Brief introduction of the project:

Somalia is still marked by the aftermath of two decades of civil war. In the last six years, the living conditions in the country have been further worsened by a prolonged drought. Currently, more than 2 million people are reported as Internally Displaced Persons (IDPs). The difficult humanitarian situation is exacerbated by the increased number of Somali refugees returning voluntarily from the neighbouring Kenya. In the south of the country (Lower Juba) the situation is particularly precarious. Many seek refuge in the urban centre of Kismayo, which was liberated from the Al Shabab militia by a military offensive in 2012. As a result, the population of Kismayo has a disproportionately large number of internally displaced persons (IDPs) and returnees. For every 229,000 inhabitants of the receiving population, there are approx. 71,000 IDPs and approx. 55,000 voluntary returnees.

The integration of the IDPs and returnees in Kismayo is proving difficult. Due to the limited re-sources (food, water, employment), the United Nations classifies the basic supply of returnees, IDPs and the local population as “permanently critical”. Competition for resources increases the potential for conflict. In response, the Jubbaland Regional Government created a new settlement “Midnimo” on the outskirts of Kismayo in 2017. Midnimo currently hosts 12,000 persons, consisting of 70% returnees, 20% IDPs and 10% resident population. In addition, the existing Via Afmadow (Madina) settlement has been expanded with an aim of providing housing and living space for an additional 7,000 IDPs, returnees and residents. The living conditions in these settlements are very poor. The settlements are located 7 kilometres away from the city centre of Kismayo and are cut off from critical infrastructure. There is no access to drinking and industrial water. Further, household income opportunities are limited, threatening the food security of the people in the settlements.

The GIZ Urban Food Security Project (UFS) Commissioned by BMZ to implement a project with the objective

to create a basis for improved nutrition for households in the new settlements in Kismayo. The project is implemented in Kismayo, Lower Juba Region Somalia.

The project has three field of actions: Field 1- aims to improve the access of households to water, sanitation and hygiene infrastructure (WASH) in the new settlements, embedded in an overall approach for Kismayo. The focus is on the development of a service and drinking water network including an operator model for drinking water production and sale in the settlement area. To anchor the network in a sustainable manner, accompanying capacities will be built up in the Ministry of Water. Field 2 aims to increase the income of households in the new settlements. To this end, the project promotes employability of the target group. It also implements cash-for-work measures to generate

income directly. In addition, it promotes people’s capacities to reduce household expenditure – e.g.

on energy and food. While Field of Action3 intends to increase access to nutritious food.

Key Responsibilities

Under the supervision of the UFSP Project Coordinator, the WASH Officer will oversee the technical aspects GIZ’s transitional WASH activities targeting returnees, Internally Displaced Persons (IDPs) and host community in Kismayo. The main roles of the incumbent of this position in consultation with the project coordinator, WASH Technical Advisor and the relevant Jubaland State Ministry officials shall include: –

Identifying, planning, designing, technical oversight of the implementation, monitoring and reporting (in liaison with the M & E department) on the project WASH activities within its mandate
Participation in coordination meetings between GIZ projects, project partners and relevant

Jubaland Ministries’ staff

Ensuring adherence to the approved work, budget and GIZ procurement procedures

Networking and coordination at Jubaland state level with WASH technical groups and other partner forums and platform
Compiling technical reports related to WASH activities Tasks

The key tasks for the WASH Officer will be to:

Based on the field situation and need, determine the most technically feasible WASH options for implementation in the IDPs, returnee and host communities in the project target areas.
Supervise the implementation of approved WASH infrastructure in the transitional aid project
In liaison with the GIZ project team and the relevant MoEWR staff, conduct oversite monitoring, offer technical guidance to the project during the tendering process
Support in preparation and submission of situation reports (sitreps) and other reports whenever required to do so by the project coordinator and/or the WASH Technical Advisor
Support supervision and monitoring implementation of construction works
Assisst in enhancing the capacity of the water supply sub-agency on management structure and Operation and Maintenance of completed water and sanitation systems, and associated equipment
Support ensuring successful implementation of the hygiene promotion activities (including menstrual hygiene)
Assist Promoting safe water storage and good sanitation and hygiene practices at household level
Support in the development and review if the relevant WASH policies and strategies,
Support in ensuring that there is strong and function WASH activities regulation framework and a structured licencing system in Jubaland State
Assist documention and dissemination best practices and lessons learnt during the implementation of the project
Assist facilitation in enhancing the capacity of the water regulation unit of the state ministry of water in setting the water quality standards, tests, records and enforcement
Undertake any other additional duties at the request of the WASH Technical Advisors or the Project coordinator

c Required qualifications, experience and competences i). Qualifications

Bachelor’s degree in Water, Civil Engineering, public health or any other related courses. Diploma holders with progressive experience in a similar position may be considered

ii). Professional experience

3-year professional working experience in a similar position, prior experience in international organizations preferred
Experience in water governance and water utility set-up
Good organizational skills
Literacy in AutoCAD is an added advantage

iii). other competencies

Fluency in written and spoken English and Somali.
Strong communication (written & spoken) and interpersonal skills
Flexible, with ability to work and handle multiple tasks and meet strict deadlines
Somali national required
