| Overview of position | The Resilient Fisheries and Livestock value chain for inclusive and sustainable growth in Somalia – (RAAISE Growth in Somalia) project is funded by the European Union within the Integrated Local Economic Development (ILED) Programme. The ILED programme will contribute to stability in Somalia by extending state authority and services, promoting local reconciliation and peacebuilding, creating economic opportunities and protecting the most vulnerable. The RAAISE Project will focus on enhancing incomes and livelihoods of beneficiaries through focused interventions improving production, marketing and institutional capacity building in both livestock and fisheries sectors. The Project will follow the overall geographic approach to programming involving four corridors (Somaliland, Central North, Shabelle and Juba River).
One critical component of the project is to strengthen the capacity of the Ministries (at Federal and State levels) to deliver services to the sector in line with the modernisation and development agenda of the country – the Ministry must transition form an old-fashioned state focused bureaucracy into an agile force for change able to support and facilitate the expansion of the private sector and foreign markets as well as they can with internal policy and legal issues. The appointment of the Senior Technical Advisor to the FGS is one step on that road to change and is fully in line with the project goal of market-lead value chain development, promoting jobs and improved nutrition. The post holder will deliver high level technical and policy advice to the Minister and his senior team on a range of fishery related topics more specifically related to the development of the fishing industry, the development and promotion of standards for fisheries hygiene and sanitation to match the export requirements, fisheries value chain development and strengthening and, fisheries policy and legislation. Although the bulk of the work will be carried out at the main office of the MoFMR in Mogadishu, travel to the field and particularly the Member State offices will be required. |

| Role objectives | 1. Support the MoFMR to identify the potential activities of fishery industries that contribute to creating more job opportunities for the youth in close communication/collaboration with FAO and donors team other concerned ministries;
2. Provide technical inputs to the fishery sector policy/development plans, including the human development plans for the fishery sectors, which would be prepared by the line ministries from the view point of the development of promising industries in order to create more job opportunities for the youth; 3. Support dissemination, finalization and validation process for the National Fisheries Policy; 4. Provide technical guidance to the Ministry team developing the Fisheries Master Plan in collaboration with FEDERPESCA; 5. Collect and analyze necessary information for Fisheries Quality activities and share it with Ministry and FAO particularly in terms of Fishery sector’s industry development, Fishery technology and market promotion; 6. Develop training modules and collect or prepare training materials to support the two key training programmes to be offered by the Ministry: a. Fisheries hygiene and quality control – the HACCP approach b. Fisheries Value Chains in Somalia – description and development of strengthening interventions; 7. Deliver training in Fisheries Value Chains to the RAAISE Fisheries Value Chain Working Group in Mogadishu and training for HACCP for Ministry teams; 8. Contributes towards the design, planning and organization of knowledge management as well as knowledge sharing activities; 9. Support the preparation of the FMP and specifically to lead the drafting of the following chapters in the Fisheries Master Plan (FMP): 1 Introduction 2 The fisheries sector in Somalia 3 Inward Investment Plan 4 Guiding Principles 5 Strategic outcomes 11 Fisheries law enforcement – MCS 10. Provide policy and technical advice to MoFMR and relevant ministries/ institutions with view to generate employment opportunities for youth in the fisheries sector ; 11. Providing technical advice, guidance and networking services to potential investors, fishing companies and other interested parties on investment opportunities available in the fisheries sector; 12. Advising fish processors and exporters on how to penetrate lucrative fish markets both regionally in Eastern Africa and globally; 13. Advising the MoFMR on the most effective direct fishery controls that can be enforced to protect overfished or threatened fish stocks; 14. Advising the MoFMR and other stakeholders on development and marketing of value added fish and fishery products 15. In collaboration with the various Directors within the MoFMR, support the establishment of an effective fisheries monitoring, control and surveillance strategy to stamp out all forms of illegal fishing practices; 16. In collaboration with the MCS team in the MoFMR, develop a series of Standard Operating Procedures (SoP) to guide the Fisheries Monitoring Centre (FMC) 17. Analyse and assess impact of existing, new or proposed national and regional fisheries management measures and arrangements on fisher folk’s interests. 18. Provide and coordinate training on responsible and sustainable fisheries management including delivering national fisheries management workshops. 19. Assist with the preparation and supervision of technical and feasibility studies and assist in the development of Terms of Reference for consultants and contractors. 20. Foster effective relations with other fisheries managers and key stakeholders through networking |
