This position is advertised open to internal and external applicants. Operational Context:

The position is based in Mogadishu and travel to the field locations to support the sub-national coordination mechanisms and to monitor the camp coordination and camp management (CCCM) interventions is required. Ministry of Humanitarian Affairs and Disaster Management (MoHADM) is the line ministry of the CCCM cluster at the federal level and a focal point is designated to coordinate with the cluster. The CCCM cluster is co-led by UNHCR and IOM.
The cluster activities include establishing and/or support community governance structures with capacity building activities, site maintenance and improvement activities, establishment of site-level inter-agency complaints feedback mechanisms, communication with communities activities aimed at providing humanitarian information to all members of the IDP community, building the capacity of government focal points and local authorities. There are sixteen CCCM cluster partners and there are nine sub-national working groups that are led by the international NGOs as well as by the UN agencies.
Under the direct supervision of CCCM Cluster Coordination Officer, the Assistant CCCM Cluster Coordination Officer will assist the cluster in performing its coordination tasks. The incumbent is also expected to provide technical support to UNHCR Somalia in planning, implementing and monitoring of CCCM activities.

Roles and Responsibilities:

A. Coordination, training and capacity building
– Provide guidance to the sub-national focal points in the field.
– Assist in the preparation and dissemination of cluster standard guidelines, tools and documents.
– Promote and support efforts to strengthen the capacity of the national authorities and civil society.
– Put in place and train the sub-national focal points in the general coordination tasks and the use of the standard tools/templates.
– Provide trainings in the field to conduct joint needs assessments, mapping exercises and other standard Cluster tools.
– Assist in the field assessments including Detailed Site Assessment (DSA) and Comprehensive Site Assessment (CSA).
– Assist in the analysis of the assessment findings to inform Humanitarian Needs Overview (HNO).
– Provide support to the National Cluster in organizing the cluster meetings, workshops and capacity building sessions.
– Analyse the data collected through site verification and service mapping exercises for identifying gaps in their respective sites of implementation.
– Coordinate with partners to establish, strengthen and monitor an effective, transparent, representative site governance system including coordination of camps service provision and other defined activities.
– Coordinate activities of various actors providing assistance and support effective referral mechanisms within the sites.

B. Implementation of CCCM related activities
– Engage in planning, implementation, monitoring, and reporting on CCCM activities for UNHCR Somalia Operation.
– Promote synergies among Protection, S/NFI and CCCM Clusters in key areas such as HLP (Housing, Land, and Property) especially in urban areas including Mogadishu, Kismayo, Baidoa, and Hargeisa.
– Provide guidance and support to partners in the implementation of their CCCM projects.

C. Advocacy
– Identify core advocacy concerns for the CCCM Cluster through consultative processes with the sub-national focal points and with other stakeholders.
– In collaboration the CCCM Cluster Coordination Officer, assist in developing joint cluster/ inter-cluster advocacy messages.

D. Reporting and information management
– Ensure timely reporting on the capacity building initiatives and from each mission.
– Follow up and monitor SHF, CERF funded proposals under the Somalia CCCM Cluster.
– Implement adequate monitoring mechanisms for effective CCCM monitoring at field level together with the sub-national focal points, inclusive reviewing the impact of the CCCM Cluster initiatives and progress against implementation plans.
– Support to the development of information management products related to CCCM cluster.

Essential Minimum Qualifications and Professional Experience Required
– Undergraduate degree (equivalent of a BA/BS) in Law, Political Science, Economics, International Relations, Business Administration, Social Science or related fields.
– Minimum 4 years of relevant professional work experience including experience of working with the UN/International Organizations.
– Knowledge of CCCM and protection technical guidelines and standards.
– Computer skills (MS Office and internet).
– Experience of working with local NGOs in the field of service delivery and assistance.
– Understanding and experience of the Cluster system and the role of OCHA.
– Good knowledge of verbal and written use of Somali and English languages including skills in reporting.

Desirable Qualifications and Competencies
– Demonstrated experience in cluster coordination, IASC guidelines and protection principles.
– Applied knowledge in UNHCR mandate, its policies and priorities in relation to IDPs and CCCM.
– Demonstrated expertise in program management and reporting requirements.
– Knowledge of additional UN languages.
– Knowledge of English and Somali language.
