the training.
• Submit CVs of the lead facilitators conducting the training and consultants developing the security standard operating procedures or guidelines.
