TOR for
Development of Puntland Youth Sports Policy
- Introduction
Save the Children (SC) is the world’s leading independent organization for children. We work in 120 countries. We save children’s lives; we fight for their rights; we help them fulfil their potential.
With our partners, we work together with our partners. We work together, rough our partners, we work together with our partners. We work together to inspire breakthroughs in how the world treats children and achieves an immediate and lasting change in their lives. Following a major transition, our international programs are now delivered through a merged operation with 15,000 staff, managed through seven regional hubs, and reporting to a relatively small, central office. We’re changing to become more efficient, more aligned, a better partner, a stronger advocate, a magnet for world-class people, and relevant for the 21st century.
- BACKGROUND
Save the Children has worked in Somalia since 1951 when we set up a vocational school for orphaned boys in Somaliland. From the early 1970s, we have provided emergency assistance when the needs demand. Each year, about 650,000 people benefit from our longer-term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection, and Child Rights Governance. Youth unemployment remains one of the biggest challenges toward peace and stabilization in Somalia. Somalia has one of the largest proportional youth populations in the world. It is estimated that 73 percent of the Somali population is aged under 30. Within this group, internally displaced youth and young returning refugees and girls are considered among the most marginalized and at-risk groups. Young people from the poorest and most deprived families, especially girls and IDP in Somalia find it challenging to transition to working as they lack the required life skills. Without work, girls are more at risk of poverty, early pregnancy, early marriage, inability to access health care, and unable to invest in their own families, among other factors preventing the realization of their rights.
in order to respond to these needs of young people, Save the Children in Somalia is currently implementing a three-year BMZ funded project aiming at the Economic and Social Empowerment of Youth (EASEY) in Somalia. The project will support the economic empowerment of a significant number of young people not in employment, education, or training (NEET) who live in Mogadishu, Garowe, and Baidoa towns. Employers greatly value life skills, becoming even more critical with the rapidly changing nature of work.
SCI is working closely with the Ministry of Labor, Youth and Sports (MOLYS) of Puntland since its mandate for the development & strengthening of the labor, youth, and sports sectors in Puntland in order to create a healthy future and career prospects for the people of Puntland, particularly the youth to contribute positively to the future development and stability of the country. Therefore, the Ministry of Labour, Youth and Sports endeavors to revive the sports institution in collaborating with Puntland Sports Associations affiliated to National Sports Federations at the federal level. the Ministry is responsible for the development of sports in the country and its primary and fundamental role is to promote the spirit of sports values in the country and facilitate the representation of the sports team of Puntland in all regional and continental Games. However, in the absence of any other body overseeing the development of sports in the country, the MoLYS has also been tasked with the mandate of being the apex body for the overall development of sports in the State of Puntland.
- INTRODUCTION
The high proportion of the youth population, increasing rural-to-urban migration, increasing urbanization, and associated lifestyle-related problems, are part of the development process and cannot be stopped. the local community is committed to contributing with fund the modernization of sports pitches which the Ministry owns and administers. However, if not mitigated, such problems can have serious repercussions on society’s health, value systems, living environment, and the economy. Sports and games directly or indirectly impact the lives of all citizens, irrespective of age or gender, and have significant potential to contribute to the national economy, culture, good governance, international relations, community spirit, the overall health of the population, and juvenile delinquency, among others. In light of the overwhelming evidence on the benefits of sports, there is a compelling need for a focused and coherent Policy governing the development of sports in Puntland that will strategically intervene to alleviate the above concerns. The benefits from sports far outweigh the costs for its organized development, and hence, it is imperative for all stakeholders to come together and formulate a cohesive Policy document that will cater to the promotion and development of sports.
