OVERVIEW OF THE POSITION

The Federal Government of Somalia’s National Development Plan (NDP) 2020 – a Government driven plan outlines a set of milestones that the Government was committing to reach in preparation for elections in 2024. The milestones were centred on a several major strands of work for achieving inclusive politics and they are as follows:

  1. Finalizing the Constitutional Review Process (CRP) and a Subsequent Referendum
  2. Completing Federalism
  3. Preparing and steering democratic elections in 2020/2021 and 2024 that go beyond the existing clan-based power-sharing political system
  4. Conducting comprehensive reconciliation process
  5. Capacitating Government Institutions both Federal and state levels.

The Ministry of Interior & Federal Affairs and Reconciliation (MOIFAR), is mandated to play a leading role in advancing work in these areas, especially strands 2, 3, 4 and to some extent to number 5 which is cross cutting priority strategy. The challenges that facing the Federal and State Governments are enormous which can be summarized as follows:

  • Lack or poor physical infrastructure, equipment and the institutional memory of the most of government agencies and ministries.
  • Lack of clarity on the mandate and functions across Federal and State Government institutions and between the federal and subnational levels of government.
  • Inadequate human capital investment, which in turn pose a major challenge across the whole spectrum of government institutions.

Thus, the Federal Government of Somalia faces significant capacity encounters – at the individual, organizational and institutional level – in implementing its mandate and requires institutional support to roll out different reforms. While an overall Federal public sector structure has been established, this structure remains volatile. The management of the five ‘core of government’ work-processes (policy formulation, planning, budgeting, execution and regulatory oversight & enforcement) as well as key supporting functions (like HRM, performance management, M&E, legal development, archiving, and procurement) remains feeble.

The Reconciliation and Federalism Support Project (2018-2021) (hereon referred to as REFS) has been developed in response to, and aligned with, the highest priorities of the National Development Plan (NDP), particularly as set out in Chapters II and VI. The REFS Project aims to support the Federal Government of Somalia (FGS) and the Federal State Administrations in achieving the Policy Priorities (PP) of the NDP. The REFS contributes to the goal of Inclusive Politics pillar that aims to “Achieve a stable and peaceful federal Somalia through inclusive political processes and effective decentralization”.

OBJECTIVE OF THE ASSIGNMENTS

The overall objective of the assignment is to advise on the federalism issues with the Ministry in general. However, the advisor will be particularly attached the Department of Federalism in order to provide the necessary technical support it urgently needs.

TERMS OF THE WORK

  • Provide advice to the Minister, of building and develop Federalism and reconciliation implementation strategy.
  • Support MOIFAR and Federalism and Reconciliation Directorates towards Federalism and Reconciliation processes
  • Develop coordination process between FGS and FMS on developing Federal mechanism and building trust between FMS and FGS and also peacebuilding processes.
  • Ensure the development detailed annual action plans in support of the Ministry’s priorities, defining setting existing and planned activities, roles and responsibilities of different actors, timelines, and required policies
  • Developing work plans, preparing concept notes and Monitor the project work plans, project effectiveness and achievement of results and provides inputs to the Strategic Results Framework and Results Oriented Annual Report;
  • Lead and coordinate the preparation, review and finalization of MOIFAR Federalism and reconciliation strategy, conferences, associated meetings and research,
  • Participate in all internal and external (coordination) meetings representing the project
  • Improves/establishes communication and coordination mechanisms and procedures amongst the various stakeholders
  • Actively participate in the strategy meetings, giving expert level technical guidance where and when required;
  • In close consultation with team leader and other relevant units of the UNDP/UNSOM, contribute to the elaboration of budgets for all activities in the programme portfolio and the continuous monitoring of project work plans
  • Ensure integrity of financial and administrative operations in the project through oversight of financial and budgetary aspects of the projects.
  • Remain abreast of conceptual basis and technical advancements for programming, more specifically in the conceptual areas related to reconciliation, peace building and state development;

EXPECTED OUTCOMES

  • An overarching framework and implementation strategy for federalism with well-defined REFS project output indicators
  • The Federal administrations are better managed, more organized, more capable, more accountable and responsive for delivering services”. In addition, it is expected that there will improve coherence in the international community’s support for developing the federal system and public administration of Somalia.
  • Developed reconciliation and federalism Implementation work plan with supported the roll out of the Federal strategy.
  • A stable and peaceful Somalia, where citizens freely engage socially, economically and politically, and where conditions are met for a sustainable improvement in the quality of life. ”

REQUIRED SKILLS AND EXPERIENCE

Academic Qualifications:

  • Master’s Degree in International Affairs, Public Policy, Public or Business Administration, Communication, Political Science, Social Studies, Conflict Resolution or related field.

Experiences:

  • Demonstrated knowledge of Federalism, Reconciliation and local administration context of Somalia.
  • Minimum 10 years’ experience in project planning and management, coordination, and/or other relevant experience.
  • Minimum 10 years’ experience in advising government / public sector institutions’ capacity development and decentralization process.
  • Experience of negotiating with high-level personnel in government institutions and external agencies preferably in Somalia.
  • Demonstrated experience in developing project documents and work plans.
  • Demonstrated ability to produce comprehensive reports and project analysis.
  • Experience with delivering projects in a post-conflict environment and willingness to work in a potentially high-risk security environment.
  • Capacity to dialogue with high-level political and administrative officers diplomatically and sensitively.
  • Demonstrated knowledge in the cross-cutting themes of capacity development and gender;
  • Political analysis skills and reporting is an asset.
  • Familiarity of MOIFAR’s work procedures would be an advantage.

Language requirements: Fluency in written and spoken Somali and English.
