TRANSLATION CONSULTANCY – COMMUNITY ACTION AND ADAPTATION PLANS (CAAPs) FROM ENGLISH TO SOMALI LANGUAGE
BACKGROUND
The Somalia Resilience Programme (SomReP) is a consortium of seven international non-governmental organizations (INGO). SomReP works to enhance the resilience of chronically vulnerable households, communities and systems across Somalia. Droughts in 2006 and 2008, followed by a devastating drought and famine in 2011 and the current drought in the region have helped highlight the weak human and institutional capacity, lack of effective policies and regulations at the government level geared toward supporting Somalia’s vulnerable populations and the increasing fragmentation and instability in the country.
The Somalia Resilience Program (SomReP) is an ambitious approach to tackle the challenge of recurrent droughts—and the chronic vulnerability among pastoralists, agro-pastoralists, and peri-urban households in one of the poorest countries in the world. SomReP is being implemented through a consortium of 7 INGOs (ACF, ADRA, CARE, COOPI, DRC, Oxfam and WVI) with the Technical Unit housed under World Vision Somalia for the coordination and provision of technical support/direction to the program. These seven international organizations have deep experience in Somalia and jointly aim to build resilient households and communities across Somaliland, Punt land and South-Central Somalia using their own potential and abilities other than depending hand-outs. This approach was adopted to foster synergies on approaches and best practices by different members to better support the communities.
SomReP would like to engage a qualified and dynamic consultant to provide translation services from English to Somali language to its 147 CAAPs developed from all our implementation Districts as shown in the table below.

The consultant will translate Community Action and Adaptation Plans from English to local Somali language, cognizant of the dialect differences among the Somali people.
OBJECTIVES OF THE ASSIGNMENT
The main purpose of the consultancy is to provide translation and editing of Community Action and Adaptation Plans (CAAPs) from English to Local Somali language.
Duties and Responsibilities:
· Translate the CAAP English content into the Somali language;
· Share the draft translation with SomReP partners
· Incorporate suggested changes to the translation
· Ensure accuracy of terms and terminology used in CAAP documents
· Ensure translation is technically, linguistically and grammatically correct with no errors.
· Ensure proper design and layout of the translated CAAPs ready for printing to be distributed to the communities
· Submit the final translated CAAPs in soft copy to SomReP Technical Unit
Competencies and skills
· Degree in Linguistics, Political science, Climate Change and DRR, Communications, International relations/ Journalism, or related areas;
· Excellent command of written and spoken Somali at a native or near-native level.
· Excellent command of written and spoken English
· At least three years of translation experience in the relevant area.
· Demonstrated good understanding of technical terms used in areas of Disaster Risk Reduction and Climate Change, gender, Community Development
· A keen eye for spotting errors, inconsistencies and typos in documents and graphic works;
· Proven skills in translation and interpretation from Somali and into English and vice versa;
· Excellent communication skills in both Somali and English.
Evaluation Criteria
The Selection of the firm will be made based on cumulative analysis (i.e., mandatory requirement and technical qualifications as follows:
MANDATORY REQUIREMENTS
Ø Provide a certified copy of business registration(company/organization)
Ø Provide a certified copy of tax registration
Ø Provide information on ownership structure – name of directors/owners of the company(company/organization)
Ø References including names and contact information from previous clients who can be contacted regarding relevant experience in translation of documeents (At least three)
Ø Successful bidder will be required to sign World Vision Supplier Code of Conduct form
Technical Evaluation
Applicants need to clearly articulate on the following, but not limited to: -**
· A cover letter outlining the suitability of the consultant in undertaking the translation and summarizing relevant experience (Not exceeding one page)
· Consulting firm profile (Not exceeding one page)
· Up to two page statement of capability (referencing the selection criteria) and the approach to be take in undertaking this assignment
· Clear work plan including time frames for translation of the 147 CAAPs (One page)
· Detailed CVs of key personnel (including any formal qualifications) should be provided
Financial Evaluation
· A financial proposal with a detailed breakdown of costs quoted in USD. Applicable tax amount must be clearly stipulated and separated from the base costs.

· Credit Period
Financial proposal should not be part of the technical proposal; it should be a separate document.**
Submission of Proposals:
Interested individuals and firms should submit their proposal accompanied with a cover letter, in English and by email to somo_supplychain@wvi.org on or before 8th September 2021.
Proposals should be submitted in three distinct/separate attachments, namely Mandatory Requirements, Technical Proposal and Financial Proposal (Bidders who will combine both technical and financial proposals shall be disqualified)
Email title should be; – Translation Consultancy – Community Action and Adaptation Plans (CAAPs) – Somali Resilience Program
Bids received after deadline shall not be considered.
