1.1 Introduction

Muslim Hands (MH) is UK based international Non-Governmental Organization (INGO), established in 1993 with the objective of providing relief and emergency services and long-term sustainable projects in an ethical, effective, efficient and transparent manner. Muslim Hands Somalia strives to empower Needy people for the long-term, rather than just providing immediate relief.

Muslim Hands has been present in Somalia since 2011 when the UN officially declared a famine in many parts of Southern and Central Somalia, Muslim Hands was one of the few organizations that were operating in the most affected areas of the country. In response to this worst drought in Eastern Africa in 60 years, according to UN declaration, Muslim Hands – through its office in Somalia has distributed food, water, medicine, shelter, and other basic needs to the affected people in Somalia.

Since its presence in Somalia at the beginning of 2011, Muslim Hands Somalia has responded to emergencies as well as establishing projects across Somalia.

Muslim Hands Somalia support included projects from livelihoods, education, Orphan care, water, and health all over the Federal members state in Somalia and run orphan sponsorship

Muslim Hands invites to all Audit Firms and bidders from qualified Firms from all regions the submissions of Financial and technical Proposals in Provision of Audit Service for Muslim Hands Somalia for the year of 2021.

• Purpose

Muslim Hands Somalia is soliciting Financial And technical Proposalsfrom qualified auditing firms; the period of the audit is from January 2021 to 31^st December 2021.

The audit firm needs to start early march 2022, a draft of audit report submitted by 20 March 2022 and final report submitted by 31 March 2022.

• Objectives of the audit

The overall objectives of the auditor are:

• To obtain reasonable assurance as to whether the financial statements as a whole are free from material misstatement, whether due to fraud or error.
• To provide reasonable assurance that the project books provide the basis for preparation of the Project Financial Statements and are established to reflect the financial transactions in respect of the project and confirm if adequate internal controls are maintained and supporting documentation for transactions.
• To obtain reasonable assurance about the achievement of program objectives by matching physical outputs and achievements to funds disbursed and the timing of the flows.
• To enable the auditors to express an independent professional opinion on the financial position of the Project, to assure that the Project funds have been used for their intended purposes and as per the signed donor agreement.
• To report on the financial statements and communicate as required by auditing standards in accordance with the auditor’s findings
  • Scope of the work
• The audit will examine the financial records, statements and reports for Muslim hands Somalia. These records, statements and reports will be generated from financial system in US Dollars for the audit period 1stJanuary 2021 to 31tstDecember 2021.
• Perform statutory audits as required by Federal Government of Somalia law and in accordance with the International Standard on Auditing (lSA).
• Plan and organize the audit on the basis of risk assessment to provide satisfactory assurance that the financial statements are free of misstatement due to fraud and errors.
• Ascertain that multi donor funds received by the organization have been applied for the intended purpose and have been accounted for in accordance with funding agreement.
• Verify that funds received by MHS, have been acknowledged and reflected in thefinancial reports/statements submitted to the users/donors.

• Official Currency for FinancialProposal must be only in US dollar
• Your firm’s policy on handling cost-overruns which might occur
• Tax compliance certificate.
