POSITION TITLE: Gender Advisor for Office of the Prime Minister

TYPE OF APPOINTMENT: Secondment

REPORTS TO: Permanent Secretary

INSTITUTION: Office of the Prime Minister

Background

The office of Prime Minister is strongly committed to promote gender equality and women empowerment, to ensure gender equality in all level of the government is applied, and to ensure the 30% quote is achieved , both in the house of the parliament and in all level of the government.

Scope of Work

· Advise OPM on the outreach to Regional Authorities at Ministerial and Director General level, including a previous identification of relevant authorities considering the specific context of the different regions.

· Support achieving the 30% women’s quote in the election.

· Attend gender meetings on behave of OPM.

· Ensure gender equality in the civil servant.

· Establish Gender units in all the ministries and coordinate meeting to discuss how to achieve gender equality.

· Support the ministry of women and human rights development to pass the policies they develop in the cabin and the parliament.

· Allocate budget to support the Somali women issue.

· Undertake other assignments/duties as requested by the Permanent Secretary

Required and Skills and Experience

Education:

Minimum of Bachelor’s degree in Political Science, Social Sciences, Public Policy, Public Administration, Administrative Management, Public Relations, Gender Studies or related field.

Work Experience:

· A minimum of 7 years of functionally relevant professional experience in the field of gender with relevant experience of developing consultative processes, drafting policies and coordination.

· Comparative experience in gender research, including analysis and collation of data.

· Experience in working directly with Government Ministries providing advice on gender related areas and practices of gender mainstreaming.

· Experience in working in post-conflict countries required and experience in the region an asset.

· Experience working with the UN, or an international organization on gender issues.

· Relevant experience in designing and facilitating gender training.

· Experience in capacity building and providing advice on gender at the government level.

Other qualification:

· Competent in usage of MS Office programmers (MS Word, Excel, PowerPoint).

· The candidate should be able to work in hardship conditions.

· The post requires considerable cultural and political sensitivity.

· Excellent written and oral communication skills

· Knowledge of the specific country context of Somalia is an asset.

Languages:

Fluency in written and spoken English is required; knowledge of Somali language is an asset.
