Consultancy to Conduct External Evaluation of the project “Health, Education and Agricultural Livelihood Support in Balcad, Mogadishu and Beledweyne”. – Somalia (HEAL 1 & II)

  1. PROJECT BACKGROUND AND CONTEXT

Islamic Relief Somalia (IRS) is a non-profit relief and development charity organization that envisages a caring world where people unite to respond to the suffering of others, empowering them to fulfil their potential. Islamic Relief Somalia has been responding to the needs of drought and conflict affected people through provision of life saving assistance. It provides immediate humanitarian relief and long term sustainable development.

IRS’s integrated approach to livelihoods programming combines long-term sustainable livelihoods development with resilience building to recurrent crises to reduce chronic vulnerability and promote more inclusive growth in areas of recurrent crisis whilst building people’s economic, social and political power. This will enable them shape the structural factors affecting their livelihoods. IRS strategic plan of 2018 to 2022 is contributing to the Social and Human Development Pillar of the Somalia National Development plan 2017 to 2019 which aims at ensuring that people in Somalia has an improved humanitarian situation through investment in social and security services.

IRS works in seven main programmatic sectors in Somalia targeting vulnerable communities mostly in rural and remote underserved areas, and IDP camps. The sectors are 1) Food Security & Livelihoods; 2) Health; 3) Water, Sanitation and Hygiene; 4) Child Welfare; 5) Education; 6) Humanitarian Relief; and 7) Seasonal Programs (Ramadan, and Qurbani). IRS is currently implementing more than 13 projects across the three main field offices, in South Central, Somaliland and Puntland.

In 2019 – 2020 IR Somalia implemented a project Health, Education and Agricultural Livelihood (HEAL–I) the project supported health facilities, school in Balcad district through training and giving incentives to teachers and delivery of teaching materials supporting farming households in and around Balcad with provision of irrigation water pumps distribution, installation of solar water pumps and construction of Net House, a low-cost agricultural technology that will help increase food production. The current project Health, Education and Agricultural Livelihood Support in Balcad, Benadir & Beledweyne – Somalia (HEAL–II) will end in December 2021 having supported primary health care services, farming household school facility in Balcad.

Both projects were funded by IR Canada where HEAL –II expected the following outcomes:

  1. Increased primary health services access for the underserved communities in Balcad, Daynile and Bondhere Districts.
  2. Increased access to improved sanitation and hygiene practices through construction of culturally appropriate latrines and solid waste management structures.
  3. Increased productivity and incomes for farmers in Beledweyne and Balcad districts through construction of improved shelter and flood management.
  4. Increased educational support and teacher and student investment for Balcad community

The Final Evaluation will use both quantitative and qualitative methods to ascertain the impact of the project. It will also assess what factors enhanced and/or limited achievement of project targets as well as documentation of the results achieved and lessons learned for future programming.

The overall objective of the task is to measure and evaluate HEAL – I & II projects in three locations Balcad, Benadir, Beledweyne and recommend for future actions. Project will be evaluated based on the implementations of the activities, project reports and evaluation criteria will include overall achievement, relevancy, efficiency, effectiveness, sustainability and impact. Following are the specific objectives of the evaluation:

  • Measure the overall achievement of its implementation against the log frame (project Goal, objectives – outcome and outputs) and the baseline, set target in each expected results of the project.
  • Analytical report that addresses: effectiveness, efficiency, relevance, potential impact, replicability and sustainability of the project
  • Review the appropriateness of project strategies, approaches, partnership, and implementation mechanism for effective delivery of the project.
  • Identify and document the good practices, approaches and technologies used in the project which can be replicated elsewhere.
  1. PRINCIPLES FOR CONDUCTING THE EVALUATION

The evaluation will be undertaken subject to the following principles:

  • Utility: The evaluation will be used to improve the performances, program and processes being evaluated for instance IRS will implement all recommendations to the greatest extent possible and within agreed deadlines.
  • Feasibility: The evaluation will be carried out in the most feasible, practical and cost-effective term and within the context of the prevailing political and security conditions in the areas of the evaluation.
  • Propriety: The evaluation is about determining the feasibility and usefulness of the data collection exercise and the utility of the resources and inputs.
  • Technical adequacy: The evaluation must be carried out with technical skill and humanitarian program development
  1. CRITERIA AND SCOPE OF THE EVALUATION

As per the agreements stipulated in the project document the Islamic Relief Somalia will, in consultation with the IR Canada, facilitate an external evaluation to determine the extent to which the HEAL-II project has achieved the defined objectives. Ultimately, the evaluation will attempt to assess the success of the project to date and provide lessons learned on the aggregation and consolidation of various activities to generate information data at national level in area interventions. The criteria to be used to determine this are practicality, efficiency in the utilization of resources, sustainability, relevance and impact.

The evaluation is required to address the following areas:

  1. Project outputs:
  • Assess the project activities and outputs of the project and evaluate the major achievements verses the work plan and determine the extent of the results achieved.
  1. Project outcomes:
  • Assess the outcome of the HEALII project within the component of the project such Health, Food security & Livelihood, WASH and Protection against the targets established in the project document.
  • Examine the extent to which stakeholders, beneficiaries and IRS partners have utilized the Project data.
  1. Project implementation:
  • Review the project implementation arrangements, including the timeliness of outputs and use of resources.
  • Identify the main factors that may have contributed to or constrained progress towards the achievement of outcomes, such as improved access to WASH, Livelihood, protection and health services among communities affected by crisis in project areas Beledweyne, Balad and Mogadishu.
  • Assess the degree of stakeholder and beneficiary involvement in the project process and identification.
  1. Recommendations:
  • On the basis of the overall evaluation identify lessons learned and possible areas of programme development and expansion.
  • Make recommendations of the anticipated HEALIII project to improve implementation modalities with the view to improvement of data collection, verification and presentation.
  • Assess information-gathering criteria and make recommendations so as to improve relevance and utilization of project information.
  1. MANAGEMENT, REPORTING PROCEDURES AND SUPERVISION

Islamic Relief Somalia will undertake the responsibility for guiding the consultancy and will commission the recruitment of a consultant to undertake the assignment. The consultant will be recruited in consultation with the IR partner and IRW and in accordance with the IRS standard procedures for international consultants. IRS will provide logistical support to the consultant in the areas of administration and security.

The consultant will report to the IRS MEAL Coordinator, Area Manager and Country Director. for Somalia Watching brief for the day-today and technical matters relating to the different components of the assignment. He/she will work in close collaboration with the major stakeholders, particularly the IRS Country Office, the major data gathering project stakeholder such as visiting to Mogadishu MCH sites and Project Sites (Balad and Benadir) for consultation, assessing with evaluations and meeting other stakeholders and beneficiary communities at field level and the beneficiary communities.

  1. TIME FRAME

The proposed consultancy will last for 4 weeks, commencing as soon as possible.

Tentative timetable

Consultations with IRS and other stakeholders in Mogadishu and Beledweyne 5 Days
Visit to Mogadishu MCH sites and Project Sites (Balad and Benadir) for 10 Days
consultation, assessing with evaluations and meeting other stakeholders and

 

beneficiary communities.
Finalizing  report  and  further  consultations  in  IRS  Mogadishu  Office, 5 Days
including presentation of findings for IRS and IRS partner.
Total 20 Days
The deadline of the submission to expected on 5th November2021.
  1. Methodology

As part of assignment, consultants’ firms/companies will provide a detailed planning on his/her proposed methodologies based on these Terms of Reference. Islamic Relief Somalia will review the planned methodologies proposed by the evaluator and provide feedback before the evaluation process begins.

  1. Mixed qualitative and quantitative methods are required. Methods can be determined together with an evaluator, but finding stories of change as well as validation of outputs in the log frame is mandatory.
  1. Field work (collecting data) is preferable if possible with the existing COVID-19 restrictions and PPEs.
  2. QUALIFICATION

The consultants’ firms/companies should have higher technical expertise in Statistics or a related field, and a minimum of 10 years’ experience in collection and dissemination of national/regional evaluation assessments and capacity to the evaluations. Familiarity with collection and compilation of humanitarian expertise in a conflict and post-conflict development environment is useful. Working experience of Somalia is much preferred. Fluent spoken and excellent written English is essential.

  1. REMUNERATION AND TERMS OF PAYMENT

The consultants will be paid in accordance with IRS standard contract rates as applicable for international/ National consultants firms

  1. CONDITIONS OF WORK

The consultant will work under the direct supervision of the MEAL Coordinator and Area Manager for the IRS and HEALII project holder. He/she will work both in Mogadishu and Balad and Beledweyne to achieve the above-mentioned tasks.

IRS will support and Consultant will facilitate their own travel to project sites, as well will responsible to their own administrative, logistics and facilitate security related issues of the consultancy firm.

  1. OUTPUT OF EVALUATION

The consultant is expected to produce a report covering the evaluation findings and recommendations (Approximately 20-30 pp.). The consultant will be asked to present findings for IRS and partners and possibly for donors at the conclusion of the assignment.
