SOS Children’s Villages Somalia current works in three regions;Banadir Regions (Heliwa, Wadajir, Dharkenley and Dayninle districts) southwest-state (Afgoi, Lafoole, Baidoa and Hudur) Hirshabelle State (Jowhar& Balcad)

Job Title:  Area Safety and Security officer

Location: Mogadishu, Heliwa Somalia

Report to: Area Manager-Banadir and Hirshabelle State of Somalia

Contract Duration: Fixed term

POSITION SUMMARY

The Area Safety and Security Officer will assume a critical role in ensuring SOS Children’s Villages programs and staff are working within an environment consistent with the accepted minimum safety and security protocols. The SSO will have technical skills and experience in humanitarian security risk management and will lead ongoing risk assessments, advise staff and the managers on risk management, maintain updated SRA for the area programs and implement SS SOPs, SPs and ERPs. Working under the direct supervision of the Area Manager and the technical line management of the National Safety and Security Advisor, the postholder will ensure that area staff are trained in security management plans and security risk assessments and adhere to the organizations’ security and safety policy and SOPs.

KEY ROLES AND RESPONSIBILITIES

  1. Conduct ongoing environment analysis, assessments and updates:
  • Provide regular updates on the working environment and recommend measures to reduce SOS CV program vulnerabilities in relation to the exposed risks.
  • Collect the necessary data and information to develop a comprehensive risk assessment.
  • Monitor political, social, economic situation and identify trends relevant to the working environment.
  1. Support the AM and the SSA in the implementation of;
  • Safety and Security Management Plans, and Standard Operating Procedures (SOPs) for the Area programs and facilities including updating staff lists, Radios, security surveys and other security related planning documents;
  • Effective communication systems and communication equipment are established and maintained
  • Stakeholder engagements by coordinating with the local governments, security actors, and with other organizations and by establishing and maintaining formal and informal contacts with focal points on operational level and facilitating the information exchange necessary for the safety and security conduct of SOS Children`s Villages Somalia.
  • Networking by assisting the Area Manager on attaining proper networking with local groups who may be relevant for the security and safety of SOS programs, staff, assets and operations.
  • Facility security by working closely with facility guards in the implementation of effective security procedures and processes for all SOS facilities in the location.
  1. Training
  • Provide orientation for the newly appointed staff and consultants
  • Develop and maintain security briefing documents for the area staff
  • Facilitate and support security trainings for SOS staff and partners.
  • Ensure that facility guards and drivers are trained on personal safety and security trainings
  • Assist the National Safety and Security Advisor in identifying specific needs of security training for Locations staff and other security tasks assigned by the supervisor.
  1. Analysis, assessment and updates:
  • Carry out ongoing analysis of the security situation and security alerts and deliver quality reports in the agreed format and timeframe.
  • Handle security incidents reports by ensuring that all security incident report forms are properly filled and submitted timely.
  • Support the National Safety and Security Advisor (NSSA) Somalia in the assessments and analysis of the security situation in Somalia.
  • Provide written input for the Area Security Risk Assessments

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor Degree in Social Sciences, communications, political science or Bachelor’s Degree international relations, Business Administration, Public Administration. Diploma in Security Management with 5 years’ experience is acceptable).
  • A Minimum of 3 Years’ Experience in the Field of security/safety, Journalism, Community Services, Humanitarian Assistance or Related Field; Experience with an International Organization, INGO and Other Humanitarian Agencies.
  • Excellent knowledge of the political and security situation in Somalia and good networking within Somalia;
  • Fluency in written and spoken English and Somali is essential, Including The ability to draft, edit and finalize Documents in English. Knowledge Arabic is desirable
  • Strong written and oral communication skills, effective in representation and liaison with external parties
  • Good spirit working within a team
