Generic Responsibilities;
Ensure adherence with NRC policies, tools, handbooks and guidelines Implement delegated ICLA project portfolio according to plan of action Prepare and develop status reports as required by management
Ensure proper filing of documents
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist Promote and share ideas for technical improvement
Specific Responsibilities;
Participate in the expansion, development, coordination and management of NRC’s Information Counseling and Legal Assistance (ICLA) projects in the designated region
Break down the annual work plans into weekly, monthly and quarterly plans
Monitor, evaluate and ensure that the project activities are consistent with plans, budget lines, NRC’s policy, and standards.
Promote and share ideas for improvement of the support function.
Ensure that ICLA HLP project activities are implemented in accordance with approved proposals, donor requirements, NRC policies, international standards and local customs.
Work with the implementing partners and monitors to verify and triangulate PRMN reports
Act as a focal point for needs assessments and beneficiary selection Undertake regular field visits (as and when security allows) to conduct ICLA activities.
Ensure smooth project cycle from implementation, project monitoring, verification of completion and evaluation. Lead HLP activities giving advice and information to clients on the processes involved, awareness sessions and
managing local authorities’ capacity building programmes.
Apply participatory and inclusive processes in project implementation and in promoting local capacities to help themselves wherever possible.
Understand situation including legal situations (according to national and international laws and principles) for refugees, returnees and Internally Displaced Persons in Somalia.
Assist in developing and implementing case management systems and databases of cases. Support preparing and updating case management systems and database of cases.
Support in the preparation, update of, and mapping service providers in the area of responsibility.
Conduct group information sessions for ICLA beneficiaries through outreach, awareness campaigns and advocacy initiatives.
Undertake verification of all PRMN reports submitted online by PRMN partners and approving them for uploading in the NRC Database.
Under take monthly coordination meeting with support ICLA project coordinator.
Undertake regular field visits (as and when security allows) to verify information with monitors and other concerned parties.
Maintain regular communication with monitors to answer any queries they have with regards to PRMN issues. Analyse and produce bi-monthly quantitative and qualitative PRMN summary reports.
Bring to the immediate attention of the PO emergency support issues requiring immediate action and support.
Qualifications:
Bachelor’s degree in law or related field of study
Minimum of 2-3 years’ relevant working experience with at least 1 year with a field of protection and humanitarian program
Experience from working as a Project assistance in a humanitarian/recovery context Previous experience from working in complex and volatile contexts
Excellent interpersonal, written and verbal communication skills Strong analysis skills (qualitative and qualitative)
Strong cultural awareness and sensitivity
Good understanding of complex emergencies and crisis contexts Flexible and creative
Strong organizational and logistical skills
Goal oriented with ability to work under pressure, independently and with limited supervision. Ability and willingness to work and live in challenging conditions
Excellent computer skills
Good English both written and verbal
What We Offer:
Contract period: 9months, with possibility of extension
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Galkacyo

NRC may be required to verify the identity of its partners and to check that its partners have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.
