Position Title: Monitoring Support Officer

Position Location: Dinsoor with frequent travel to Regions within southern Somalia.

Program Summary:

The USAID/Somalia Bar Ama Baro program works to increase access to quality education for a targeted number of out-of-school children and youth (ages 8-16) in specific regions of Somalia. The Program will work to increase student enrollment in alternative education program sites, improve their safety, monitor acquisition of literacy, numeracy, and socio-emotional skills among the learners who enroll in them, and enhance the Federal Government of Somalia’s capacity to regulate them.

Position Summary:

The core function of this position is to provide monitoring and verification support to the MERL team in the field while following up on implementation of program activities by the respective partner in the district. The position will coordinate with the partner and schools (where BAB ABE centers are established) for collection and verification of performance data. The position will closely monitor all the activities in the district for quality assurance and applicable data compliances.

Primary Responsibilities:

• Support BAB in monitoring and verification and update the project team on the progress in the field.
• Collect and report the data that is beyond the scope of partner using appropriate data collection tool.
• Supervise the data collection for effectiveness survey for pre- and post-test for each cohort, and other research and studies under the project.
• Enter the data in appropriate database including MS Excel as well as online MEL database.
• Ensure data quality by applying multilayer verification, validation and proper checks of evidences.
• Immediately intimate any issues or challenges faced or noticed that may hamper smooth program implementation to the office.
• In close coordination with the partner, monitor the distribution TLMs and other activities in the field.
• Where assigned by the supervisor, provide support to implementation of activities in the field.
• Perform any other relevant mission essential activities as assigned.

 

Reporting & Supervision: The Monitoring Support Officer will report to the Director MERL.

Required Skills & Qualifications:

• Diploma or bachelor’s degree in social science, development studies, education or related field. Knowledge of district and local contexts including socio-geographic knowledge.

At least (3) three years of experience in overseeing and monitoring the activities in the field.

• Minimum one (1) year experience in data collection, data entry, data processing, and report the data. Experience of working with local/national governments, communities and partners.
• Ability to handle digital devices esp. touch screen devices for data collection.
• Must be able to engage positively and productively with a diverse population of team members, stakeholder and government counterparts.
• Good interpersonal communication skills and be a team player with good writing in English.
• Must be able to meet tight deadlines and have multitasking ability.
• Must be professionally fluent in written and spoken Somali language and Dialect in local district.

• Excellent command on MS Excel esp. handling complex spreadsheets.

• Previous work on USAID funded project will be an added advantage.

• Must have a valid Somali passport, or at least valid Somali national ID card.
• Candidate`s from Dinsoor district can be highly considered.
