Background

Welthungerhilfe is a German-based international non-profit humanitarian and development organization. The ultimate vision of Welthungerhilfe is to see a world without hunger and poverty. WHH has been working in four regions of Somaliland (Awdal, Maroodi-jex, Toghdeer and Sanaag) since 2001 with multisector interventions. It secures funding mainly from German Government external cooperation (BMZ, AA), private donors of Germany and other big donors for its interventions in Somaliland.

WHH in Somaliland seeks to prequalify competent and well experienced contractors in the area of water engineering, civil/construction works.

Objective

To prequalify reliable and competent companies who have a good track record for the construction works and engineering services.

Scope of the Prequalification

The successful prequalified companies will participate future restricted tender procedures for construction works in Togdheer, Awdaland Maroodijeh region.

Construction Works

Here is construction works to be prequalified for future tenders. Please specify which region are you applying.

Note: Contractors can either submit their documents to Borama or Hargeisa offices depending on where theirofficesis. Also, Bidders can only apply one preferred region and it has to be mentioned in bidders documents.

The companies to apply for this process must have the following qualifications (Required Criteria)

• Must be legally registered to operate in Somaliland. Share certified copies of the certificate when forwarding your application.
• The company must have a minimum of three years’work experience in any of the above areas in the market.
• The company must have competent and well experienced technical engineers (for the construction and installation services) in relevant areas as mentioned above. Share their CVs together with certified qualification certificates.
• The company must be stable financially. Please shares certified bank statement for the past two years.
• The company must have a detailed and comprehensive profile.
• The company has an official officeand must share the physical address in their application
• The company should share a list of projects implemented or goods delivered previously with completion reports that has photos and contact details of the organizations you have worked with.
• A list of three referees of whom the company must have worked with within the past three years.
• The company should submit a report/list of their assets(eg.Tipper truck, Water tanker, concrete mixer, Vibrator, Steel tanks etc.) that includes pictures of every asset for evaluation and consideration.
• Share at least three awards(contracts, PO etc, Recommendations) received from any stakeholder or contracting agency confirming the company’s competency.
• The company should not be blacklisted of any organizations in Somaliland since WHH will conduct thorough background checks.
• The interested company must fill out the Supplier declaration form, policy statement and then stamp and sign them accordingly.

Important Dates for the Prequalification list

The activities of prequalification process are scheduled as per the below time frame

 Welthungerhilfe evaluation committee will thoroughly review and assess the relevant documents against given criteria and will be selected the contractors who get the highest pointsin terms of ranking. The successful companies will be invited for future bids of constructions works from March 01^st, 2022 to March 31^st,2023.The prequalification can also be extended to the next year depending on the policy of the organization and performance.

The organization has the right to disqualify any company who violates the core principles and also the interest of Welthungerhilfe. (see the policy statement and supplier declaration forms and Code of Conduct).

Due to high number bidders may not be able to provide every contractor a feedback. But, if the contractor doesn’t  get any feedback in  last week of February  means that his/her documents are rejected/disqualified.

Submission Procedure

All interested bidders are requested to submit their required document by hand to our either Offices in Hargeisa and Borama no later than 1^st February2022 at 4:30 PM (EAT).All documents must be sealed, stamped and signed. Late submission will not be accepted.

REPORTING REQUIREMENTS AND CONSEQUENCES FOR VIOLATIONS

Anyone with concerns, suspicions or knowledge of incidents regarding violations of Welthungerhilfe’s Code of Conduct and the accompanying policies is obligated to immediately report them to the Compliance Unit at Welthungerhilfe’s Head Office (somaliland.complaints@welthungerhilfe.de ). Any report submitted to management or via – national complaint lines to Welthungerhilfe must be passed on by them to the Compliance Unit. Welthungerhilfe also offers anonymous reporting online or via a telephone hotline for whistle-blowers. All information regarding breaches of the Code of

Conduct and the accompanying policies is treated as strictly confidential in accordance with the Organizational Directive on Whistleblowing. Nobody who reports violations or submits information regarding violations with honest intent needs to fear any disadvantage or other consequences, even if the report later turns out to be unfounded. Deliberately false accusations made for the purposes of harming others will not be tolerated.

Violations of the Code of Conduct or the accompanying policies may result in disciplinary measures, up to and including immediate termination and / or the annulment of cooperation agreements. Welthungerhilfe will report criminal offences in compliance with applicable laws.
