At the end of 2019, the Foundation started its Pharo Ventures franchise to prioritise sectors where the Foundation believes a real impact can be made by establishing self-sustaining businesses that focus on job creation.

Headquartered in London, the Foundation has an operational Head Office in Nairobi, Kenya with country offices in Ethiopia (Addis Ababa and Assosa), Somaliland (Hargeisa) and Rwanda (Kigali) with further expansion plans in East Africa.

Position Summary

Job Title: Monitoring and Evaluation Officer

Reporting to: Monitoring and Evaluation Coordinator

Functional Relationships: Program managers/officers, Pharo School Teams, Field team, enumerators, and external evaluators/researchers.

Location: Hargeisa, Somaliland and travel to field sites on regular basis

Contract Type:. Fixed term (One year)

Key Duties and Responsibilities

S/he will have the following key duties and responsibilities:

1. Programme Monitoring, Information Management and Reporting

Support the MEAL Coordinator in management and implementation of field level M&E data collection activities.

Support program field staff in the collection of activity and output level monitoring data during the program implementation.

Support program teams in the design and roll out of the needs assessment and potential mapping exercises related to the programs.

Support in conducting data collection assignments as per the program level MEAL plans.

Ensure the MEAL system is being implemented according to the plan at the field level and communicate any issues or inefficiencies that arise to the MEAL Coordinator in a timely and proactive manner.

Participate in the development of Terms of Reference (TOR) for internally managed or outsourced programme baselines and evaluation data collections.

Support training for external enumerators that conduct baseline, mid-term and end line studies (including ethics, safety, sampling, respondent selection, device uses, and other practicalities).

Systematically check data for quality, accuracy, consistency, and providing feedback as necessary. Clean, organize and archive the monitoring/reporting data and keep the data in a safe, secure, and accessible location.

Responsible for supporting and facilitating programme management to supervise and ensure the execution of the programme in accordance with the M&E framework.

Lead and engage in monitoring processes with sector specialists, development partners and target programme participants/beneficiaries.

Follow up, facilitate, compile, and submit regular programme progress reports (quarterly, semi, annual reports) to the MEAL Coordinator and respective programs.

Perform other duties as per the MEAL Framework for all departments.

2. Evaluation, Review and Learning

Facilitate programme review meetings/workshops with the programme team and communicate the results and action points in written form to the management.

Share MEAL findings with the program teams in appropriate time and follow-up on their implementation.

Under the guidance of the MEAL Coordinator, support identification of case studies for learning, reporting and communication purposes, and lead in their collection and write-up in collaboration with the program teams.

Collect best practices and case studies through suitable MEAL approaches and tools for documenting, which demonstrates qualitative and quantitative changes over the period including social return of investment (SROI), value for money (VFM), and program attributions to the target population.

3. Accountability

 Record beneficiary and non-beneficiary’s feedback through Pharo CRMs and prepare timely reports to the program teams for action.

Share accountability findings with the program team in an appropriate format and in good time. Contribute to the further development and continuous updating of the accountability strategy and plans in line with The Pharo Foundation standards.

4. Capacity building for Pharo staff and stakeholder

Support the capacity building of program teams to implement MEAL plans and reporting.

Undertake regular field monitoring visits to program areas to assess program and quality of implementation against agreed MEAL system and recommend corrective actions as appropriate.

In consultation with the MEAL coordinator, work closely with other stakeholders and provide necessary support.

Qualification Requirements

Bachelor’s degree in a relevant field (Statistics, M&E, Research, Data Science, Public Health, Epidemiology, Education and Development studies).

Minimum 4 years of working experience in M&E and Programmes including education, agriculture, WASH and health with NGOs and private sectors.

Knowledge and understanding of Program Logical Framework and commonly used Key Performance Indicators.

Clear understanding and experience in directly implementing MEAL tools and approaches including Outcome Harvesting approach, Most Significant Changes, and Social Return on Investment.

Good understanding of monitoring and evaluation tools and experienced in data analysis using computer packages such as SPSS, MS Word and MS Excel.

Ability to work with results orientations and efficiency in a multi-tasking environment Ability to be creative and innovative in generating new ideas and undertaking research. Problem solving and creative thinking skills with the ability to get results in sometimes unstructured environments

Excellent communication and interpersonal skills.

High level of professionalism, work ethics, integrity and data collection analysis and reporting Good writing and reporting skills.

Fluent in Somali and English.

Commitment, ability to work under pressure and meet deadlines. Willingness to travel to designated programme locations.

The salary and benefits package is competitive and will be commensurate with qualifications and experience.
