Background

Somaliland Non-State Actors forum SONSAF is a leading civil society platform that aims to engage all Somaliland Non-Stat actors by improving their capacity and position. Since its establishment in 2008, SONSAF’s mission and primary objective are to enhance non-state actor’s voice through better coordination and networking that contributes to helping Non-state actors to possess a vibrant space in policy dialogue arena especially, peacebuilding, security, democratization, development sustainability and have concrete influence in formulating policies that address the needs of all citizens. Overall, civil society and nongovernmental organizations (NGOs) can influence individual behavior and the institutions involved in all development sectors.

SONSAF is awarded an eighteen-month project entitled Supporting clan reconciliation and inclusive peacebuilding in Sool region’ in collaboration with SAFERWORLD. The eighteen months project is funded by the Norwegian and Swiss government.

SONSAF is seeking a Finance Officer Assistant who is well versed in working with civil society organizations (NGOs) and possess knowledge in key areas of Finance and budgeting.

Under the overall guidance of the Finance Officer, the Finance Assistant is to assist the Finance officer by managing the day-to-day operations of the Finance Department, responsible for Cash processing and record keeping of the day-to-day transactions in accordance with SONSAF policy and procedures

Duties and Responsibilities

Under the supervision of the Finance Officer, the Finance Assistant will perform the following tasks:

  1. To assist the Finance Officer in ensuring that timely and accurate payments are made.
  2. Ensure accuracy and completeness of payment documents in compliance to SONSAF and Donor policies and procedure
  3. Coordinate with district teams for advance issuance and their timely adjustment of advances & Training’s documentation.
  4. Ensure completeness of supporting documents in all respect which includes authenticity of signatures, cross-checking attendance sheets and verifying all payments made.
  5. Posting all vouchers into transaction spreadsheet on daily basis for review by the Finance Officer. Ensure that all information in the spreadsheet is correct and complete.
  6. Processing of petty cash transactions on daily basis. Ensure petty cash is replenished on time to meet daily cash needs. Carry out cash count as per SONSAF policy and schedule. Document the cash count sheets for records.
  7. Prepare all payments and make sure that they are properly coded and supported with relevant necessary documents.
  8. Assist Finance office in monthly bank & account reconciliation.
  9. Ensure all the financial documents are properly filed & tagged.
  10. ‘Paid’ stamping of all the invoices and related documents before filing.
  11. Ensure timely preparation of tax & deposit into bank.
  12. Visit Bank for necessary collection & submission of financial documents.
  13. Photocopies & scanning of all necessary documents/Instrument.
  14. Perform any other task assign by the line manager.

Required skills and Experience

Experience:

  • Minimum 2 years Finance experience preferably in INGO/NGO.
  • Excellent communication skills, both verbally and in writing, is essential.
  • Fluency in written and spoken English and Somali
  • Honesty and strong commitment.
  • Accuracy in record checking.
  • Ability to work as part of the team.
  • IT skills including MS Office & Accounting applications

Academic qualifications

  1. Finance, MBA Finance, Accounting degree is preferred

Experience:

  • Minimum 2 years Finance experience preferably in INGO/NGO.
  • Excellent communication skills, both verbally and in writing, is essential.
  • Fluency in written and spoken English and Somali
  • Honesty and strong commitment.
  • Accuracy in record checking.
  • Ability to work as part of the team.
  • IT skills including MS Office & Accounting applications.
