- Brief introduction
The Social and Economic Inclusion Project in Puntland, Somalia, with its focus on the economic and social integration of extremely poor Somali returnees, internally displaced persons (IDPs), and residents of host communities, builds on the graduation approach as its methodological framework. This is a sequential package of measures, consisting of social protection and the promotion of sustainable livelihoods for extremely poor households. To this end, the individual steps of the graduation approach include temporary consumer goods support, basic financial education, vocational training, seed capital, social network building and continuous coaching/mentoring of extremely poor households. To enable the Ministry of the Interior, Federal Affairs and Democratization to fulfill its mandate for the economic and social integration of IDPs, its technical capacity will be strengthened.
The project objective is: The personal, socio-economic resilience of extremely poor IDPs and residents of host communities is improved. .
SEIPP is seeking to recruit a Monitoring & Evaluation Officer who will assist in the implementation of the project.
- Responsibilities
The Monitoring Advisor will coordinate monitoring activities for the Social and Economic Inclusion of Internally Displaced Persons (IDPs) and Host Community Members in Puntland (SEIPP) project.
- He/She will be responsible for the knowledge management as well as the coordination of relevant surveys and studies.
- He/she will develop an appropriate monitoring-system, including the M&E plan to measure the level of achievement for impact, outcome and output indicators of the project and train the respective Project Officers in the implementation of the system. This includes the development of formats used to monitor the implementation of activities and achievement of indicators (partly as computerised), as well as regular site monitoring.
- Tasks
The Monitoring Officer performs the following tasks under the supervision of the Head of Project in Garowe, Puntland
- Result based monitoring
- Develop monitoring formats, partly computerised/ web based based on the logframe for SEIPP, for easy follow up of the project indicators.
- Monitor all project activities of GIZ and the implementing partners.
- Guide and train Garowe field teams in monitoring of activities based on collected and collated information and/or data.
- Coordination for regular and timely submission of monitoring documents in cooperation with the Head of Project and the Project Coordinator.
- Ensure quality of data provided by the team members and/or field officers.
- Facilitate team meetings linked to or connected with M&E.
- Planning, coordinating and documenting of meetings, workshops, seminars and other programme activities related to M&E.
- Carry out frequent M&E site visits in the field.
- Provide required inputs to the annual report to the German Federal Ministry for Economic Cooperation and Development (BMZ).
- Assist in ensuring editing and coherence of different project documents.
- Together with the project staff, support partners when they undertake baseline surveys.
- Lead/assist in designing assessments and surveys used to capture the pertinent needs of the beneficiaries.
- Facilitate annual planning/review workshops.
- Reporting on operational results
- Assist team in the documentation of monitoring information on ongoing activities for SEIPP.
- Compile success stories for SEIPP.
- Produce documents and reports ad hoc, quarterly and yearly on the status of operational results as per the project requirements.
- Prepare quarterly statistical information related to outputs for SEIPP.
- Regularly take progress photos of the project activities and file them appropriately for SEIPP.
- Coordinate/co-operate with other project staff.
- Knowledge Management
- Knowledge management, data bases on cooperation partners, general statistics and filing.
- Filing of documents on GIZ server, DMS and monitor the proper and timely documentation.
- Add relevant monitoring data to the GIZ web-based monitoring tool(s) and other databases.
- Collection and processing of information and data about the programmes measures and results for communication purposes.
- Prepare appropriate input to various programme reports and publications.
- Ensure before/during/after photographs are filed for every activity.
- Evaluation
- Assist the Head of Project and the Project Coordinator in designing, coordinating and conducting project evaluations (mid-term and end term).
- Assist the Head of Project and the Project Coordinator in conducting project data reviews for SEIPP.
- Other duties/additional tasks
- Perform other duties and tasks at the request of Head of Project
- Required qualifications, competences and experience
The technical professional should have the following qualifications, competences and experiences:
- Qualifications
- University degree in M&E or in an area that is related to the programme result areas (e.g. economics, statistics);
- At least 5 years extensive working knowledge on M&E.
Language
- Fluency in written and spoken English and Somali language
- Experiance
- Minimum 5 years professional experience working in development cooperation and in development-oriented organization(s).
- Minimum 5 years of professional experience in Monitoring and/or Evaluation in the frame of development cooperation.
- Hands on Previous experience in Puntland
- Other knowledge, additional competences
- Very good working knowledge of ICT technologies (related software, phone, email, internet), Excel and other computer applications (e.g. MS Office)
- Strong organizational and Management competences
- Gender and intercultural sensitivity, ability to provide gender-segregated data.
- Strong communication skills, good interpersonal skills and a willingness to cooperate effectively with colleagues
- Pro-active, independent and flexible attitude
- Willingness to be permanently based in Garowe, Puntland
- Eager to learn M&E within the given standards and tools of GIZ.
- Duration of the contract: 1 year with Possibility of Extension.
