Job Description
Job Title: Health Facility Supervisor
Location: Based 100% in Mogadishu
Job Holder Reports To: Senior Quality Officer in Mogadishu and to SPM in the absence of Senior Quality Officer
Overall Purpose: Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care. The Health Facility Supervisor oversees implementation of health and nutrition activities at the health facility. On a day-to-day basis, the Health Facility Supervisor is to provide on the job training for the health care workers, ensure timely reports, WHO and MoH treatment guidelines are followed Other key tasks include meeting quality standards in health and nutrition activities, beneficiary participation, and liaising with other stakeholders.
Project Overview:
Health, Nutrition and WASH programme in several regions, including Mogadishu, specialising in linking up health facility based services with community networks and integrated multisectoral outreach when malnutrition rates are high.
Community health projects including Care Group Model and integrated Community Case Management (ICCM) Construction of a health facility, including WASH infrastructure and Emergency responses programmes
Major Duties and Responsibilities
Health Facility Supervisor
Evaluate the standards of clinical care and promote the most effective use of medical resources while maintaining acceptable and high standards
Identify and coordinate opportunities for quality improvement both internally and externally.
Facilitate in the development, monitoring, and presentation of internal quality measures and initiatives
Provides on-the-job training to health care workers in the facilities in the area of quality improvement
Serve as an integral member of the Health Facility leadership team in bringing the professional clinical expertise to the health facilities team and upholding the standards of clinical practice.
Be responsible for the oversight and supervision of clinical staff performance, coaching, mentoring, developing, and implementing clinical best practices.
Facilitate the promotion and coordination of patient care activities among members of the health care team in a collegial relationship.

Specific responsibilities
Ensuring that adequate resources are in place to promote technically correct care i.e.
Adequate numbers of staff with appropriate skills
Drugs, clinical supplies and equipment
Procedures, guidelines, norms and standards
A maintained infrastructure
Ensuring quality services from the client perspective:
Services are available at adequately convenient hours with enough staff
Respect, dignity and consideration from all staff for privacy and confidentiality
Promote use of best practice in the Maternity department and specifically on the use of Partograph
Train and provide supervision to the clinicians on best practice in management of the under fives

Train the clinical staff on and ensure quality growth monitoring and immunization for children under 5
Train and supervise to ensure that recommended and standard national guidelines are followed in all CMAM activities
Establish a reliable HMIS unit in the supported facilities that is competent to furnish dependable data that can be utilised for decision making
Treatment guidelines are available and in use.
Ensure beneficiary feedback mechanism
Staff Management
Establish a reliable HMIS unit in the supported facilities that is competent to furnish dependable data that can be utilised for decision making
Assess the training needs of facility staff and ensure that appropriate training is conducted
Facilitate regular meetings to assist information sharing between facility staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback
Provide coaching and technical supervision to partner organisation and health facility staff in order to develop ownership and full responsibility for health and nutrition activities
Financial Management
Ensure that assigned quality improvement tasks and responsibilities are implemented according to budget and meet the Medair standards with regard to financial management, including accountability and good governance
Communication and Coordination
Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned health facility teams, beneficiaries, partner organisations, Directorate of health office and other relevant stakeholders with the objective of ensuring good cooperation and partnerships.
Participate in coordination meetings, Medair internal trainings, and other working groups or meetings as required, representing Medair and feeding back to the facility staff , Quality officer and HPM on relevant issues.
Logistics
Liaise, as necessary, the Senior Quality Officer and the logistics staff to ensure items are requested from the warehouse, transported, stored, managed and accounted for correctly.
Train health care workers at the health facility on stock management
Prepare monthly medical supplies requests and timely submit to the logistics team
Delegated Responsibilities
Implementation of the assigned project(s) within budget and the agreed time frame
Management of the budget for the assigned project(s)
Management of the technical aspects of the assigned project(s), including staff knowledge and performance
Representation of Medair at meetings and through relationships with external partners (e.g. community leaders, local and national government officials, UN agencies and other NGOs) in coordination with the HPM.
Refer to the HPM before making any commitment on behalf of Medair whether verbal or written.

Work conditions
Currently Medair runs its Somalia activities in Mogadishu, the job holder will operate from Daynile and Karan Health Facilities working from 8:00 am until 4:30 pm, Sunday till Thursday.
