INVITATION TO TENDER FOR PROVISION OF GROUP MEDICAL INSURANCE COVER FOR STAFFS.

Centre for Peace and Democracy (CPD) is a Non-governmental organization (NGO) started in 2003 and registered in Somalia with the Federal Government and various Regional authorities in areas it operates. The organization has 4 operational offices namely in Mogadishu City, Adaado Town, Galkayo South and Hobyo town in Galmudug State.

Centre for peace and Democracy is inviting tenders from eligible service providers including insurance and brokerage firms who shall:

  1. Administer the self –funded outpatient medical scheme
  2. Administer the insured inpatient medical scheme
  3. Dental and Optical cover
  4. Maternity cover.

The successful company shall initially insure 13 national staffs this may be increased as more staffs are brought on board.

Below is a summary of staff’s number and their family size;

Please provide:

  • Table of benefits for each Family Size indicating the cost of each insurance service category; Impatient, outpatient, dental, optical, and maternity cover in detail – Prepare your own table for these benefits.
  • Share company general and specific terms, service exclusions and condition
  • List of panel hospitals and their locations.
  • Show options of cover if in existence.

All interested medical service providers are hereby required to meet the following minimum set of conditions: –

  1. Valid Business permit & Registration Certisficate, possess a valid registration or operating license, permits from designated government bodies/authorities in Federal and Federal Member States.
  2. The insurance firm Profile that presents a documented evidence of experience and knowledge indicating the company has undertaken services of similar nature for the past 3-5 years. In your profile please include the area of coverage and list of current existing clients being served.
  3. Bank statementor financial commitment letter– insurance firm should present a dully signed statement confirming that the insurance firm is financially in good position and able to pre-finance project work as it is necessary.
  4. A local known address and contact information of representative if the insurance firm at Federal and Federal state members.
  5. Tax Clearance Certificate: a valid tax clearance letter from relevant authorities
  6. The bid, as well as all correspondence and documents relating to the bid shall be written in English.
  7. All quoted prices shall be in USD currency
  8. The Centre for Peace (CPD) determination of a Bid’s validity is to be based on the contents of the bid itself, which cannot be corrected if determined to be invalid. A valid bid is one that complies with all the terms, conditions, and specifications of the Bidding Document, without deviations or omissions.
  9. Centre for Peace and Democracy (CPD) may, at its discretion, ask any Bidder for a clarification of its Bid. The Centre for Peace and Democracy (CPD)’s request for clarification and the response shall be in writing
  10. All pricing shall be guaranteed not to increase, based on an order placed within the proposal due date and intended for delivery in accordance with the specified delivery schedule.
  11. CPD reserves the right to accept or reject the whole or part of your quotation based on the information provided. Incomplete quotations, which do not comply with our conditions, will not be considered.
  12. Bidders may be requested to formally present their bid proposal to CPD in order to clarify any questions or queries regarding their bid offer.
  13. Confidentiality: CPD agrees to maintain in confidence and not disclose, reproduce, copy any materials, documentation or specification which are provided to CPD hereunder. CPD shall take all reasonable steps to ensure that its employees, agents, and sub-contractors are bound by the same obligation
  14. All suppliers doing business with CPD should maintain high standards on ethical issues, respect and apply basic human and social rights, ensure non-exploitation of child labour, and give fair working conditions to their staff.
  15. Quotes will be rejected if any illegal or corrupt have taken place in connection with the award.
  16. CPD aims to purchase products and services that the minimum environmental impact.

How to Apply

All eligible insurance firms are required to send all the above documents to CPD latest on 8th September 2021, 2:00 PM. (East Africa time).

Bids must be delivered in plain sealed envelopes and deposited in CPD offices: Mogadishu and Adado. Late bids will be rejected.
