Description of the Community Development and Humanitarian Network (CoDHNet) organization is a humanitarian and Relief organization founded in Somalia in 2013. CoDHNet envisions promoting a peaceful society that can facilitate social economic activities and co-existence free from poverty and conflict-committed and united towards the reconstruction and development of communities. CoDHNet mission is to promote peace and sustainable development among (agro) Pastoralist and urban communities in Horn of Africa to achieve human rights, humanitarian services through provision and equitable socio-economic empowerment that promote justice and advocacy.

CoDHNet targets vulnerable beneficiaries both in urban and rural areas on life-saving activities through emergency response, recovery, livelihoods, and developmental activities. With regards to the absence of the socio-economic infrastructure and the systems of governance and institutions which led to the collapse of livelihoods and all the basic services of many communities. The organization also focuses on to contribute to the realization of lasting peace and human development in Somalia communities and border countries with efficient and effective responses to natural and manmade disasters among the communities.

In partnership with Somali Humanitarian Fund (SHF), CoDHNet is implementing livelihood program, titled ‘Support immediate food security to the drought affected host community and IDPs in Baardheere District of Gedo Region of Somalia. The Programme department is responsible for ensuring development and implementation of humanitarian and developmental programmes in line with CoDHNet’s strategic plan.

Main Purpose of The CoDHNet is looking to recruit an experienced, highly-qualified
Role and enthusiastic professional to implement CoDHNet Food

Security response and provide overall coordination and management to the Food Security programme team in Baardheera. He/She will be is based in the field and is responsible for the day-to-day implementation of this project including monitoring, registration, and community engagement. The Programme Manager will support the technical implementation and will ensure project beneficiaries are selected with close collaboration with local authority and community elders. Also, will ensure activities are carried out according to the project work plan and budget and within time frame. The Food Security Programme Manager will ensure that food voucher transfers to project beneficiaries are distributed. He/she Organize and manage the distribution of food voucher to targeted households and supervise the food voucher transfers are distributed to the targeted beneficiaries. The Programme Manager will also prepare and implement project work plans and oversee quality control throughout its life cycle.

Key Duties & Under the responsibility of the Programme Director and with a
Responsibilities: technical liability to the Executive Director, the Food Security
Programme Manager is responsible for the timely and result-
driven programme implementation of the CoDHNet intervention
in the area. This includes, of course, excellent understanding of the
project content and expected outcomes, technical capability in food
security and support services processes and strong people
management skills.
The main responsibilities and tasks of the Programme Manager are
the following ones:
a) Project Management and implementation:
 Coordinate, plan and monitor project activities;

 Ensure the highest quality of the sectoral interventions, and the coherence between all projects, ongoing and proposed, according to the overall strategy;

 Take leadership of the project programs in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanism on site and in synergy with other CoDHNet interventions in the area;

 Formalize and develop project related operational tools and training modules;

 Project monitoring, reporting and documentation of all relevant project activities including input for monthly, quarterly and

annual reports;

 Provide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum CoDHNet and donor requirements.

b) Program development and strategy:

 Representation of CoDHNet and active participation in sectoral and relevant sub sectors/working groups such as the food security cluster;

 Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programs;

 Drive the development and growth of the relevant programs within the CoDHNet program objectives and feed into country-wide strategy development.

c) Accountability and reporting:

Guided by the CoDHNet Programme Handbook, continuously monitor and develop relevant accountability initiatives within relevant project program as well as
strengthening the effort to document the impact of activities;

 Ensure compliance with internal and external reporting requirements including procurement.

d) People Management (if relevant):

 Lead and manage project staff members including coaching, ensuring coordination, recruitment, and capacity development;

 Provide on the job training as much as required and adapt
trainings/coaching to specific staff needs.

In addition to the above, the Food Security Programme Manager may be asked to carry out other duties requested by the Programme Director or the Executive Director.

Essential  Bachelor’s Degree in Social Sciences, Business
requirements: Administration or any other related field;
 Minimum 3-5 years of experience in NGO projects;

 2 years’ experience working on food security programming

 At least 3 years’ experience with people management

 Capacity to design and implement a market assessment

 Previous experience working in a complex emergency

context
 Full professional proficiency in English

 Excellent writing and editing skills for external audiences (including governments and donors)

 Experience in producing high-quality technical material (training material, programme tools, proposals, strategic documents etc.)
 Experience working with Monitoring and Evaluation

Terms & Conditions 7 Months contract.

  • The employee shall follow CoDHNet instructions on safety, Regulations confidentiality and ethical guidelines, including the Code of  Conduct and the Humanitarian Accountability Framework
  • Employee should not engage in any other paid activity during the CoDHNet contract period without prior authorization
  •  Employee should not engage in any activity that could harm
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to CoDHNet after the end of the contract period or upon request
