Terms of Reference (TOR) of Media Production

Consultancy:	Production of Video Documentaries for Shaqodoon’s EU RESTORE/ SIDA Project in Somaliland and Puntland
Locations of the assignment:	Hargeisa, Lasanod, Garowe and Bosasso

Background

Shaqodoon Organization has strong and complementary experiences working with the IDPs, Refugee Returnees, and Host Communities, especially with the underprivileged youth and women in Somalia and Somaliland. Shaqodoon Organization has been operational in Somalia since 2011, implementing programs in youth employment and investment, entrepreneurship development, SME/business development services (BDS), and creating sustainable livelihoods and most of all implementing technology for development initiatives. Over the last years, Shaqodoon is engaged in social mobilization and economic development for communities and has taken approaches for state buildings that leverage local processes of mobilization of resources to build social cohesion and trust between citizens and government authorities. To deliver on its mandate and achieve its mission goals, Shaqodoon is taking new development strategies to create new partnerships, new approaches to serve its clients and target communities, and exploring various resource mobilization opportunities.

Since 2019 Shaqodoon has been implementing the EU-RESTORE project in Somaliland and Puntland. The project was intended to strengthen the resilience of vulnerable households and communities in Maroodijeeh, Sool, Togdheer, Sanaag, Bari and Nugaal regions of Somaliland Puntland.

Shaqodoon’s project component intended to:

1. support marginalized youth migrated from the drought-affected target rural locations of the projects through provision technical skills, entrepreneurship training and investment to access self-employment or establish their own businesses
2. Promote crowdfunding mechanism for co-financing of community projects identified by the communities through CAAPs and
3. Set up community feedback and response mechanism that handles beneficiaries’ feedback to improve accountability level and beneficiaries’ engagement of the project.
4. Purpose of the services

The consulting company is expected is to capture, record and produce short videos and high-quality photos about the success and the achievements of the project on entrepreneurship/investment, digital skill training and community crowdfunding in Hargeisa, Lasanod, Bosaso, Garowe.

3. Scope of the consultancy

The scope of the work is included in the following. But are not limited to:

• Travel to the project locations (Hargeisa, Lasanod, Bosaso and Garowe)
• Interview beneficiaries and capture their testimonies
• Interview with the project management team, stakeholders, services providers and partners to better understand the program
• Prepare detailed work plans and scripts of the videos
• Capture, edit and produce videos and photos and incorporate any suggested comments before submission of the final
• Use Shaqodoon and the donors’ logos (EU, SIDA, SomRep) for the final production
• Provide all captured row data (videos and photos)
• The following areas will be prioritized in the production:
• Documenting the successful community crowdfunding projects in Sool, Togheer and Bari
• Documentation of the impact of entrepreneurial training and access to financing (both grant and loan from banks) on selected youth in Maroodijeeh, Laas’anod, and Garowe.
• Documentation of the impact of digital skills provided to youth in Hargeisa and Garowe.
• Consultant/firm will collaborate and consult with project committees, local authority, Shaqodoon’s program manager and communication specialist to review the project documents.

4. Expected Deliverables

The consulting firm is expected to submit the following:

• Production
• 3-minutes documentary video highlighting the most successful model crowdfunding projects (with English subtitles)
• 4-minutes documentary video highlighting the impact of entrepreneurship training and access to finance for selected youth in Hargeisa, Garowe and Laas’anod (with English subtitles)
• 3-minutes video documentary on the impact of digital skill on youth in Hargeisa and Garowe (with English subtitles)
• Photography

20-25 High quality and well-captioned photos shared on a google drive or WeTransfer link

• Media Placement

The consultancy company will support Shaqodoon organization in the dissemination of these products through local TVs in project target areas and connect social media evangelists.

• Reporting

The media consultant/firm will report to Shaqodoon program manager and communications specialist for better planning and get approval to proceed with production plans.

5. Qualifications and Requirements

The media consultant/firm must:

• Be registered in Somaliland or Puntland (If firm). An individual consultant can also apply
• Has at least a minimum 5 years of experience in producing video documentaries
• Excellent video capturing, editing and photography and interviewing skills
• Has good relations and established cooperation with the media
• Leaders in innovative communications and marketing techniques.

6. Contractor Travel

The media consultant/firm identified for this work assignment will be responsible for all the travel and accommodation costs.

7. Submission
