TERMS OF REFERENCE CONSULTANCY TO DEVELOP A STRATEGIC PLAN FOR THE SOMALI CHILD RIGHTS COALITON
1.0 Background
Over the years, the Somali Child Rights Coalition (SCRC) which is a unique cross—sectoral grouping of eight (10) civil society organizations (CSOs) with a focus on promoting child rights in Somalia; has worked on several interventions and have engaged government, private sector, CSOs, development partners as well as other key stakeholders at the local, national, regional and global levels. The Coalition has contributed immensely to promoting child rights, particularly with efforts in the formulation and amendment of laws pertaining to children. The Coalition’s major areas of operation include, research and advocacy; public sensitisation and mobilisation; training and capacity building; monitoring and evaluation as well as social accountability.
SCRC’s activities over the years have been guided by its objective and vision, since it was established in December 2015. The SCRC conducted a review meeting in Oct 2021 to assess its performance against its 2015 – 2021 activities. The SCRC’S organizational profile and structure was unpacked by analysing and assessing the extent of implementation, as well as the relevance and effectiveness of the mission and vision with SCRC and its stakeholders (internal and external). Findings from the review highlighted the following amongst others:
- Lack of clearly formulated financing strategy even though SCRC has always been aware of its financing challenges;
- Inability of the Coalition to directly engage with key stakeholders to advocate and lobby on children’s issues
- Lack of an explicit process for addressing child violations induced by the government, and private sector etc.
The insights gained in the review of the SCRC’s interventions and organizational structure are expected to feed into and support SCRC to develop a strategy (2022 – 2026). To this end, a consultant is being recruited with funding support from Save the Children to develop a five—year strategic plan to guide SCRCs operations over the coming years.
