Background
The United Nations Human Settlements Programme, UN-HABITAT is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-HABITAT helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live in with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.
The UN-HABITAT Somalia Programme has been implementing projects in Somaliland for more than 25 years and is active in the areas of local governance, including land governance, geographic information systems applications, participatory urban planning, environmentally sound urban infrastructure and basic service delivery, local government financing, and shelter construction, rehabilitation and reconstruction. Land governance and tenure activities are implemented within UN-Habitat core programs.
DUTIES AND RESPONSIBILITIES
Under the overall supervision of the Head of the UN-HABITAT Hargeisa Office, the HSO in charge of relevant durable solutions programs, and direct supervision of the Legal specialist, the land governance specialist is expected to perform the following duties:
JPLG Program activities
- Provide technical backstopping on the implementation of UN-Habitat-MoPWL&H agreement to strengthen the capacity of Ministry in urban planning, housing and land governance in Somaliland.
- Provide technical support to the Ministry of Public Works on the development of housing needs assessment in Somaliland JPLG districts
- Assist Ministry of Public Works in selecting components of urban regulatory frameworks and in consultation with other relevant stakeholders
- Provide guidance to the State and local government in providing technical support to the operationalization of Hargeisa urban vision and plans to achieve anticipated results and outcomes;
- Facilitate activities to promote local governance coordination and cooperation of mandated institutions at state and local government level;
- Provide coaching and mentoring to the MoPW and relevant authorities on the proper implementation, compliance, delivery and reporting of the agreement of cooperation
- Increase the effectiveness and ensure timely actions of UN-Habitat JPLG activities through regular consultations and follow-up with local partners
- Contribute efforts to assist transition and engage with the newly elected local councillors and mayors to build on the new momentum
- Promote strong local ownership of activities and outputs under program partnership
General Programme
- Liaise with other UN-Habitat staff to ensure full and timely support to UN-Habitat consultants under the Land Governance component, when relevant
- Work closely with National Programme Officers in the field for effective program implementation
- Report in a timely fashion to the UN-Habitat Nairobi Office, the financial and programme activities related to UN-Habitat Land Governance component
- Provide inputs to the formulation of project proposals and concept notes
- Backstop the preparation and implementation of UN-Habitat Annual Work Plans, Terms of Reference for staff and implementing partners, and organization of seminars/workshops related to the UN-Habitat program
- Contribute to the monitoring and evaluation of UN-Habitat land programmes and projects, concerning the effectiveness and impact of the land programme through networking with partners, field visits, document reviews, preparation of reports, identification of problems and issues and proposal of addressing problems and propose improvements and changes as required
- Any other related tasks as assigned by the Land Programme Manager and senior managers.
Work implies frequent interaction with the following: Counterparts, representatives and officials in national and local governments, officers and technical staff in the Somalia Programme, within UN-HABITAT and other UN agencies, nongovernmental organizations and local and international consultants.
QUALIFICATIONS
Education
Master’s Degree in Law, Public Administration, or other relevant field. A first level university degree in combination with additional four years of relevant experience may be accepted in lieu of the advanced university degree.
Work experience
5 years of working experience in land and policy related areas. Proven knowledge/experience in land law and land policy formulation processes is strongly required.
Proven experience in working with local authorities, community representatives and other development partners. Substantive knowledge in development issues in general and gender mainstreaming is desirable
Languages
Fluency in English and Somali (written and spoken) are strongly required.
